FROM: Gary DIEDE / CFC52/01 TO: DISTRIBUTION Part 3.2. Dated: 01/25/93 at 1455. Contents: 2. At the meeting this morning (1/25) with the school district, we talked about several items that I could not answer. I have contacted the following and they will follow through and let Frank know: - Parks ... who will pay for their half of the road along Pinecone and Red Mountain Drive? Randy Balok does not have money now but can budget for this in the next couple years. He will contact Matt Baker for cost estimates. He may also need to go a a repay agreement if fees do not come in and the park is developed later. Does Parks want parking lot at the end of Vermont? Randy said they do not know at this time and may want to let them just do a turn around until parks can decide. - Storm drainage ... Timberline street drainage will have to cross over the intersection at Vermont. Can the district use the storm pipe in Timberline that NCR built? Kathy Malers is looking into situation and will respond to Moline ( drainage engineer) and to Frank. - Timberline and Horsetooth ... what does the school district have to build to offset their impacts? Rick Ensdorff will contact Matt Delich who prepared the traffic study for the overall development plan (hired by someone other than the city) and determine how many lanes, etc are needed for the school traffic. The reason is the district does not want to pay the street oversizing fee and wants to negotiate the street costs with the city because they do not have enough money to build the roads. Rick will get back with me and Frank on the traffic stuff. - Cost sharing... The school district will discuss with their board that they pay for 23' width on Timberline because the city puts general fund money into Street. Over Sizing for 6' in the center and 6' for the bike lane on a 35' wide 1/2 arterial. Therefore the city could pay for 12' and the district 23'. I am concerned that the school's street needs are more than 35' wide to properly handle traffic. This is the school's proposed solution and I do not necessarilly agree - 1) the street oversizing fund does not get a fee from the district and 2) they are asking the city to help pay for the roads that they are responsible for ... again.... and the road may have to be wider than 351. The district is willing to donate the 10' ROW that we would normally pay for on Timberline and will get us a dollar value on that. Matt Baker will determine costs and we will get with Greg and Frank. - More projects ... the district has about 25 building/remodeling projects in their $107M bond. They will provide site locations so the city can determine what repays and problems might be encountered. For one, the Poudre HS will owe a repay to the city for the local street portion on Shields for the street improvements the city made in 1991. Thanks for your help. Gary End of Item 9. February 17, 1993 Mr. Mike Herzig f?l Development Engineer Manager City of Fort Collins P.O. Box 580 Fort Collins, CO 80522 RC: S4_z%vwp, at Ne%., Fort Celli- High School /FftHCI Dear Mike: This letter reiterates our discussion today concerning subject above. It is our understanding that the sidewalk along Redmountain Drive is to be 8 feet in width. We will pick up that walkway at the southeast corner of our property to align, with the proposed location on the Dakota Ridge Development plans. We would like to meander the walk away from the curb line which may take it into the bank of the detention pond. We realize that this must be done with no reduction to the detention pond capacity and that the design must be coordinated with City Standards. These items will be addressed in our next submittals to be a part of Bid Package 3 and we anticipate we will be ready to discuss this issue in more detail with City staff about March 1st. Bid Package 3 is to include all the landscape elements and support structures for the east one-half of the school site. Please let me know if we need further discussion of this matter.
