Courtyards Dear Brian: - Street Variance Request for the This letter is in response to your letter dated November 25, 1992, regarding the above titled issue and considering changed conditions that have been discussed verbally with Bill Albrecht. Your letter described a :request to build a valley pan in lieu of curb and gutter. Bill went ahead and built driveover curb and gutter and left off the :sidewalk. Therefore, this response only addresses the request for variance to the sidewalk requirement. The variance to the sidewalk requirement is approved for the following reason. The approved plat for the development specified a setback for, buildings at 20 feet from the private drive access easement (the gutter flowline of the drive). By adding sidewalk now, the distance between garage doors and the back -of -sidewalk would be only 16 +/- feet instead of the 20 feet required. Since vehicles parked in the driveways would block the sidewalk, the sidewalk may be left out. The following are conditions for leaving the sidewalk out: 1. Each lot shall have a handicapped accessible curbcut from the private street surface to the driveway. 2. If property owners desire to construct sidewalk in the future, the City shall not participate in the cost to add sidewalk. 3. Approval of this development to have no sidewalk in no way sets; a presedent for other developments to leave sidewalk out. Each development project will have to stand on its own merits. Sidewalks connecting the private drive to the public street at the two cul-de-sacs and the two sidewalk on each side of the entry drive from the public street to the "T" intersection of the private drive, must still be provided. 281 Vorth College ,avenue • P-O. Dear Mr. Albrecht: The intent of this letter is to restate the City of Fort Collins Department of Engineering's position as it relates to the issuance of building permits in the Stoneridge Development. As per our December 16, 1992 meeting with Mr. Kaplan, City Engineering will allow building permits --but will not issue any certificates of occupancy in the Stoneridge Development until all of the required Code and Development Agreement conditions have been met. However, if you decide to proceed with obtaining building permits, City Engineering will release its hold provided the following conditions have been met. 1. At this time there is not a usable outfall system for the sanitary sewer system. Consequently, the manhole at the intersection of Graystone Court and Fieldstone Drive shall be plugged at the upstream side. 2. The sewer service system in each building unit shall be plugged to prevent fluids entering the mainline sewer system. 3. Fieldstone and the private street shall have an all weather temporary gravel roadway constructed from Horsetooth Road to the cul-de-sac bulb adjacent to Lots 101 through 105. This access shall not be less then 20 feet in width and four inches in depth. However, when the permanent street section is constructed another temporary all, weather access roadway may need to be constructed in a like manner. 4. Each property buyer must be informed that the City will not issue certificates of occupancy for any building issued a building permit until such time as all of the required improvements have been constructed and initially approved by the City. In closing, I want to reiterate the City's position that CERTIFICATES OF OCCUPANCY WILL NOT BE ISSUED FOR ANY BUILDING PERMIT ISSUED FOR THE MULTI -FAMILY UNITS UNTIL THE REQUIRED IMPROVEMENTS HAVE BEEN COMPLETED. The issuance of building permits for these lots is at the builders risk and with the understanding that C.O.'s will not be issued. Kaplan The Kaplan Company 1060 Sailors Reef Fort Collins, CO 80525 RE: Stone Ridge P.U.D Subdrain System Dear Mr. Kaplan: vices - Request for Administrative Change This letter is in response to your letter dated September 17, 1992, and our phone conversations regarding your request that we consider changes to the design of the subdrain system approved for Stone Ridge P.U.D. You attached a report from Resource Consultants, Inc. that offered support for changes in the design. The following is a discussion of the changes we will be able to accept and what we cannot: PIPE TYPE It is acceptable to change the pipe material to the smooth -wall polyethylene drainage pipe (ADS) as long as the pipe has the proper rating for the load (depth of cover). Something I did not mention on the phone, it is apparent from the Resource Consultant report that the pipe joints must be properly coupled to assure that the smooth inner wall of the pipe is continuous with no open gaps. Therefore, continuous inspection of the pipe installation is required. Please provide us with certification by a licensed professional engineer that the system has been properly installed in accordance with the plans. PIPE SIZE Decreasing the pipe size from 8 inch diameter to 6 inch diameter is not acceptable. The relatively small cost for the 8 inch pipe provides more capacity, less likely for blockage and more room for maintenance equipment. This is especially important when we increase the distance between cleanouts. CLEANOUT SPACING It is acceptable to increase the distance between cleanouts. Your engineer should work directly with Jim Hibbard to determine the locations based on many factors including severity of bends, location of bends, changes in slope and length of straight runs. 281 North College AN enUe • 1'_0.
