[10/18/051 The modification request is denied for the following reason... Parking setbacks
must be in accordance with figure 19-6 of the LCUASS as first stated in Conceptual Review.
The minimum offstreet parking setback as measured from the flowline of Drake to the
closest parking spot is 50', 75' or 100' depending on the Adjusted Daily Trips as determined
by a Traffic Study. The layout currently shown does not meet even the most minimum
setback required in our standards. A TIS would be required before the actual setback
distance can be determined and any variance request would need to be formally submitted
by a licensed professional engineer in accordance with 1.9.4 of the LCUASS. The PE would
have to show that the public's health and safety is not compromised by the proposed
shortened setback distance as requested in the variance. Engineering would review and
consider the variance but it is doubtful that a reduced setback would be approved due to the
higher speeds and traffic volumes in the area. With that said, it is doubtful that Engineering
would support either the variance request or the modification request and the proposed
layout would need to be adjusted accordingly.

tower along Drake Road. It appears on the drawing to be situated in the middle of the
sidewalk but is located further north. This should be revised on all the drawings to make it
more evident that the pedestrian sidewalk path along Drake Road is not as compromised as
it appears.

Drake Road. Per LCUASS standards, 20' is required. We may entertain a radii smaller than
standards, but further follow up is needed.

[12/27/05] In checking with the City's Pavement Management Engineer, a mill and inlay will
need to be specified for the entire south side of Drake Road from the patch shown for the
utilities to the east edge of the driveway approach. If the curb can be removed for the
driveway approach without disturbing the pavement, the mill and inlay section can limited to
the utility connections, however the entire street width on the south side of Drake needs to
be shown.

existing tree pit areas along College Avenue. In seeing how the mature trunk can reach 3
feet in width, I have some concerns regarding the obstruction this causes for pedestrians. If
trees must be located here without any additional sidewalk widening, can a different tree be
specified with a more limited trunk width to create less of a pinch point along this pedestrian
corridor? Does the pagoda tree and crabapple tree specify requirements such that the
northern red oaks can be eliminated?
