II,L:ui oa_ y l.v�ni June 20, 2005 City of Fort Collins - Zoning 281 North College Avenue Fort Collins, CO 80521-0580 RE: Minor Amendment: Scotch Pines Village Scotch Pines Village is located southwest of the intersection of Lemay Avenue and Drake Road. The center has a number of retail businesses, restaurant, gas station, offices and "Sunflower' grocery store. The primary purpose of this Minor Amendment is for upgrading the landscape to the main parking lot and four courtyards labeled A to D on the drawings. The shopping center is now over 25 years old. Much of the "Sunflower' grocery store landscaping is overgrown, in poor condition, and cannot be properly maintained any longer. Original timber planters have deteriorated over the years and must be remodeled and replaced. For the most part, the changes proposed in this Minor Amendment are intended simply to "refresh" the Center by replacing the obsolete landscaping and planters that are interior to the site, while maintaining the same streetscape and overall character and charm that this shopping center is so well reputed for. Landscape upgrades to the main parking lot include replanting the existing larger planting islands and central walk with shrubs and perennials. The smaller end islands currently have gravel mulch and will be re -mulched with 6" to 8" size cobble. Four of the existing landscape islands have a raised 6" timber edge. The timber edge w 11 be replaced with concrete curbs. The new curbs will match the existing timber edge grades and height. Two existing timber retaining walls will be replaced with versa-lok block or similar material. One is located west of the office buildings and the second east of the gas station. Both walls are approximately 3' high or lower. The new walls will be constructed to the same heights and grade as the existing walls. Two existing timber planters north and south of the gas station will be removed and the areas will be paved or landscaped. All four will be repaved with new planting beds. A number of large, attractive landscaping pots will be added in Courtyards B, C and D. Courtyards A, B and D will maintain an existing 6' — 8' wide area of concrete paving against the buildings. All grades, drainage and elevations for the new concrete areas will generally be kept the same as the existing paved areas and all existing drainage patterns will be maintained. Courtyards B and C have mature silver birch trees. The applicant has met with the City Forester to review the condition and tree requirements in relation to the new planting beds. The City Forester confirmed all the trees are in a healthy condition. All trees will be retained and the existing grades will be maintained around the base of each tree. The existing utilities are shown on the plans. The new plantings will be located so as to maintain the required separation distances. No new utilities will be installed with the Minor Amendment. Also attached is an illustration for proposed lettering and logo for the existing clock tower. The lettering and logo will be on the interior (south) side of the clock tower facing the parking lot. No lettering or logo is proposed on the exterior (north) side facing Drake Road. Thank you for your consideration and we look forward to working with you during the review process.
