NARRATIVE
THE PROPOSED HOUSING SERVICES DAY CENTER PUD CONSISTS OF APPROXIMATELY
62,226 SQUARE FEET OR 1.43 NET ACRES WITHIN LOTS 2 & 3 OF THE CONIFER
INDUSTRIAL PARK. THE SITE IS CURRENTLY UNDEVELOPED VACANT LAND, ZONED
14NDUSTRIAL IN THE CITY OF FORT COLLINS, COLORADO. THE SITE IS BORDERED ON
THE WEST WITH I -INDUSTRIAL ZONED VACANT LAND. THE NORTH BOUNDARY BORDERS
AN I -INDUSTRIAL ZONED EXISTING FORT COLLINS FOREIGN CAR SERVICE. THE EAST
BOUNDARY BORDERS BLUE SPRUCE DRIVE WITH 14NDUSTRIAL VACANT AND EXISTING
FACTORY USES ACROSS THE STREET, THE SOUTH BOUNDARY BORDERS CONIFER
STREET NTH VACANT CCN-COMMUNITY COMMERCIAL NORTH COLLEGE ZONING
ACROSS THE STREET.
THE PROPOSED DEVELOPMENT SHALL HAVE TWO PHASES. PHASE ONE WILL OCCUR ON
LOT 3 AS WELL AS THE PROPOSED DRIVEWAY CUT, PARKING, CURB AND GUTTER, DRIVE,
EXTERIOR STORAGE AND TRASH ENCLOSURE LOCATED ON LOT 2. THE HOUSING
SERVICES DAY CENTER (FOR UNITED WAY OF LARIMER COUNTY) WILL OCCUPY A NEW
10,000 SQUARE FOOT, ONE STORY BUILDING. THE BUILDING'S USE WILL BE A DAY
CENTER WITH NO OVERNIGHT USES. LOT 3 WILL PROVIDE A BUILDING COVERAGE OF
25.2% WITH A TOTAL OPEN LANDSCAPE AREA OF 51.5%.
PHASE TWO WILL OCCUR ON LOT 2 WITH EXCLUSION OF ANY SITE WORK COMPLETED IN
PHASE ONE. THE PAD SITE ON LOT 2 WILL HAVE A PARTIAL TWO STORY, 5,000 SQUARE
FOOT BUILDING. THE PROPOSED FUTURE BUILDING'S USE WILL BE RETAIL AND/OR
COMMERCIAL. THIS BUILDING WILL BE ANY PERMITTED USE IN THE I -INDUSTRIAL
ZONING DISTRICT AND WILL BE ARCHITECTURALLY COMPATIBLE WITH SIMILAR
MATERIALS AND COLORS. LOT 2 WILL PROVIDE A BUILDING COVERAGE OF 11.2% WITH A
TOTAL OF OPEN LANDSCAPE AREA OF 49.5%.
THE DEVELOPERS OF THE HOUSING SERVICES DAY CENTER ARE COMMITTED TO
BUILDING A HIGH -QUALITY PROJECT. A DIVERSITY OF BUILDING ELEMENTS, OF
EXCEPTIONAL DESIGN QUALITY WILL BE COMPATIBLE WITH THE BLEND OF EXISTING
NORTH COLLEGE COMMERCIAL USES AND SET A HIGH STANDARD FOR DEVELOPMENT IN
THE RECENTLY DESIGNATED URBAN RENEWAL DISTRICT.
LEGAL DESCRIPTION
LOTS 2 AND 3 OF THE CONIFER INDUSTRIAL PARK, FORT COLLINS, COLORADO.
PHASING SCHEDULE
THE PROPOSED DEVELOPMENT SHALL HAVE TWO PHASES. PHASE ONE WILL OCCUR ON
LOT 3 AS WELL AS THE PROPOSED DRIVEWAY CUT, CURB AND GUTTER, DRIVE, AND
TRASH ENCLOSURE LOCATED ON LOT 2. PHASE TWO WILL OCCUR ON LOT 2 WITH
EXCLUSION OF ANY SITE WORK COMPLETED IN PHASE ONE.
GENERAL NOTES 11
1. ALL PORTIONS OF THE EXTERIOR WALLS OF THE FIRST STORY OF ALL BUILDINGS
WILL BE LOCATED WITHIN 150' OF AN ACCESS ROADWAY IN WHICH EMERGENCY FIRE
EQUIPMENT CAN BE MANEUVERED OR THE BUILDINGS WILL BE PROVIDED WITH AN
APPROVED FIRE EXTINGUISHING SYSTEM.
2. REFER TO UTILITIES PLAN FOR LOCATION OF UTILITIES, DRAINAGE, EASEMENTS AND
SIDEWALKS.
3. SIDEWALKS AND RAMPS WILL CONFORM TO CITY STANDARDS.
4. CONSTRUCTION IS SCHEDULED TO BEGIN SUMMER OF 2007 AND THE COMPLETION
DATE IS UNKNOWN BECAUSE OF THE 2ND PHASE - LOT 2.
5. PROPOSED EXTERIOR LIGHTING WILL BE POLE -MOUNTED LUMINARIES AT DRIVES AND
PARKING AREAS. BOTH POLE AND BUILDING -MOUNTED FIXTURES WILL FEATURE
DOWN -DIRECTIONAL AND SHARP CUTOFF LUMINARIES.
6. ALL ROOFTOP AND GROUND MOUNTED MECHANICAL EQUIPMENT IS TO BE FULLY
SCREENED FROM PUBLIC VIEW WITH ROOFTOP PARAPET WALLS AND LANDSCAPING.
7. ALL SIGNAGE TO COMPLY WITH LOCAL SIGN CODE.
8. THE TRASH ENCLOSURE WILL BE MOUNTED ON CONCRETE AND BE CONSTRUCTED OF
MATERIALS TO MATCH THE BUILDINGS. ANY GATES CONSTRUCTED WILL BE OF SOLID
MATERIAL.
9. BIKE RACKS ARE TO BE PERMANENTLY ANCHORED TO CONCRETE.
10. ALL HANDICAP PARKING SPACES, AND RAMPS ARE TO BE VERIFIED WITH CIVIL
ENGINEER FOR GRADING, DRAINAGE, AND ACCESSIBLE ROUTE CONSIDERATIONS.
HANDICAP PARKING SPACES SHOULD SLOPE NO MORE THAN 1:48 IN ANY DIRECTION.
ALL ACCESSIBLE ROUTES SHOULD SLOPE NO MORE THAN 1:20 IN DIRECTION OF
TRAVEL AND NO MORE THAN 1:48 CROSS SLOPE.
11. SCORE MARKS ARE FOR ILLUSTRATIVE PURPOSES ONLY AND ARE NOT FOR
CONSTRUCTION.
ARCHITECTURAL GUIDELINES
BUILDING MATERIALS AND COLORS WILL BE COMPATIBLE WITH THE EXISTING NEIGHBORHOOD. A COMBINATION OF
STUCCO, CONCRETE MASONRY AND TINTED INSULATING ALUMINUM STOREFRONT WINDOWS, IN NATURAL EARTH
TONES WOULD BE THE PALETTE OF EXTERIOR WALL FINISHES.
A SPECIFIC DESIGN EMPHASIS HAS BEEN ESTABLISHED FOR THE'GREEN BUILD' EMPHASIS OF THE BUILDING. THE
ARCHITECTURAL ELEMENTS INCLUDE A VARIETY OF EXTERIOR FORMS SO AS NOT TO BE A SINGLE -REPETITIVE
DESIGN, WITH ATTENTION TO CONSISTENT DESIGN ELEMENTS ON ALL SIDES OF THE BUILDING FACADES.
SEPARATIONS OF BUILDINGS FORMING OUTDOOR COURTYARDS, TOWER ELEMENTS, ENHANCED LANDSCAPING, ETC.,
WILL PROVIDE A VERY PEDESTRIAN USER FRIENDLY DEVELOPMENT WHILE PROVIDING EFFICIENT VEHICULAR
ACCESS, EXTERIOR ACCENTS OF BUILDING MATERIALS, CANOPIES, COLUMNS AND ARCHITECTURAL ELEMENTS WILL
ADD TO THE IDENTITY OF THE PROJECT DEVELOPMENT.
ARCHITECTURAL MATERIALS AND COLORS WILL BE CONSISTENT WITH THE PROPOSED WEST LOT DEVELOPMENT.
THE OVERALL PROJECT WILL ADD TO THE SOCIAL FABRIC OF THE NEIGHBORHOOD BY PROVIDING QUALITY
ARCHITECTURE AND SITE DEVELOPMENT.
LANDSCAPE INTENT
THE PROJECT WILL BE LANDSCAPED WITH REGIONALLY APPROPRIATE PLANT MATERIALS. IN OPEN SPACE AND
BUFFER YARD AREAS, A NATURALISTIC APPROACH SHALL BE UTILIZED. TURF AREAS WILL INCORPORATE LOW WATER
USE, DROUGHT TOLERANT SEED AND SOD VARIETIES. PARKING AND BUILDINGS WILL BE BUFFERED WITH
VEGETATION.
WITHIN THE DEVELOPMENT, A COMBINATION OF FOUNDATION PLANTINGS AND CANOPIED TREES WILL PROVIDE
HORTICULTURAL VARIETY AND VISUAL INTEREST WITHIN THE PARKING AREAS AND BUILDINGS. THE PROPOSED
STREET PLANTING IS INTENDED TO PROVIDE A NATURAL PROGRESSION BETWEEN THE EXISTING DEVELOPMENT TO
THE NORTH.
ALL BUILDING FOUNDATION PLANTINGS AND PUBLIC RIGHTS -OF -WAY SHALL BE PLANTED, IRRIGATED AND MAINTAINED
BY THE DEVELOPER.
