Dear Mr. Virata:
This letter is regarding the March 25, 2002 (Revised May 13, 2002) City of Fort Collins
Engineering department comments received for the referenced project. This letter will
attempt to address all the comments in your letter and plan set redlines. I will respond to
the questions or comments as they are listed in your letter.
Responses:
1. A District Signature Block has been added to the cover sheet.
2. Notes have been revised to read "hy the City Engineering Inspector."
3. The mill and inlay section of Roma Valley Drive has been revised to be shown per
comment and redline. Notes regarding mill and inlay have been revised.
4. Concrete has been extended on the driveway as redlined (see entrance detail).
A crosswalk is stripped through the driveway.
An Access Easement through the entrance will be shown in the mylar submittal.
5. The vacation of easements and dedication of access easements will be shown in the
mylar submittal.
6. Variance approval for driveway separation distance.
7. A City Signature Block has been added to the two detail sheets.
8. City, County, and District approval blocks and general notes have been added to the
plan set.

9. The minor amendment for this submittal required by Current Planning, is being
completed by JR at the direction of Poudre School District.
10. Mylars will be submitted with District and County signatures upon approval of the
plan set submitted with this response letter, with the addition of items noted.

This letter is regarding the March 25, 2002 City of Fort Collins Engineering department
comments received for the referenced project. This letter will attempt to address all the
comments in your letter and plan set redlines. I will respond to the questions or
comments as they arc listed in your letter.
Responses:
1. The two driveway approaches of the crescent type drive in Roma Valley Drive will be
removed and replaced with driveover curb and attached sidewalk to match existing.
2. The asphalt patch for the removal of the water services has been taken from the south
curb line to the first lane line north (Bike/parking lane stripe). The limits can be seen
on sheet C3_ These asphalt patch extents appear to match the requirements of the
LCUASS.
3. The sanitary sewer services are to be abandoned in place. This is acceptable to the
South Fort Collins Sanitation District.
4. The sanitary sewer services called out as being abandoned in place means they will be
left alone in their current state.
5 The existing drainage basin 411 submitted by Sear -Brown with the Miramont Valley
PUD drains the area of the proposed entrance to a sump inlet east of the entrance in
Roma Valley Drive. Due to site constraints, and since the existing drainage patterns
arc being followed, flows are reduced, and the street and inlet capacities arc not
exceeded.

6. A detail of the new driveway is included on the detail sheet Cl 1, concrete is extended
to the property line is noted.
7. A variance is requested from LCUASS requirements of 175' centerline -centerline
separation between high volume driveways. There is a 142' separation between Mail
Creek Lane and the new entrance on Roma Valley Drive. A formal variance request
will be submitted separately.
8. City, County, and District approval blocks and general notes have been added to plan
set.
9. Easements are not being vacated with this project.
10. This comment concerned the issuance of an Access Permit to the County for work
within the County right-of-way. A permit will be submitted prior to construction.

Reference: Werner Elementary School Site Remodel — Variance Request
Dear Mr. Virata:
This letter is intend to request a variance form the Iarimer County Urban Area Street Standards
(LCUASS), Chapter 7, Table 7-3. This table addresses the distance between street intersections
and drive approaches. The drive approach in question will be a new approach constructed for the
proposed additional parking to Werner Elementary School. The approach will be an entrance
only to the parking lot and will be striped and signed in a manner to only allow that maneuver.
Roma Valley Drive, the street the driveway is off of, is classified as a minor collector.
The approach, as designed, is located 142 feet, center of intersection to center of approach. The
standard for a minor collector/high volume driveway is 175 feet_ It should be noted that the
separation for a standard driveway on a minor collector is 100 feet. In the original construction
drawings and plat for the underlying lots, lot 51A would have had a driveway located between the
100 feet and the 175 feet spacing. In this design a high volume approach was used to better
define the entrance to the school and facilitate the entrance of vehicles. The entrance was located
as drawn to maximize the playground area that will be located to the east of the parking area and
create an easily accessible drop-off lane along the front of the school.
Considering the use of the approach and the constraints dealt with in the desigm, we hope this
request is acceptable. We do not foresee any negative impacts to either Roma Valley Drive of
Mail Creek Lane.
