Subject: Old Town North Meeting Update
Good morning
I wanted to give you all an update on this morning's meeting with Monica Sweere and her team re: the Old
Town North development. Generally, I thought the meeting was pretty positive and I feel we covered a
number of Monica's concerns. I also asked Shawn Mader and Scott Hersh to attend the meeting to
discuss issues regarding ROW and impacts.
Monica's concerns included:
1) The realigned Vine Drive as shown in the MSP runs roughly parallel to the Dry Creek project in the
floodway area. Monica's team had questions as to how this would work with Vine ROW as well as
additional width required for the Dry Creek treatment. I explained that John Daggett had worked with both
Bob Smith and Rex Burns of Larimer County regarding the new alignment. Both agreed that the
realignment was workable with the realignment. Bob S. and Matt, heads up. Monica has more questions
re: these issues and will be contacting you soon.
2) Questions arose as to how to best incorporate a parallel circulator road into the Old Town North
development, as shown in the N. College Corridor Plan (1995) as well as Kathleen's new Access
Management Plan, which is nearing completion. Bruce Hendee reported that his preliminary traffic
projections for this roadway indicate Collector -level volumes and would have to be designed accordingly. I
explained that the AMP and N.College Plans are not engineered alignments, but that her development
plan should be designed to the spirit of the parallel circulation route. We discussed different ways in which
the circulator road could be incorporated into the design. Kathleen, heads up. You'll probably get some
questions regarding the AMP.
3) Related to 2), there is an issue regarding ROW on the Vine Drive access into Monica's site.
Specifically, the Wilmar property at 323 E.Vine currently encroaches approximately 30 feet into Monica's
ROW. Shawn Mader (rep. for this property) asked Hersh Trucking if they would sell approximately 20 feet
of land to the Wilmar's so that the access ROW could be shifted slightly to the west. The Hersh's were
apprehensive about this as they had just been informed of the AMP parallel circulation road would run (at
least conceptually) right through their property and they wanted to protect their business needs.
We got all the parties together at the table and noted that the parallel circulator road could be shifted
slightly to the east to meet Vine at the location of Monica's access point. This would keep the road from
adversely impacting the Hersh property and would more easily allow for the Hersh's to sell the Wilmar
property the land needed to shift the ROW. It appeared that this was a workable solution for all parties'
needs. After some discussion it also appears that this alignment would have the least impact to existing
old growth trees along the canal.
4) There was a question as to whether the ROW for the extension of Redwood Dr. had been purchased
yet. I didn't know the answer to that one. Can any of you shed some light on this issue? Monica's team
also had questions regarding relative alignment of the Redwood Drive extension and how to best cross
the canal.
Bruce Hendee noted that they would have to take their best shot with this new information and put a more
detailed conceptual level plan together for further comment.
Please let me know if you have any questions or wish to discuss any of these items further. Hope this

Site Plan
1. The utility plan show phasing - need to show the phasing on this plan.
2. What happened to Phases 2 and 3 — they are no longer shown on the site plan.
1. Provide necessary sight distance easements - I have marked them on the site plan. These may impact a few buildings
slightly.
3. What are the lots with only alley frontage for? What is to be on these lots? If they are garages for other lots how are
they going to be tied to the other lots?
4. Need to provide notes regarding the garage, building and fence set back requirements for the alley. Garage setback is
to be 8 ft or 20 ft minimum. The fence set back requirement depends on the garage location.
5. Your mini details do not reflect alley set back requirements.
6. Need to indicate what side of the narrow residential street parking is allowed on. Show where the No Parking signs are
to be — you are responsible for the cost of the initial placement of these.
7. Need a public turn around at the end of Alley L with Phase 1 as shown.
8. The drainage pipe crossing re -aligned Vine Drive needs to not run down the parkway. This interferes with landscaping
and electric line placement in the parkway.
9. The Detail lot layout — need to show 8 ft or 20 feet minimum from the alley to the face of the garage. These are the
two allowed setbacks.
10. How do you get compact parking spaces — what is the justification for this? If allowed needs to be signed. Show sign
locations.

future non-existent row should be shown on the final plat, but that is up to Jim and Wallys determination.

Utility Plans

Phasing Plan
6. Isn't there a sidewalk connection that is needed along East Vine for this project? It is not shown - it needs to be shown
on this and all sheets showing this area.
7. Show type III barricades at the end of the roads between Phases.
8. It will be easier to end the roadwork at a 90-degree angle to the row, please show as such instead of diagonally across
the road.
9. Need to show the temporary connection that is to be made out to Vine for Redwood until CDOT moves out as this is a
part of Phase 1.
Utility sheets
10. It is not clear if some items are existing or proposed, please identify.
11. Showing an overhead powerline in Street A. What is happening with this?
12. One of he sheets showed a driveway at the south end of Street A, Where is this and what are you doing with it and the
gate that is labeled?
13. Will need temporary turnarounds on Street F and Street E when Phase 2 is developed. Need to show these.
14. Are all the utilities being put in with Phase 1? No indication of Phasing of these is made. Don't see anything
regarding the gas line - in fact the easement is not shown across the plat.
15. What are the limits of construction along future Vine Drive? What is to be built? Your Phase line juts into the street.
16. Where does the overhead powerline go that is shown dead -ending into Redwood?

17. Need to show the temporary connection of redwood to Vine.
Street Sections
18. If you are going to provide potential pavement sections label them as such - "Potential Pavement Section"
19. Identify what the min parkway width will be on the modified Major Collector streets.
20. The alley sections - you can do these all concrete with the drain to one side design if you like. But per the standard
detail it is a driveover curb on the low side not a v-pan. Why are they labeled as three different options when they
appear to all be the same design other than width??
Plan and Profiles
21. Need to provide flowline profiles.
22. Provide Curb return information at all street and alley intersections.
23. Show the cross -pan locations on the profiles.
24. Provide intersection elevations in accordance with details D-18 and D-19. Intersection details are also needed for the
alley street and alley alley intersections.
25. Label all sidewalk chases, culverts and inlets locations and indicate sizes.
26. Provide Key maps
27. Provide the design for the roadways adjacent to Phase 2 and for 500 It off -site in accordance with criteria.
28. Indicate the alley widths on the plan views and provide flowline slopes. You have the vertical curve info, but no
slopes.
29. Don't quite understand how the drainage works on the alley system. It appears that there are several cross -pans that
are needed as well as some curb openings that are not shown.
30. On Re -aligned Vine Drive is there no left turn at the intersection of SH287 and re -aligned Vine? This is what you are
showing and it just seems odd.
31. Identify phase lines and limits of construction on these plans as well. Need to show how you are going to tie into
existing grades at the end of Phases and/or development where the adjacent land is not at the same elevation as the
proposed flowline. Easements maybe needed for this work.
32. The design for re -aligned Vine Drive does not meet min vertical curve requirements. This road is an arterial therefor
the design speed is 50 mph.
33. Did not submit any variances for the design of Redwood Street. It doesn't meet standards and this was talked about.
34. Not showing what Phase 3 street construction is on Redwood. Need to show how the grading is tying in at the end of
Phase I improvements if the whole site is not being graded with Phase 1.
35. What portion or portions of the bike trail are being removed and when. I assume that the trail or the street sidewalk
needs to be in place. Show how this phasing is going to work.
36. The sidewalk needs to go around the power poles not through them. Is it a power pole that is located on the northwest
comer of re -aligned Vine and Redwood? Use direct ramps at this corner and show how the walk goes around the pole.
If it is not a pole what does this symbol mean.
37. Have a kink where the proposed improvements tie into existing Redwood. Remove the kink. If necessary remove
some of the existing curb and gutter to provide a proper transition. Does the road narrow/ widen here? Why does this
kink appear? At least some pavement removal will need to be done to get improvements to tie in. Show what is
necessary.
38. What are the existing grades of Redwood that are being tied into?
39. If you are unable to put in the curb returns at Redwood and Vine, then temporary asphalt ramps are needed on both
sides of Redwood to connect the sidewalk with the pavement in Vine.
40. Why is a ped ramp shown on Redwood across from Street E for only the temp street connection condition? Is there a
reason why this shouldn't exist with the ultimate street improvements?
41. Street B - Is there a grading tie that is needed between Phases? What is to be built with Phase 3? If re -aligned Vine
isn't built how does this site tie to existing grade. It would seem easements would be necessary.
42. Will need some additional road transitions that are not shown.
43. Is there a second walk provided on the north side of Street D for the homes that are on the other side of the green
space? How do these walks have a connection to the public walk?
44. How does the water get off of the street at the 90-degree turn? And how does this work with the alleys. Also a 90-
degree bend needs to be designed with an elbow with the cross section of the road being 36 feet at this point.
Intersection details
45. On the one intersection detail provided -Provide elevations in accordance with details D-18 and D-19. Indicate the
transition length unless it is standard, then can be shown on the detail, provide the elevation at the transition point.

Angle of intersection for a street (alley X)
Redwood alignment, curves and tangents do not meet standards.
Alley section - request to use a v-pan. For this request here is some
information that needs to be considered and provided with this request. Will
need to show that the 2-year storm stays within the v-pan/ row. Will need
easements on private property adjacent to the alley for the 100-yr storm. Need
information to know the width of this easement adjacent to all alleys, is it
consistent width, does it vary. No fencing or structure will be allowed within
these easements. Foundations will need to be 1 foot higher than the 100-yr
level.

the utility plans.

8. Do we need a ramp and midblock crossing for the trail?
9. Why is there no connection from this development to the Trail?
10. Where are the walls that are indicated on the utility plans around the detention pond? Need to
show their location and limits.

12. Sheet 6 - the rear easements are utility, access and garage setback easements per the plat.
13. Need a note to indicate that the garage door setbacks are 8 feet or 20 feet min and that building
setbacks from the alley are 8 feet min.
14. Need to indicate that the driveway flare shown as typical is typical for a 12 foot alley (the alleys
differ in width and therefor the flares differ).
15. What material is the parking stall off of the alley to be built in. Probably should specify if you
want them to be concrete.
16. Why aren't the head in parking stalls measured and shown form the row line instead of the back
of the easement? Doing so would gain you some room on the lot and eliminate some additional
pavement.
17. How do you get compact parking spaces -If allowed I believe these need to be signed. Show sign
locations.
18. The alley section shown is not correct, the alley does not drain to the middle, but drains to one
side.

easements dedicated to them.
3. Need an acceptance block for the Lake Canal. They need to accept the area as easement or
accept the parcel if it is being dedicated to them.
4. The row radius at the intersection of the streets with New Vine need to be 9 ft radii min.
5. The sidelot 8-foot access easements need to be private access easements and need to indicate who
they are to be owned by. The adjacent lot? I also thought that by stating that they are 8 foot
easements that they were 8 feet on each side of the property line, but I don't think that is the case
based on the site plan. Need to make sure that is clear.

easement change occurs a different letter is presented. Okay, but that doesn't tell us where the

Comments on the alley Y and Blondel connection
The City will not maintain the interim pavement section or the retaining wall. The developer will be
responsible for the ongoing maintenance of these items.
Need to provide a design for the timber wall or other retaining wall type of section to be placed. Need to
provide a copy of the calculations for the design. The use of tiebacks or other structural measures are
needed to ensure the long -tern stability of the design.
A guardrail is needed at the end of Blondel. Provide a design and necessary details for this.
Where the v-pan ties into the curb and gutter section. A raised edge/ curb needs to be provided behind the
v-pan to help direct the flows into the gutter. This curb also needs to taper from the 6-inch height to a 0"
height over a distance for safety concerns.
Provide a raised asphalt curb on the north edge of the temporary connection. This will help to direct flow
back to the street section.
Comments on the dead end of Osiander
Provide a 4:1 or flatter transition to existing grade. If this can not be done guardrail will need to be
provided at the end of this street.
Trail through pond design.
The trail shall be 10 feet wide, have 5 inch thick fiber mesh in it and 2 lbs./ sack yosemite brown color.

Comments on Old Town North Schematic Design:
The north -south collector street on the west side of Phase 1 will need to be constructed to
connect with the existing Vine Drive, south of the project site, as part of Phase 1 of the
project. Likewise, the portion of Redwood Street shown as "future Redwood Drive" at the
SE corner of the project will need to be constructed with Phase 1, providing the two required
access points. Some street oversizing reimbursement is available on collector streets.
2. The local street cost -share of the portion of the realigned Vine Drive that is adjacent to the
project will need to be escrowed to the City, to be applied to the future construction of the
new Vine Drive. The local street costs of the new Vine Drive can be paid in segments, as
each phase of the project is permitted.
3. All of the streets and alleys must meet the City's standards for alignment, grade, tangent,
section and sight -distance. At the schematic design stage, it is not possible to determine
whether these standards are being met. However, several of the streets appear to be out of
conformance with these standards. This will need to be addressed in more detail as design
proceeds.
4. The traffic study incorrectly shows the future realigned Vine Drive intersecting with College
Avenue at Hemlock Street. It should actually line up with Pinon Street. In fact, the entire
context of the project site could be better portrayed by showing existing and future streets
more completely.
5. The phasing sequence is different on the site plans and the utility plan. Is the commercial
area Phase 2 or 3?
6. The correct name of East Vine Street is East Vine Drive.
7. The correct name of Redwood Drive is Redwood Street.
8. The scale on the site and landscape plans is labeled incorrectly.
9. The typical alley cross-section should show that the inverted crown alley as a concrete
pavement. Also, the right-of-way (ROW) should be shown as 12-feet or the entire width of
the alley pavement. Utility easements of 8-feet wide on each side of the alley ROW will also
need to be dedicated to the City.

Just wanted to touch base with you both prior to our meeting with the Old Town North project group
tomorrow.
Upon our review of the Traffic Impact Study for this project, there are some major issues that they to
address in either a re -write of the TIS or via supplemental report.
For example, the TIS did not make any attempt to address the North College/US 287 Access
Management Plan. The TIS incorrectly projected the future roadway and intersection conditions along
North College.
LS&C shows the future re -aligned Vine Drive connecting to North College at Hemlock rather than at the
correct location at Pinon.
They do not take into consideration that N. College/Vine/Pinon is a planned future signalized intersection
nor do they take into account that Alpine and Hemlock will be right-in/right-out only and Woodlawn will be
two 314 movements.
They are also not showing the planned local streets that go east/west between North College and the new
north/south collector street. One of these should align with Alpine the other one should align with
Woodlawn.
The TIS also identifies Redwood as a 2 lane arterial - it is a collector on the Master Street Plan and
realigned Vine is a 4 lane arterial on the MSP. They also need to clarify that "old"Vine will be a minor
arterial only between N. College and Redwood, then it becomes a local street to the east.
The TIS does not make any mention of the ped, bike, and transit LOS analysis.
Again, our recommendation is to not accept this TIS or have a major re -do.
Regarding the site plan, the North College Access Management Plan and the prior North College Corridor
Plan both show the local commercial street that aligns with Woodlawn extending eastward from N.
College to connect to the future re -aligned Vine Drive or to Redwood. The site plan does not show this,
instead it shows the local street becoming a "narrow local" which will diminish its ability to carry through
traffic to realigned Vine or to Redwood.
