RE: Raven View — Variance Request to reduce the minimum centerline radius of a local street.
Dear Roger,
This letter is in response to the variance request received to reduce the minimum centerline
radius on a local street from 165 feet to 90.5 feet within a project being proposed at the Southeast
comer of Mulberry Street and Taft Hill Road. In accordance with the Larimer County Urban
Area Street Standards (LCUASS) table 7-3 the minimum centerline radius for a local street is
165 feet.
The variance to reduce the centerline radius of the local street to 90.5 feet (a 20 mph) design is
denied. Due to the distance of about 300 feet from Taft Hill Road to this curve vehicles will be
able to gain adequate speed that we are concerned with the available visibility and safety that a
20 mph design curve will pose. We believe that the curve designed as such will pose an ongoing
problem and issue for the City and is not in the best interest of the City to accept.
A turn (curve) meeting the LCUASS detail 7-24 would be an acceptable alternative in this
location and no variance is needed for this design. This is a much tighter curve and will require
the vehicles to slow down in order to make this turn. With any use of these turns (detail 7-24)
the street needs to be widened out as shown on the detail. Just as a note to prevent future
problems with the design being show, within the exhibit provided you are showing the use of one
of these turns, but the required widening has not yet been shown.

Request for Variance to Reduce Design Speed
Sheri,
This letter is in regards to the Raven View in -fill project. The project was taken to a
Conceptual Review Meeting on May 10, 2004 by the Applicant, Tom Peterson of
Stanford Real Estate under the item name "Taft Hill Road and Mulberry Street." The in -
fill site is located southeast of the intersection of Taft Hill Road and Mulberry Street.
Russ Wells of Anchor Development Corporation is the Developer. A variance is
requested to reduce the design speed of Corvid Court, as shown on Exhibit A.
Chapter 7 of the Larimer County Urban Area Street Standards (LCUASS) addresses the
Street Design and Technical Criteria for public roadways. More specifically, the basic
technical criteria for Fort Collins streets are outlined in Table 7-3. The minimum
centerline radius (with no super -elevation) of a Local Residential Street is 165-ft. This is
in accordance with the design speed of 25 mph for a Local Residential Street, and
agrees with the minimum recommended radius outlined in the American Association of
State Highway and Transportation Officials (AASHTO) "Green Book"- A Policy on
Geometric Design of Highways and Streets (2001).
Although classified as a Local Residential Street, Corvid Court will not see the vehicle
speeds typical of such roadways. The short tangent lengths and'IT" intersection at Taft
Hill Road severely limit the speeds that vehicles can reach. As such, 20 mph is a much
more realistic design speed for Corvid Court. We are therefore requesting a reduction
in design speed from the 25 mph outlined in LCUASS Table 7-3 to 20 mph.
As a consequence to the reduced design speed for Corvid Court, the minimum
centerline radius will be reduced from 165-ft to 90-ft. This is per Exhibit 3-41 of the
AASHTO Green Book. The centerline radius currently proposed is 90.5-ft.
We feel justified in requesting the variance listed above. This is an in -fill site, and the
criteria outlined in LCUASS do not necessarily apply in all circumstances. We do not
believe that this variance will be detrimental to public health, safety or welfare, since it
will be nearly impossible for vehicles to reach speeds much greater than 20 mph over
such short distances. The reduced design speed (and resulting changes to alignment
criteria) will not adversely affect the design life of the roadway or increase future
maintenance costs of the City of Fort Collins.
