Dear Ms. Ashbeck:
This letter is to certify that the drainage improvements con-
structed as part of the above -referenced project are in general
conformance with the approved plans. This certification is based
on the following items:
1. An inspection of the completed site to verify that the
drainage structures are in place.
2. A survey to determine the elevation of the outlet struc-
tures and overflows of the detention areas. These
elevations are in conformance with the approved plans
within a tolerance of about plus or minus one -tenth of a
foot.
The site inspection identified a low area in the driveway on the
east side of the new addition near the location of the dumpster.
There is significant ponding of water at this location which will
be a maintenance problem.
Please note that the construction activities were not observed by
this engineer and this certification does not include the conform-
ance of the materials or the construction methods to the plans and
specifications.

I understand some corrective work is beginning to take place, which
consists of cutting out the damaged areas and replacing the asphalt. This
method is fine, provided the trench backfill is recompacted prior to
replacing the asphalt. However, as I stated previously,the
additional settlement isprobability of
�'�t and we need to be satisfied that there will
not be any further street damage due to utility trench failure. It is my
reconmnendation that the more severe areas be repaired, then hold off on any
further repairs until the total extent of the problem can be determined.
In addition, it is not in the City,s best interest to allow a less then one
Year old street to be cut and patched in several locations. This method
only increases our maintenance costs. Therefore, a minimum 3/4 inch plant
mix seal coat or what may be required through the non-destructive tests will be required on all streets that may need repair.
Please contact me as soon as Possible on what decisions and actions you
intend to take which will address our concerns regarding the streets and
settlement problems in this development.

After reviewing the problem with the bridge skew, I recannend the following:
leaving the skew at 12 degrees and moving the centerline of the bridge one
and a half feet (1-1/2') to the south (on both east and west ends of the
bridge). This will allow the flow to be unaffected and enough of the cul-
vert walls to be in the ditch bank to eliminate erosion potential. I will
be submitting a flaw certification to the ditch company on a separate
correspondence.

We have run into a couple of problems with our bridge. First, our main
water line casing is twenty (201) feet short to accommodate the new
bridge design. Second, the skew angle of the large box culvert is
approximately two degrees less than what it should be.
Solution to our first problem is to negotiate with Lyle Nelson and see
if he would accept the next size larger R.C.P. culvert than originally
specified. If not, we will have to lengthen the water casing in order
to be accepted by the Fort Collins - Loveland Water District.
Todd Shimoda, Parsons and Associates, is handling the situation with
the ditch company with a flow certification. A letter to Albrecht
Companies from Parsons and Associates is attached. The box culvert
is being manufactured in Denver and will be delivered within the next
two weeks for installation. Our intention is to have the access completed
within a month, weather permitting.

I want to express my appreciation for your willingness to work with
Albrecht Homes on the Fairway Five Estates development completion. It
may appear that we are delaying completion of the bridge structure,
but our ultimate goal is to complete the structure by April 1st at the
lowest possible dollar. As I indicated to you on the phone, we are
attempting to negotiate with Lyle Nelson to accept a less expensive
design. In the event we do not accomplish successful negotiations,
we will build the bridge structure per the approved plans.
Your issuing a Certificate of Occupancy on Lot 11 is greatly appreciated
and kept us from spending monies on extraordinary solutions. I will
not request a Certificate of Occupancy on any lot beyond the 660 feet
until the bridge structure is complete.
Again, I want to thank you for your cooperation, and I assure you my
intent is to perform as agreed to.

Dear Mr. Albrecht:
The intent of this letter is to address some concerns I have regarding the
s anned
installation of public improvements in the Fairway Five EstatePl Unit Development. Recently, many areas of street settlement have begun to
appear. The major settlements seem to be around manholes, valve boxes and
sanitary service laterals with some settlement of water service trenches.
I am concerned with the amount of settlement which has already occurred.
It is quit extensive for a development less than one year old, and further
damage will occur in the future from additional settlement. It is my
opinion that what we are seeing today is just the beginning, and street
settlements will continue.
in reviewing our files I cannot find any record of density tests for the
underground utility work, street, curb, gutter, or sidewalks. The only
test results we have are for the density and gradations of the asphalt
Pavement and concrete cu , gutter and sidewalk. Were tests taken on the
backfill of the water arxi sewer work? If so, were $hey sufficient to guard
against the possibility of major settlement?
As You recall, the City allowed construction of this Project to begin prior
to the approval of the utility plans with the understanding that Albrecht
CMTPanies would be responsible for the performance of its contractors as it
rates to the construction of the public improvements. Based upon what is
fitly taking place in this development, the City will not accept any of
the public improvements in Fairway Five Estates development until
as it is brought up to an aoceptable City standard. such time
Based upon the present
condition of streets in this development, we can only assume the worst.
Therefore, we feel non-destructive testing is required to determine the
adequacy of the pavement and subgrade structure. Please call us to set up
a meeting so that we can discuss the Cityvs requirements for this
non-destructive testing.
