The project name is incorrect on the minor amendment
sheet. The project name is Rigden Farm 8th Filing - The
Shops at Rigden Farm
1.: We can not approve revisions to the Rigden Farm Sth
Filing The Shops at King Soopers utility plans until those
plans have been approved. They are currently in the
process of receiving signatures, but can not be fully
signed until we receive the off -site easements that are
needed for the work contained in these drawings.
2._-Utility plan revisions will need to be made. If the
revision drawings are to be done by a different engineer
than prepared the original set of plans they will need to be
numbered within that set. Tie into the design contained
within that set. We will have to determine what sheets
need to be provided. These plans will need to show all
work that will need to be done within the boundary shown
(i.e. the storm sewer is not existing, the waterline is not
existing, the sanitary sewer is not existing). Those items
need to be shown on these plans and all information that
was a part of the original set for constructing these lines
on the sheets that you are replacing need to be provided
(such as pipe lengths, pipe types, etc). These sheets will
be substituted for what is to be built within the boundaries
shown on these plans. Will also need to include the
indemnification statements that we require on your
sheets. See the check sheet and copy of general notes
for the notes that need to be included and general items
that need to be a part of the plans.
3.. Based on what was submitted I will assume that you
are going to go with a different engineer to do the
revisions and the following comments will reflect that.
4. Are there any changes to the site and landscape
plans? I do not know if there was any landscaping
previously shown adjacent to the building where the
drainage pan is proposed.
5. _All plans need to show the easements and property
lines that will be on this lot once the plat is filed.
6. Showing items on these plans that are old design and/
or are not sure what they are. Have shaded squares on
the plans that are not identified and the storm sewer
design at the access drive is an old design.
7. The property line needs to be labeled correctly - it will
be the lot line.
8. Need to show the new sidewalk location for the
sidewalk on Timberline Road. The sidewalk will be
removed and relocated to the back of the new right-of-way
to accommodate the turn lane needed for the access into
this site and the future additional travel lane that will be
added once Timberline is widened to three travel lanes.
9. .Need to make sure that the grading shown
corresponds and works with the grading that needs to be
done to have the new sidewalk and parkway drain toward
the street as shown on the cross sections for the frontage
improvements along this site. The grade lines as you
show them will not work with that. The east edge of the
new sidewalk needs to be the high point and then the
grades can slope back toward the building.
10. _ Need to identify that there will be a two foot curb
opening where the pan ties into the drive isle. The grades
you are showing at the drive isle where the pan will tie in

are different than are in the King Soopers plans. You
have it identified as 31.48 and the King Soopers have a
similar location identified as 30.97. If you are changing
the parking lot grades you will need to provide more
information.
11..The ramp to the handicap stalls is shown incorrectly.
It can not be the type of ramp you are showing as it has
no landing and will not meet ADA requirements. The
entire walk will need to drop down and you may wish to
put a curb head behind the walk at this point.
12. On the utility plan if the dashed lines are the
easements then the building is shown extending into the
easement that contains the water meter. The building can
not be within an easement. I don't think you have the
easement located correctly, but if you do the building
needs to be modified so it does not extend into the
easement.
13. The only items shown on the plans as dashed/
existing should be the sidewalk along Timberline (which
will be removed and replaced) and the existing curb and
gutter along Timberline. Nothing else on this site is
existing at this time.
14. Need to provide City signature blocks on each
revised utility plan sheet.
15.. The title block on these sheets needs to read'Rigden
Farm 8th Filing - The Shops at Rigden Farm'as that is
what the utility plan set is called that is being revised.
Remove the address from the title as well. The plat has
not been filed on this site and as such an address has not
been assigned this property yet.
16.. Remove the information from the revision block. This
is will be used if there are to be any revisions made to
these sheets after they are approved.
17. The two sheets provided would need to be numbered
as follows: The grading plan would be sheet C10A of 59
and the utility plan would be sheet C15A of 59. If
additional sheets are added we will need to determine how
they fit into the numbering of the original set of plans.

final review and approval. This submittal is in response to comments dated January 5,
2005.

Response: The 3 Indemnification statements are now included on the 2 utility plan revision
sheets, as requested.
Comment 2: The handicap signs need to be placed behind the sidewalk not within it.
Response: The handicap signs have been moved behind the sidewalk, within the landscape area,
as discussed.
Comment_3: Need to make sure that the easements and property lines are shown correctly on the
plans.
Response: The electrical easement located on the west side of the building has been verified
through various and numerous means. Previous location of the electrical easement
shown on KHA plans was in error. The easement shown on the attached plans are
shown correctly.
Comment 4: Are there changes to the site and landscape plans? I do not know if there was any
landscaping shown in the area where the plan is proposed.
Response: There are currently no changes to the landscape plans. Landscaping is planned
around the proposed building. Please see the attached plans.
Comment 5: Please call out the existing storm sewer crossing the site. Identify clearly on the plans
what will be built by these plans and what will be built by the KHA plans, make sure
grades in parking lot tie in to those designed by Kimiey Horn. Call out proposed
elevations by the Kimley Horn plans so that we can determine that these would tie in
properly.
Response: Existing storm sewer crossing the site is now called out on the plans. The plans now
indicate Kimley Horn spot elevations in screened text, with the proposed site spot
elevations called out in darker text, as requested.

Response: Revision drawings will be done by J.F. Sato & Associates (JFSA). Original set of plans
was designed and prepared by Kimley-Horn & Associates (KHA). JFSA revisions tie into
KHA design. JFSA Sheet C10A of 59 will indicate revisions to KHA Sheet C10 of 59.
JFSA Sheet CISA of 59 will indicate revisions to KHA Sheet C15 of 59.
Design/construction information for the revisions only will be shown on JFSA sheets. A
note describing limits of revisions is provided on each sheet. This note also references
KHA sheets for all design information falling outside the limits of JFSA revisions. All
utilities within the boundary will be shown as proposed on revision sheets. Approval
block is included in revision sheets - all other notes and statements can be referenced
on KHA sheets.
Comment 3: Based on what was submitted, I will assume that you are going with a different

CMNT Steve Olt 1. The canopy does not satisfy the requirements set forth
in Section 4.19(E)(3)(a) thru (f) - Canopies of the Land
Use Code. The proposed canopy is totally flat -roofed. All
canopies shall be designed with a shallow -pitched roof,
false mansard or parapet that matches the building.
Roofs, false mansards or parapets shall be constructed of
traditional roofing materials such as shingles or
cementious, clay or concrete tiles, or standing seam metal
in subdued, neutral colors in a medium value range.and
relate to the neighborhood. The colors shall be designed
to relate to other buildings in the commercial center (in
this case, the King Soopers store). Scale and design of
the canopy and the building underneath must relate to the
Rigden Farm residential neighborhood.
2. Freestanding secondary canopies and shade
structures that are detached from the building, if any, shall
be designed with a pitched roof, or have the appearance
of a pitched roof through a false mansard or parapet, to
match the primary canopy and relate to the neighborhood
character.
3. Canopy fascias and columns cannot be internally
illuminated nor externally illuminated with neon or other
lighting technique, nor shall canopy fascias or columns be
accented, striped or painted in any color except that of the
predominant exterior building color.
4. Under -canopy lighting shall be fully recessed with flush -
mount installation using a flat lens. There shall be no spot
lighting. The minor amendment plans, as submitted, do
not provide information on the lighting; therefore, it cannot
be determined if this standard is being met..
5. Per Section 3.8.7(E)(13) of the Land Use Code, one
flush wall sign or under -canopy sign per street frontage,
not to exceed 12 square feet in area, shall be permitted on
or under the fascia of a canopy covering the sales of
vehicular fuels.

Response: Signature Block has been added to each revision sheet. City Standard Erosion Control
notes have been added to Sheet C10A of 59, per Basil Hamden's instruction. Erosion
control security estimate is included in this submittal for silt fence and
seedirig/mulching, prices were obtained from Basil Hamden. A note has been added to
each sheet describing the limits of the FirstBank improvements, all improvements not
specifically called -out on the revision sheets will be done by 8"' Filing developer (KHA).
A copy of this submittal will be sent to Stormwater for review. Spot elevations are
provided along the pan as well as the 2' curb opening into the flowline of the drive. All
contours tie into King Soccer's plans by KHA .

General Comments
Need to remove the paragraph on the sheet that states
that the sheet can not be reproduced without permission
of Kroger. We need to be able to reproduce and make
copies of the documents that we sign and file.
Need to make sure the sheets meet scanning
requirements specified in Section E-4 of the Latimer
County Urban Area Street Standards.
Need to identify where the transformer for Lot 7 is going to
be placed since you are removing the transformer to serve
that lot. Will also need to provide an easement, by
separate document if needed for the new transformer
location.
Can the ramp on the north island be moved over to the
west some so that the crosswalk is more perpendicular?
Light and Power needs to be reviewing these plans.
The following 3 indemnification statements need to be
placed on the utility plan sheets since these sheets are
being prepared by a different engineer than the one that
did the original set of plans.

You are proposing the underground fuel tanks within an
existing easement area. In order for these tanks to be
installed here these easements would need to be
vacated. A vacation request can be pursued. In order to
proceed with that process I will need a plan showing the
area being requested for vacation with dimensions (if a 24
x 36 drawing is provided I will need 8 copies).
All the items identified on this plan to be done by others
are items that need to be done with Rigden Farm 8th
Filing (the project of which this is a part of) and will need
to be in place for this project to get a certificate of
occupancy.

development. These stubs must be removed at the
intersecting mains. Remove the water valve from the tee
and install a plug then thrust block the plug. Remove the
sanitary sewer pipe from the manhole and seal opening
closed with non shrink grout.
