[4/25/06] The sidewalk on the northside of the building needs to be configured at 6'
minimum since it is adjacent to head -in parking. I think we should perhaps talk about
widening it beyond that if indeed there is no curb there (as indicated on sheet 5 of the Utility
Plans). Seems to me that it will be easy for vehicles to park on this walking surface if we do
not take some sort of action (curb, wheel stops, or something else?) to keep that from
happening. Thanks.

[9/5/06] 1 will follow up on how this local street portion amount will be collected.
[4/26/06] Carried over for reference.
[1/10/06] With the Downtown River District Project looking into improving Willow Street and
the project not designing Willow Street a dollar amount to satisfy the frontage improvement
requirement along Willow Street will be required. Further work into arriving at the amount
will need to be made.
Number: 90 Created: 4/26/2006
[9/8/06] I'm not seeing this on first blush on the plans. Please ensure the site and
construction drawings indicate this.
[4/26/061 It should be noted that the sidewalk along Willow Street may possibly change with
future Willow Street improvements.
Number: 115 Created: 9/8/2006
[9/8/06] 1 wasn't present for the staff review discussion, which apparently was limited. I
understand there may be concerns with the transformer location along Willow in relation to
the ultimate buildout of Willow. Let me know of any coordination on my part that may be
needed if the issue is outstanding.

"open space" whereupon the land perhaps cannot be "developed"? A solution would be to
just eliminate the "open land" designation. Just an observation on my part rather than a
comment or concern as there may be an unattended consequence in the label, but I'll defer
to anyone else's opinion.
Number: 116 Created: 9/8/2006
[918/06] Technical Services offered the following comments on the plat:
1. Boundary and legal close.
2. Please try to eliminate lines over text for scanning.
3. 100 year flood line and text not dark enough to show on prints and scans.
4. Vicinity Map -- show Old Town to South.
Number: 117 Created: 9/8/2006
[9/8/06] There was a question raised at the staff review whether the railroad company
needed to sign off on the plat. I'll defer to Carrie Daggett on this, as she would presumably
be provind the attonney certification on the plat.

61 The redline notes have been added.
65 The approximate location of the 3" line has been shown. It is stated that it will need to
be abandoned prior to building construction.
104 The valve has been moved.
107 All redlines were included in the mylars.

58 Noted.
90 Notes have been added to the grading plan that the Willow Street walk may move in
the future.
115 The transformer has been moved.
103 Tract 6 has been changed to "Utility Alignment".

117 Steve Seefeld is working on this item.
Basil Hamdan's Comments
105 Parks has been involved with the design and knows what we are planning for
drainage and the maintainance requried.
We have chosen to not install a pipe in the swales. With proper maintainance, they
should work without a pipe drain.
There is irrigation in the swales.
The slope of the channel is now noted.
98 The shedule has been revised.
71 The Permit has been prepared and given to Steve Seefeld to submit.
The LOMR is not yet approved.
114 A note has been added to fill in the sump portion of the inlet with grout.
108 The entire parking lot of the United Way is a drainage alignment.
106 There is not a low area downstream of the pipe. The channel by the United Way has
some bellies that are going to be removed to elimiate puddles.

intent for the work that is occurring on their easement/right-of-way and/or the vacating of the
rights as shown on the plat. North Weld County, Xcel Energy, Colorado -Wyoming Gas

appears likely as grading may be occurring within their easement. Mountain States

[1/11/061 Resolution regarding the variance request for taking drainage from Willow Street
onto the driveway will be postponed and taken into consideration with the Willow Street
design. The frontage escrow for improvement will likely need to also factor in a drainage
structure to divert flows underneath the street sidewalk.

(1/11/06] The variance request to not require a 9' utility easement along Willow Street is
noted and I'll look to schedule a utility cooraination meeting to help potentially verify the
probability of eliminating the easement.

[1 /10/061 There are several trails within the property (mostly Lot 2) that do not fall within an

Number: 70 Created: 1/11/2006
[1/11/06] Technical Services has been requiring that lots on a plat all fit on one sheet. If
this cannot be accomplished then a matchline needs to be provided.

(1/10/061 Minor issues related to bicycle parking: There doesn't seem to be enough
provided per LUC (see Current Planning's comment #22). In addition, I would strongly
suggest that this project provide bicycle parking well BEYOND what the code requires since
it is likely (due to the recreational nature of the use and proximity to the Poudre Trail) that
many users of this facility will be arriving via bicycle. The location of bicycle parking is
another issue. As currently shown, the proposed bicycle parking is encroached upon by a
tree and does not satisfy the requirements of the LUC. In addition, it would make sense to
provide bicycle parking at the main entrance to the building along Willow St., as well as
somewhere in the vicinity of the basketball courts and/or skate park when they are
complete. I believe that Current Planning Staff has some redlined plans outlining these
considerations. Thanks.
Number: 49 Created: 1/10/2006
[1/10/061 Please strike the "no -parking" note beneath the typical street section on the front
sheet of the utilty planset. Willow will be a Collector, but it is TBD wether or not on -street
parking will be provided.
Number: 50 Created: 1/10/2006
[1/10/06] As a reminder, this project will be required to provide a fee in lieu of
designing/building the ultimate frontage for Willow St. (TBD by the DTRD design project).
Please coordinate with Engineering staff to arrive at an acceptable amount.
Number: 53 Created: 1/10/2006
[1/10/06] To avoid future issues with trees and the new (TBD) streetscape, it is strongly
suggest at any proposed landscaping (trees in particular) be installed outside of the

tree grates, other street features, or sidewalk around mature trees in the future. For site
planning/landscaping purposes it may be safest to make the assumption that there will be
on -street parking provided, even though this is not yet "set in stone". If there are any issues
with this course of action lets discuss them early. Thanks.

[4/26/06] Why is no curb being proposed for the sidewalk along the north side of the
building? It appears that parking along the north side of the building will result in the
pedestrian space for the sidewalk being compromised without the curb to provide a physical
barrier for the vehicles. (Follow-up: In checking with Transportation Planning, the use of
curb stops mentioned at staff review should be indicated on the plans and the sidewalk will
still need to be widened to 6'.)
