is our itemized response to your comments:
Light and Power: Doug Martine
Number 1: An off -site easement for electrical service from College Avenue will be
submitted for review and recorded upon approval as part of the project.
Survey work is currently being conducted for preparation of the easement
map. Light and Power will provide the easement language.
Number 2: The electrical transformer has been relocated from its location in the NE
corner of the site to a location that is within 10' of an all-weather asphalt
driveway within the site. The transformer will be easily accessible by utility
vehicles (See drawing A001).

Number 4: The building will be fully sprinklered
Number 5: The hydrant is designed to discharge 1,000 gpm at 20 psi residual

Number 6: The building will be sprinklered to NFPA 13 standards and will be subject
to inspection at the time of installation. It will be a design/build system and
a deferred document submittal will be made that includes hydraulic
calculations. The system will be supplied by a 4 inch fire -service line.
Number 7: A monitored fire alarm system will be provided.
Number 8: Poudre Fire Authority has previously reviewed the location and layout of
fire hydrants, water service, and the fire access lane through the site. After
further discussion with Carrie Dann, it was determined that based on prior
discussions, a wall mounted fire department connection is acceptable
where indicated near the main entrance of the building, fully visible from
the fire access lane (see drawings A001 and C3.10).
Number 9: A fire department key tuck box will be located on the exterior of the
building near the main entrance (see keynote 37, drawing A001).
Number 10: Address numerals will be located on the north side of the building facing
Harmony Road (see keynote 19: drawing A501).
Number 11: Poudre Fire Authority has previously reviewed the location and layout of
fire hydrants, water service, and the fire access lane through the site. A 30'
wide, all-weather, asphalt fire lane has been provided from the street and
throughout the site. It is marked with signage along the driveway reading
"Fire Lane, No Parking".
Transportation and Planning: David Averill
Number 12: A bicycle rack has been added near the main entrance (see key note 33,
drawing A001).

Number 49: A separate access easement for the property to the west has been
designated in addition to the emergency access easement.

Number 28: The developer has constructed nearly 120 similar housing projects
across the country. Their experience shows that due to the nature of the
occupants and their disabilities, parking needs for supportive housing
developments do not exceed a ratio of 1 space per dwelling unit. The
building has 23 dwelling units. Typically, only about 40 percent of the
occupants will hold a driver's license, and even fewer will own a vehicle.
The vast majority of the residents will avail themselves of alternative public
and private modes of transportation.
Number 29: Building dimensions and its distance to property lines are shown on
drawing CA 20
Number 30: A note regarding the issuance of a CO/CTO has been added to General
Landscape Notes (drawing 1-001).

Number 71: Redline comments found on the plans have been addressed and drawings
revised accordingly.
Number 55: The note describing allowed activities within the buffer zone has been
edited to include reference to Section 3.4.1(E) of the City of Fort Collins
Land Use Code on the Plat, Architectural Site Plan and Landscape Plan.
Number 72: The tineweights, linetypes and symbols shown on the plans are meant to
be reproduced directly from pdf files. Upon request from staff, pdf files of

notifying them that the sign on their property must be removed per request
of the City of Fort Collins. A copy of that letter is attached for your
information. The note on drawing C1.01 will be changed to indicate the
sign will be removed.
Number 70: Signatures from the property owners for the sidewalk along Harmony
Road have been obtained. An easement document for offsite drainage has
been prepared and sent to the Fairway Estates Property Owners
Association on June 41h, 2007. The association is reviewing the documents
and we expect the easement to be signed July 131h, 2007. A copy of the
easement will be forwarded to the City of Fort Collins.
Number 65: A signatory block for the Fort Collins Loveland Water District has been

our itemized response to your comments:
Current Planning: Dana Leavitt
Number 33: Per Tim Buchanan's comments, twenty-four (24) of the planned fifty-
five (55) trees will be required to meet the Tree Species and Minimum
Sizes indicated in Division 3.2.1(D)(4) of the Fort Collins Land Use Code.
The remaining trees are allowed to be Reduced Minimum Sizes for
Affordable Housing Projects as indicated in Division 3.2.1(D)(5) of the
Fort Collins Land Use Code. The landscape plan and planting schedule
have been revised.
Number 36: The Site Plan and Landscape Plan have been revised to show the
detention pond outside the drip line of the existing trees.
Number 37: A note directing the Contractor to see Sheet C2.21- Drainage and
Erosion Control Plan for erosion control matting has been added to the
Landscape Plan.
Number 39: Additional plantings arranged in informal groupings have been added

Golden Currant and Showy Milkweed. Not only will these mitigate
views from Mail Creek, but will enhance the ecological character of the
natural habitat and provide year-round color.
Number 40: Site lighting has been revised to reduce illumination levels and
minimize spillage on to neighboring properties and the Mail Creek
Buffer zone. However, the foot candles along the east property line
near the pole mounted light remain slightly above the recommended
.01 level. This fixture does, in fact, have internal house side shields.
Installing an external shield may drop the tight levels. but there is no
photometric data available to indicate results. The coniferous trees
proposed to be planted along the property line near this fixture should
help shield tight splillage on to the neighboring property.
Number 41: A second layer of plants (Blauuw Juniper) has been added at the south
perimeter of the drive to provide additional screening from the natural
habitat area of Mail Creek. It will also provide more diversity of planting
materials.
Number 42: The line indicating the LOD has been changed from grey to black.
Number 55: A note has been added to the Plat, Site Plan and Landscape Plan
describing the allowable activities within the Mail Creek Buffer zone.
Engineering: Marc Virata
Number 20: Note 3 on sheets CIAO and C1.41 has been revised to direct the
Contractor to design and have the City approve the pavement section of
Harmony Road at the time of construction.
Number 21: Cross slopes and flowlines in Harmony Road have been discussed with
city staff and the drawings have been revised to address their
comments. The match lines between sheets C2.00 and C2.01 have been
revised for clarity. A note has been added to sheets C2.00 and C2.01
calling out the spill curb.
Number 22: Letters of Intent have been prepared and sent to all off -site owners
affected by the offsite and/or right turn lane.

A written request for variance on the required length of the right turn
lane has been completed by S.A. Miro and will be sent to the City
Planner. A copy of the letter is included as part of this Final Plan
Submittal.

the sheet index on sheet C0.00.
Number 49:
The Plat has been revised to indicate both an access easement and
emergency easement to the west property.

to start of construction.
Poudre Fire Authority: Carie Dann
Number 54: The response given on our letter dated 4/18/2007 explaining that the
sprinkler system will be supplied by a 4" fire -service was incorrect and
may be the cause of some confusion regarding this comment. The
system will be supplied by a 6" line and is shown on Sheet C3.10. The
building will be sprinklered to NFPA 13 standards and will be subject to
inspection at the time of installation. It will be a design/build system
and a deferred document submittal will be made that includes hydraulic
calculations.
[3/13/071 The grading plan information on Harmony Road indicates cross slope and flowline
grades along Harmony Road that are not to standards (4.89% cross slope, .49% flowline
grade -- both are not to standards). This will need to be addressed prior to a hearing. In
addition, additional information should be provided prior to hearing to show existing grades
at either side of the flowline of the proposed Harmony Road improvements. In addition,
existing cross slope information should be provided along Harmony Road with lane
configurations illustrated. The additional information will help in evidence that drainage and
rideability are maintained. At the time of final submittal, additional information such as cross
slopes and a flowline profile of Harmony Road should then be provided.

information wherever possible. Please consider using varying line weights in order to make
