D. 1st Filing Dear Mr. Roberts: I'm writing as a follow up to my letter of December 20, 1994 regarding the single wall ADS pipe installed under Seneca Street at the Gates at Woodridge Ist Filing. As you may recall in my previous letters, the City must request the replacement of this pipe because it is not sufficient to carry the storm water flows as designed for this and future developments. Our Storm Water Department has calculated the storm water flows discharging into this pipe, including those from the Arapahoe Farms development and it is imperative that this pipe be replaced immediately. It was my understanding from our previous conversations that this work would be completed this year. However, as of this date the work has not occurred. The intent of this letter is to inform you that the City must now demand that this pipe be replaced. If the pipe replacement is not completed by June 30, 1995 the City will complete the work, with the incurred costs to be accessed against the developer. In addition, The City will withhold all building permits and certificates of occupancy in the Gates and Overlook at Woodridge Developments until such time as the City has been reimbursed. I realize this demand may seem extreme. However, as I mentioned above it is important that this work be completed as quickly as possible. Thank you for your cooperation in this matter and I would appreciate a written conformation from your firm when this work is scheduled. City staff has indicated that they desire painted medians on Harmony Road rather than raised medians. The primary reason for raised medians is for ,safety. 11y research indicates that in urban areas with urban speeds (35- 45 mph), well -designed raised medians provide a safer, more controlled driving environment. The following is a synopsis of a discussion on medians from A Policy on Geometric Design of Highways and Streets-, AASHTO, 1964, Pg. 570-573. Medians are a desirable feature of arterial streets and should be provided where space permits. A median only 4 feet wide is better than none; however, each additional foot provides an added increment of safety and improved operation. Left -turn lane arrangements to accommodate left -turning traffic call for a median width of not less than 14 feet. Desirably, the median should be at least 18 feet wide for a 12 foot left -turn lane and a 6 foot medial separator. Median openings should only be provided for street intersections or major developed areas. Spacing between median openings must be adequate to allow for Introduction of left -turn lanes. Raised medians prevent mid - block left -turns. Medians also provide a refuge for pedestrians and a good location for signs, signals, and other appurtenances. A raised median provides positive control at high trip generation uses. The "convenience center" parcel located at the west quadrant of the Harmony/Seneca intersection will be just such a high trip generator. It will likely have a driveway acuoss to Harmony Road, 150-200 feet west of Seneca Street. It will be mandatory that this driveway access be restricted to right-in/right-out due to the left -turn conflicts can liaruuony Road. The only positive way to accomplish this is to provide a raised median on Harmony Road. This would precipitate the need for a median on Harmony Road between Seneca and Woodridge. It is not good practice to build isolated sections of raised median along a given segment of street. Therefore, it is recommended that the raised median be incorporated into the design of the 0.6+ miles of Harmony Road through the Woodridge residential community. Safety is a benefit of having raised medians on arterial streets. Studies in California indicated that left -turn channelization reduced accidents by 48 percent at unsignalized intersections and 17 percent at signalized intersections. In the unsignalized intersection category, raised channelization (medians) accounted for 64 percent of the reduction in accidents. It was also found that painted medians were more effective in reducing accidents in rural areas where the speeds were higher, and raised medians were more effective in reducing accidents in urban areas where the speeds were lower. City staff has a concern regarding higher speeds that might occur on arterials with raised medians. City staff recently conducted speed zone evaluations on Shields Street, just north of Harmony Road, and on College Avenue, just north of Boardwalk. Shields Street has painted traffic control and College Avenue has raised median traffic control. The 85th percentile speed on Shields Street was 44 mph (posted speed 35 mph). The 85th percentile speed on College Avenue was 44 mph (posted speed 40 mph). The posted speed on Shields (no median) was exceeded by 26 percent, while the posted speed on College (raised median) was exceeded by 10 percent. While College and Shields have some different characteristics and land uses, one might draw the conclusion that raised medians do not encourage higher speeds. It might further be argued that even if higher speeds do result, they can be handled more safely. It is my conclusion that from an operations and safety point of view, raised medians on arterial streets provide positive control. Specifically, on Harmony Road through the Woodridge residential community, raised medians would provide a safer driving environment. Mississippi Ave. No. 50 Aurora, Co. 80012 Re: Corrugated ADS pipe at The Gates at Woodridge Dear Mr. Roberts: It is my understanding your firm has contracted with Woodcraft Homes as project manager for their Fort Collins developments and that construction related problems, questions, concerns and etc. are to be addressed to you. I am writing this letter to inform you of a situation regarding a storm sewer line which was installed adjacent to the eastern most property boundary on Seneca Street east of Silvergate Road. Apparently, at the start of construction a temporary corrugated ADS storm sewer pipe was installed across Seneca to provide access for construction traffic. After many months the installation of the curb and gutter occurred and the storm water inlets were built into the temporary pipe. This section of pipe is the reason for this letter. I have been informed by the City Storm Water utility that this pipe must be removed and the reenforced concrete pipe as shown on the utility plans must be installed. There is concern that the roughness of the ADS pipe may create water elevations to cause damage to the City street and adjacent private properties. It is possible that this pipe may act as the flow control during storms rather then the inlet. Additionally, we are concerned with the traffic load carrying capacity of the pipe should it fail and create additional maintenance costs for street repair and possibly unwanted liability. It is for these reasons we request the removal of the ADS pipe and its replacement with RCP as per the original plans. Please find enclosed a punch list of items that need to be repaired or completed. 1. Remove cobble stone riprap at storm water outlet adjacent to Poudre R-1 property. Replace with class six (6) as per plan. 2. Remove and replace broken sidewalk at storm sewer outlet damaged as a result of the work around the outlet. Includes approximately five (5) feet of existing sidewalk installed with the school. 3. Remove and replace broken concrete sidewalk, curb and/or gutter at the following locations. A. Fill crack between gutter and asphalt pavement southside of Seneca from Harmony Road east. 4. Clean storm water inlets of dirt and debris at east project limits on Seneca. 5. Install and maintain erosion control devises as shown on plans ie. gravel inlet filters, straw bales, Enkemat and etc. as shown on plans. 6. Grade temporary drainage swales as per plan. 7. Clean all streets of dirt and debris and maintain clean condition. 8. Submit "Record Plans" of project to Mike Herzig in the Planning Department per the development agreement. 9. Submit storm drainage certification to the Storm Water Utility Department per the development agreement. 10. Install or contract to be installed street signs and street striping for Seneca as shown on Sheet 7 of 20. As for a walk through inspection in the Overlook at Woodridge, 2nd Filing, the sidewalks, gutters and streets are covered with dirt making it impossible for me to perform an adequate inspection. Therefore, this filing is to be cleaned before an inspection will be done. Additionally, I noticed the erosion control measures had not been installed and the Type Ill barricade at the end of Vista Drive is not installed correctly. Once these items have been corrected and the streets and walks in the second filing have been cleaned, please call me and I will schedule another inspection. Hutchinson esident Devel( cent Services 4 City of loft Collins Engineering Department December 16, 1991 Gary Berger Woodcraft Homes 1501 North Cleveland Loveland, CO 80538 RE: The Gates at Woodridge, P.U.D. 1st Filing and The Overlook at Woodridge, P.U.D., 1st Filing Dear Mr. Berger: On December 5, 1991, a meeting was held on site to discuss the options for providing all weather access for the housing construction in the above mentioned developments and obtain certificates of occupancy for the same. The purpose of this letter is to reiterate the City's position as it relates to the street surfacing in the above mentioned developments. As was discussed, several options were considered ranging from installing a one inch temporary asphalt mat over the street surface to leaving the streets in the roadbase state and maintaining them as needed throughout the winter. Based upon my observations of the site conditions, the following are stipulations which were discussed in our meeting. Seneca Street, Silvergate Road, Rosegate and Briargate Courts It was decided to install the bottom lift of asphalt bituminous pavement over the base course which was frozen under the top two inches as is the subgrade to minimum depth of at least six inches. Paving over frozen material can create problems which are not normally encountered. There could be some subgrade, base, or pavement failures which may exist or occur over the winter months. The City will not be responsible for any costs associated with correcting any pavement, base, or subbase failures. 2. Overlook Drive, Vista Drive, Vista Court, and Viewpoint Court These streets exhibit signs of subgrade failures which appear to be extensive at this time. Additionally, the existing base course material is contaminated with dirt and building debris to an unknown depth. Based upon this condition it was decide to leave these streets in base course, with the installation of asphalt pavement in the spring of 1992. I stated that in order for the City to allow this, additional base course was needed to construct an adequate cross slope in the street, thus allowing water to flow to the gutters. 1 1 . ,•' , , A%, mw • P O 13n\ ;till • Foit t-ollin.. C_ll BSI 22 0-i4O • , __ ,". 1, December 16, 1991 Page Two Lastly, prior to City Engineering issuing certificates of occupancy for homes in these developments a letter of credit, bond, or cash escrow must be posted with the City for the incomplete public improvements. The amount of this guarantee is to be provided by the developer's engineer plus an additional 50%. Also, we request that each new homeowner sign a letter stating they are aware that the improvements are not complete; therefore, the City will not be responsible for maintenance of these facilities and the maintenance rests solely with the developer and the City will not be held liable for any damage to private property. The original of this letter will be filed with City Engineering, and a copy for the homebuyer and developer. Once the escrow of funds has been completed and the City has received the letter signed by the homeowner, an Engineering release for certificates of occupancy will be issued to Building Inspection. The City will not maintain any of the facilities in this development until such time as the public improvements are complete, have passed the normal warrant periods, and have been accepted by the City for maintenance.
