I received the plans you sent for this project. I have already prepared a work order to provide power to lot
4_ The electric utility work can commence once they pay the L&P development charges (the invoice was
sent last month). They haven't said anytning yet about relocating the streetlight pole, but when they want it
relocated they will need to pay time & materials for the work. Let me know if you have any questions.

Re: Eastgate Lots 4 and 5 — Request for Variance 1 - Off Street Parking Setback

Dear Katie:
The following is a request for variance from Drawing 19-6 - Minimum Off Street
Parking Setback Distance in the "Larimer County Urban Area Street Standards,
October 2002". This variance is requested for a drive off Riverside Avenue located along
the northeast boundary of this site. The site plan for this site was approved with the
Fastgate P.U.D. dated 2/25/78. Based on this approval and direction from City staff, the
engineering design has been completed using the approved site plan and layout.
Drawing 19-6 shows that the minimum distance from the street flowline to the first off
street parking space is to be 50' for an arterial street and driveway traffic less than 100
ADT. The reason for this requirement is to provide room for cars to maneuver in and out
of the first parking stall with no impact on the street operation. In the two locations
impacted, the setback is approximately 24'. It is proposed that the parking setback be
reduced to 24' on both sides of the driveways.
The variance is requested because of the size and geometry of the site, the low anticipated
peak hour traffic: volumes and the minimum number of desired parking stalls for the site
to function adequately. This drive meets the requirements for angle of intersection and is
straight throughout. There are no curves in this drive that would require motorists to
make additional movements other than straight to the street or straight into the parking
lot.
Based on projected usage of the two proposed buildings (1400 sf dental office, 4200 sf
general office), the following peak hour usage is anticipated using guidelines provided in
the Trip Generation Manual, 7th Edition, ITE:
Peak hour morning entering = 8.2 vehicles
Peak hour morning exiting = 0.7 vehicles
Peak hour evening entering = 2.5 vehicles
Peak hour evening exiting = 9.0 vehicles

This shows that there will be very little traffic on the drive, which will result in very short
waits (if any) for traffic leaving or entering the parking area. The 50' standard allows for
two cars to qucuc before entering the street or entering the parking lot. The 24' of
setback provides for one car and it is unlikely that there will be two cars wailing and a
person wanting to back out of the nearest space simultaneously.
Normally, in order to minimize use of parking stalls encroaching into a setback, the
handicap stalls would be placed in the area of encroachment. In this case, because of
drainage requirements, the parking area in the encroachment exceeds the allowable slope
For a handicap stall. If City Staff requires for the approval of this variance, the first two
parking stalls on either side will be signed for long term or employee parking which
would reduce the movement in and out of those stalls, effectively increasing the parking
setback to 42'.
In our professional engineering opinion, we believe the 24' setback is adequate based on
the projected peak hour usage for this parking lot and our analysis of the traffic
movements. For the reasons stated in this letter, a variance is requested to allow the drive
to have a 24' parking setback from Riverside. Because of the low traffic volumes, the low
speeds anticipated, and the straight layout of these drives, it is not anticipated that this
variance from the above Standard will compromise the public health, safety and welfare.

Dan,
Thanks for that number.
As soon as I get the mylars back, I can check them again as well as have our chief inspector check the
plans against the DCP spreadsheet you submitted. Once he determines that your spreadsheet is ok, I
can finish filling out the DCP, and finalize your inspection fees and the amount you need to provide for
your public infrastructure When I get the mylars back from him, I will also make sure that all appropriate
departments have signed the plans, and when that is done, I will return them to Tricia so she can make
the copies we need for our files. Once I get those copies back, and receive your inspection fees and
infrastructure guarantee money, have the City Engineer sign the DCP, and you sign the DCP, then it can
be issued and we'll be done (except for the easement that will have to be done prior to CO) and the
engineering hold on your building permit should be released.
Confusing enough?

The Replat of Tract A, Eastgate First Filing, was recorded September 28,
1978 Reception No. 272299.
Also, we plan to have to the easement dedication done by the time the first
building is going for a CO so that should be a non issue.
If I get you plans today, can we move forward? As I have mentioned the
other day time is becoming critical.
