Staff has reviewed your submittal for HARMONY SCHOOL SHOPS PRELIMINARY
DESIGN REVIEW, and we offer the following comments:

(12/19/06] There is little synergy between the buildings. They are separated about as far as
possible from each other. I would like to discuss this at the meeting.
On the layout as shown, the neighborhood connection should be given special attention with
special sidewalks, and crosswalks, and the walkway along the west side of the building.
Every effort has been made to address this comment in a thoughtful and beneficial design
solution. The two separate pads are now only separated from the main building by a drive
at each end of that main building. On the west, a large public plaza and gathering space will
now make the small 2000 square foot building seem a part of the main building. East to
west traffic flow has been disconnected at the southwest corner of the main building in order
to facilitate this providing a very wide, landscaped plaza area. The 6000 square foot
building at the east end is now only 65' from the main building with a walk connecting to
another smaller public plaza and gathering space at that corner of the main building.
The neighborhood connection to the north is being facilitates by an extra wide walk on the
south side of the entry drive. This walk enters a large landscape island with a 10x10'
gazebo and then crosses the drive to the main building. This amenity will help add height to
the parking lot, provide a nice structure to help separate the main building from the street
and neighborhood and become the secondary focal point after the main public plaza.
Providing a walk on the north side of the entry drive became unfeasible with the detention
pond, entry sign and planting beds. Also, we feared that providing access on the north
might cause the gazebo to become too far removed for daily use.
The west side of the building has been dressed up considerably from the first architectural
elevations and footprint that were shown during the PDR. With columns, building
articulation, multiple roof planes, large expanses of tinted glass and landscape beds
separating the drive from the pedestrian walk, we have provided a nice urban environment
for neighbors to enter the project and have made it easily adaptable to future uses should
the need arise to split this building into multiple tenants.

[12/19/061 The area shown on the site plan comprises of at least two different plats,
Harmony School Shops 4th and Harmony School Shops 5th Filing. A third plat may also be

involved for the 2,000 sq. ft. building shown towards the southwest corner of the site that
appears to straddle a property boundary. Is it intended that a replat will occur to bring about
the site plan under one plat and rectify existing easement delineations that may no longer be
applicable with this revised design? Since the land area still appears to be area comprised
of the 4th Filing, any replat that occurs we would prefer having a note added reflecting that
the development agreement for the 4th Filing should apply to this project.

With less traffic being generated by less intensive uses, less square footage of leasable
building and less tenants, the approved 4'" Filing T.I. S. should still be valid per Ted Shepard.

this project.

[12/20/06] REQUIRED ACCESS: A fire lane is required. This fire lane shall be visible by
painting and signage, and maintained unobstructed at all times. A fire lane plan shall be
submitted for approval prior to installation. In addition to the design criteria already
contained in relevant standards and policies, any new fire lane must meet the following
general requirements:
C Be designed as a flat, hard, all-weather driving surface (asphalt or concrete) capable of
supporting fire apparatus weights. Compacted road base shall be used only for temporary
fire lanes or at construction sites.
E Have appropriate maintenance agreements that are legally binding and enforceable.
E Be designated on the plat as an Emergency Access Easement.
E Maintain the required minimum width of 20 feet throughout the length of the fire lane.

6th Filing", I believe this is technically incorrect as the 4th Filing is being amended via a
major amendment. The title implies that the 6th Filing is being amended. I believe the title
"Harmony School Shops 6th Filing" is appropriate, but a major amendment actually refers to
the 4th Filing.

[3/22/071 The previous comment below was clarified after staff review. A letter of intent is
not needed and the comment is no longer applicable. The note on the plat though should
perhaps be tweaked to potentially avoid confusion in the future.
[3/21/07] The plat shows an irrigation easement and notes that its depiction may be in
conflict with the legal description. As it potentially does not represent the dedication, I
believe the owner of the easement needs to sign the plat. In addition, as the plat seems to
be realigning/rededicating the easement, again the owner should sign. The statement of
dedication will need to be modified in some manner to reflect that the irrigation easement is
not being dedicated to the City.

with Sheet 1 of the site plan depicting fire turning radii - presumably PFA needs these areas
