SUBJECT: PROPOSED TAFT HILL ROAD IMPROVEMENTS IMPACT ON ABANDONED
FORT COLLINS LANDFILL (CORNER OF TAFT HILL ROAD AND
HARMONY ROAD)

Dear Mr. Herzig:
The proposed improvements to Taft Hill Road associated with the
Third Filing of The Overlook at Woodridge development (Ref. 1) will
not impact the abandoned Fort Collins Landfill. However, as Taft
Hill Road is improved South of the Overlook's third filing, our
preliminary design indicates that widening Taft Hill Road will
impact the landfill by cutting into the topsoil, clay cap, and/or
abandoned landfill from 0.5 to 4.0 feet. The Colorado Department
of Health and Larimer County Department of Health and Environment
were contact to determine what requirements\conditions are
necessary to be able to cut into the landfill and widen Taft Hill
Road.
Paul Paulson (Ref. 2) did not have any specific requirements but
was concerned with any possibility of methane buildup near the road
which might create a safety of health hazard. Rich Grossman (Ref.
3) did not foresee any problem with cutting into the landfill so
long as the following requirements are met:

1. The cap material (12 to 18 inches of clay), and topsoil
(2 feet) are replaced to the existing depth.
2. Any landfill material removed is disposed of in an
approved landfill.
3. Be:Eore any construction begins, a letter stating the
proposed work and supporting documents is sent to the
La:rimer County Dept. of Health and Environment for
approval.
