Attached for your review and comment is a sketch plan showing City right-of-way known as
Oak Street just west of College Avenue. As part of a current Parks Department project, this
section of right-of-way must be vacated. Known existing utilities have been shown on the plan
and proposed easements have been shown to cover those utilities that will continue to be
maintained by the respective utility in the future. Please review the plan to determine that the
existing utilities have been shown correctly and that the proposed easements to be reserved with
the vacation are adequate for future maintenance needs.

Per my phone conversation with Randy Maizland on 6/27/06 the area on the map that has
hatch lines in it will be the new utility easements which would be OK with Comcast as
long as they are labeled on the map as Public Utility Easements.
I would also ask that there be a utility easement shown for the Plaza Internet Data line.

Re: Request to Vacate Right -or -Way — Oak Street
The first comment is that it is hard to tell if sheet U-1 is correct since the only
reference to anything existing is the street Right -of -Way which I have no idea
how it relates to anything physical in the field. On the west end there is no
indication of where the Park Plaza Property is, not even a dimension from the east
end.
2. It doesn't appear the storm sewer is shown in the correct place. I have included
the as -built plans for the project. There are dimensions for the location from the
flow line but nothing to reference the Right -of -Way.
3. The 20 foot indicated by shading centered on the storm sewer line is a minimum
width for small pipes at shallow depths. For this size of pipe I recommend the
entire Right -of -Way be the drainage easement. It will take all that room if the
pipe needs to be dug up for repair. The other option we often offer is that the
easement can be the width needed using OSHA criteria for the trench width and
slope to the surface. That is usually a foot either side of the pipe and a 1 to I
slope to the surface from the spring line of the pipe. The plan and profile sheets
will give the design engineer a depth to use for calculation of the trench width
needed for the 78 inch pipe. Again it would be best to retain the entire street
Right -of -Way which the calculations may show is needed anyway since the
bottom of the pipe is 18 ft. (+/-) deep.
4. Please label the storm drainage easement, shading is not very definitive.
5. There are 18 and 30 inch storm sewer laterals running north and south off of the
78 inch main storm sewer to inlets at the west end of the Park that all need to be
in easements.
6. There is a 48 inch storm sewer at the east end of the Park running north along the
west side of College Ave. that needs to be in an easement. Again these could all
be covered if the entire Right -of -Way was a drainage easement.
