Magnolia West Subdivision (621 W. Magnolia) PDP - Type I and Final
Plans
SELECTION CRITERIA: Status = All
ISSUES:
Department: Engineering Issue Contact: Randy Maizland
Topic: Engineering
Number:8 Created:7/27/2007 Resolved
[7/27107] All plans need to be retitled - Magnolia west Subdivision consistently (Plat, Site,
Landscape, Utility). No street addresses are allowed in title but may be used in a sub -title.
Number:34 Created:8/1/2007 Resolved
[8/1/07] Please remove any references to the barn and carport on all of the plans. They have
been removed due to safety hazards.
Number:35 Created:8/112007 Resolved
[8/1/07] Scale is incorrect on Site & Utility Plans.
Department: Engineering Issue Contact: Susan Joy
Topic: Engineering -Grading Sheet
Number:61 Created:913/2007 Resolved
[9/3/07] Incomplete contours shown. Proposed contours layer appears to be turned off.
Proposed grading needs to tie into existing grading. Please show for a minimum of 50' beyond
the project boundaries. A flowline is shown directing the drainage across the sidewalk and alley.
It's difficult to tell if this is truly a concentrated flow as no proposed grading is shown, however,
standards prohibit discharging across a public sidewalk. If this is the case, you will need to
install a sidewalk chase or grade in such a manner that the flows are not concentrated (sheetflow
only).
Number:62 Created:9/3/2007 Resolved
[9/3/07] See comments from the Utility Sheet as most apply to this sheet as well.
Number:63 Created:9/3/2007 Resolved
[9/3/07] Please remove the tree symbols. If they must remain, please choose a smaller symbol
for scannability and improved legiblity.
Number:64 Created:9/3/2007 Resolved
[9/3/07] The parking stall on the west side of the building on Lot 1 conflicts with sheet 3. Please
specify exactly what is proposed (must be a paved surface per City Code).
Department: Engineering Issue Contact: Randy Maizland
Topic: Engineering -Plat
Number:24 Created:7/27/2007 Resolved
[8/31107] Please correct the easement to read "Proposed 5' Utility Easement".
Page 1
[7/27/07] Will need to dedicate a separate easement for the relocated sewer service lateral for
Lot 1.
Topic: Engineering - Site Plan
Number:27 Created:7/27/2007 Resolved
[7/27/07] See Site Plan red -line comments related to title and drafting corrections.
Department: Engineering Issue Contact: Susan Joy
Topic: Engineering -Utility Plans
Number:50 Created:9/3/2007 Resolved
[9/3/07] Label all existing easements as "existing" and proposed easements as "proposed".
Number:51 Created:9/3/2007 Resolved
[9/3/07] Label all easements to be vacated as "by plat".
Number:52 Created:9/312007 Resolved
[9/3/07] The gravel parking area to the west of the building on Lot 1 must be paved per City
Code.
Number:53 Created:913/2007 Resolved
[9/3/07] Need to show where the electrical line is being relocated to... is there another alley
street cut required? The plans currently show this as an overhead line to the other side of
Magnolia. Is there another street cut required to underground this? If so, please show the
approximate street cut limits per LCUASS 25.5.2 and refer to note 2.
Number:54 Created:9/3/2007 Resolved
[9/3/07] Please show the eop in the alley for the entire frontage, both sides, and add this
lineweight to the legend. Sheet 3 labels the alley as having a 16' paved surface while Sheet 4
makes it appear that the paved surface is really just the existing driveway and the alley is gravel
or dirt? Not sure. Please label the existing alley surface and/or clarify the drawings.
Number:55 Created:9/312007 Resolved
[9/3/07] The legend is incomplete. Not all lineweights are shown or labeled.
Number:57 Created:9/3/2007 Resolved
[913/071 The tree symbols were asked to be removed in the last round and they are still shown.
This information really belongs on the landscape sheet.
Number:58 Created:9/312007 Resolved
[9/3/07] Please label the existing curb type on Magnolia Street (Rollover or Vertical?).
Number:59 Created:9/3/2007 Resolved
[9/3/07] Question - there is 10' of concrete walk labeled as to be replaced. Is this because it's
damaged or is there another reason?
Number:60 Created:9/3/2007 Resolved
[9/3/07] Sheet 3 is showing what appears to be clothesline. Please remove.

[7/27/071 Please insert the Plat into the Utility Plan set for reference only and add to the Index.
Include information for owner/developer and all consultants on the cover sheet. See the Utility
Plan cover sheet red -lines for additional minor comments.
Number:11 Created:7/27/2007 Resolved
[8/31/071 Please provide the approximate limits of street cuts for additional utility services
proposed in the alley and refer to note 2. All street cuts must be repaired in accordance with
25.5.2 of LCUASS.
[7127/07] Please clearly show and label the approximate limits of street cut needed to install the
new water service connection to Lot 2. Add the standard street cut note attached.
Number:12 Created:7/27/2007 Resolved
[8/31/07] Please relabel the easement as a "Utility Easement".
[7/27/07] The sewer lateral relocation for Lot 1 shall not encroach into the City 8 foot utility
easement on Magnolia. A separate utility easement shall be dedicated on Lot 2 for the sewer
lateral. Show this on the Plat and on the Utility Plan sheet.
Number:15 Created:7/27/2007 Resolved
[8/31/07] Please include "ROW" within the 20' Alley label.
[7/27/07] Please show and label street and alley ROW on the Utility Plan sheet for reference.
Number:17 Created:7127/2007 Resolved
[8131/07] Please dimension all existing sidewalks.
[7/27/07] Label all existing sidewalks and driveways on the Utility Plan sheet.
Topic: General
Number:10 Created:7/27/2007 Pending
[1/15/08] Thank you for addressing this comment. Just in case the drive approach needs to be
rebuilt per the inspector in the field, please add drawing 803 to the detail sheet. Correct the note
on sheet 4 to read drawing 803 instead of detail 707 (and remove 707). 1 was wrong below, I'm
sorry for the confusion! I! Thanks!
[12/11/07] The hearing officer placed a condition of approval on this project that the first 20'
(measured from the back of the sidewalk) of the alley must be paved. Engineering will accept a
full depth patch in lieu of an alley design. Please note on the utility plans this requirement and
that all existing drainage patterns must be maintained. If the paved area between the street and
the sidewalk is in good shape and does not need to be repaired or replaced then it can stay as
is. If it does need to be replaced, then it must be built to standard meaning it must be
constructed in concrete per detail 707 (or if there is an existing crosspan, detail 708). Please
note on the utility plans to repair and/or replace as necessary in accordance with the appropriate
detail. The drainage will need to be verified to make sure that the alley drains - a lot of times the
sidewalk is too high and that section spanning the alley needs to be lowered to get the alley to
drain right.
[8/31/07] The modification for not improving the alley was not received with this submittal. The
modification will need to be either approved or denied prior to going to hearing.
[7/27/07] City Code requires that the alley be improved with this development. No modification
request has been submitted for review. Applicant needs to submit a request for modification with
adequate justification. Please list this modification requetst under Note 48 on sheet 2 of the Utility
Plans.

[8/31/071 If the proposed driveway for Lot 2 leads to a garage, then this driveway is acceptable.
If itjust a parking stall, it does not meet standards. Parallel parking up against the building would
make it impossible to open the car door on that side plus the stall is not wide enough to
accommodate the natural shy distance (people will naturally park at least 2 or 3 feet away from
the building which would project the car into the alley). Suggest moving the driveway to the
south side of the building.
[8/1/07] Planning requires at least one on -site parking space for each residence. Lot 1 does not
show any parking access except for street parking. You will need to provide a curb cut and
paved parking space off of Magnolia or if taking access to Lot 1 from the alley, you will need to
dedicate an access easement across Lot 2 with a paved driveway for parking on Lot 1.

Topic: Plat
Number:45 Created:9/3/2007 Resolved
[9/3/07] Label all proposed easements as "proposed". Label all existing easements as
"existing".

[9/3/07]
Label the 20' Alley as 20' Alley ROW.
Number:72
Created:9/5/2007 Resolved
[9/5/07]
From Technical Services:
1. Boundary closes.
2. "measure" and "record" should be added to the boundary.
3. We have some concerns - Wally will call Ron P/Tim.
4. Line over text issues.
Number:82 Created:12/1112007 Resolved
[12/11/07] Add "right-of-way" to the 20' Alley label.
Number:87 Created:12/12/2007 Pending
[1116/081 Repeat comments 1 and 4. Regarding number 4, if this easement was dedicated to a
private entity, you can either vacate by separate document or that entity can sign the plat. If this
easement was dedicated to the city, then the note "to be vacated by this plat" is sufficient. You
do not need the separate vacation note because it doesn't serve any purpose.
[12/12/07] From Technical Services:
1. Boundary closes.
2. Can not have angle breaks in ROW, alley and Magnolia should be parallel.
3. Boundary on Site Plan does not match the plat.
4. Is the vacation note necessary? If this is an exclusive easement to be vacated by a particular
utility, then they would have to sign the plat OR you may vacate by separate document and place
the reception number on the plat. If this easement was dedicated to the city, then it can be
vacated by the plat without a vacation note.

[1/16/08] Will need another paper round of the plat before going to mylars since there were so
many repeat comments. Please call me if you have any questions or let me know if you need
me to email the plat language to you again. Thank you.

[1/15/08] Corrections still required to the Statement of Ownership and Subdivision. Missing
language in the Certificate of Dedication. Missing the Maintenance Guarantee and the Repair
Guarantee language. Remove the Notice as there are no private drives or streets. Remove the
vacation note, the note to vacate on the plat itself is sufficient. Please email me at
sjoy@fcgov.com for the correct plat language if you do not have it.
[12/11/07] The plat language is still incorrect. Please email me at sjoy@fcgov.com for the
current word doc.
[8/31/07] The Certificate of Dedication is missing verbage. The Maintenance Guarantee and the
Repair Guarantee language is missing. The vacation note refers to Lot 3... there are only Lots 1
and 2.
[7/27/07] Please add the standard Certificate of Dedication language to the Plat which has been
provided. See red -lines & Standard Plat Language.

[9/3/07] Missing information - see redlines.
Page 5
Number:67 Created:9/3/2007 Resolved
[9/3/07] What is the existing alley surface? This sheet labels the alley with "End asphalt at
property line". This does not match what is proposed on the Utility Plan set, but then the Utility
Plan set isn't really clear either.
Number:68 Created:9/3/2007 Resolved
[9/3/07] See redlines for more comments.
Number:73 Created:9/612007 Resolved
[12/11/07]Repeat comment. If this is not a driveway to a garage, then the parking stall must
meet standards. That shown does not.
[916/071 Please place a note on the plan set that the driveway for lot 2 must either be 8' or 20'
deep from the alley right of way.

shown on the plat. Please correct the plans so that they all match.
[9/3/07] Please show the floodplain limits.
Number:56 Created:9/3/2007 Resolved
[9/3/07] Sheet 3 does not match sheet 4 where the alley ties into Magnolia. Missing info in the
northeast corner of the project limits.
