Re: Timberline Center — Request for Variance 2 — Street Sections

Dear Susan:
The following is a request for variance from the Typical Street Sections in the "Larimer County
Urban Area Street Standards, October 2002". There will be two public streets in this
development and neither will match exactly the typical sections specified in the standards.
Bear Mountain Drive will be a new east -west street connecting to Timberline Road. We have
proposed this street to be 36' FL -FL in a 57' right of way. This matches the Local Connector
Section, but the owners are requesting that there not be any parking on this street, rather,
designated bike lanes. Matt Delich stated that preliminary indications are that this street will
carry more traffic than a Local Street, but in conversations with Eric Bracke (see attached notes)
he has stated that this configuration will be acceptable to him. Based on the conversations with
Eric, the street stub has been shown as 36' on the approved "Timberline Road Widening —
Interim" Plans by Interwest Consulting Group. We would anticipate a larger pavement section
designed for the actual traffic (rather than the typical Local street thickness).
Sagebrush Drive will be extended from the northwest corner of the Police Station (Spring Creek
Farms North) through the Timberline Center PER This street is proposed to be 42' FL -FL in a
63' right of way. This is slightly smaller that an Industrial Local Street. The street is wide
enough for travel lanes and combined parking and bike lanes and is simply an extension of the
approved street design in the "Spring Creek Farms North" plans by Stantec. We are assuming
this typical section has already been approved by the City and would simply like to extend the
same section north.
Please call me with any questions or additional information that you may need for the approval of
this variance.

Subject: Timberline - Hau and Fleischli Parcels - Entry Street Width
Matt, Eileen and Eric:
Our design team had a meeting this morning regarding the layout of Kris and Craig's properties. My conceptual
plan showing the new 3/4 turn into the site off of Timberline has been used for the base of the sketch plans. To
date, the conceptual uses have changes some, but Matt has checked his storage numbers for the 3/4 turn and
they are still OK (have not changed much).
1 was asked why I was showing a commercial local street going into the site (50' road and 72' ROW with bike and
parking on both sides). The Owners are not interested in having parking on this street and there will be no need
for any auxiliary lanes as it will be a "right out" only at Timberline. Matt D. suggested that the street we really
want is the Connector (36' road in a 57' ROW) but instead of parking, we would have bike lanes.
Matt D. is guessing that we are probably over the traffic threshold for this classification, but going up to a collector
standard doesn't make much sense because the street will only be 600' long and will never continue west.
Typically, we would prepare our PDP submittal, ask for a variance, and make an argument for the street section
that we feel will work the best. The problem here is that the street needs to be on the revised Timberline plans
and we want it right - we won't have time to get PDP comments. The location of the street will not change it is still
centered on the property line, also the intersection will be "on grade" with Timberline, so if it is wider or narrower,
it will not change the drainage patterns.
Can you tell me how the best way to get this answer would be? Thanks, if you could please reply to everyone, it
would be helpful as I will be out of town next week. If there is something that Matt D. and/or Linda can do while
I'm away, I want them to know directly from you.

RE: Letter of Intent for Timberline Center PDP
Dear Ms. Joy:
The Timberline Center PDP Preliminary Utility Plans show a Drainage Easement, Utility
Easement and Emergency Access Easement north of the PDP boundary for a proposed
detention pond and an emergency access drive. These improvements would be located
on Timberline Star Properties' land and are off site improvements for the Timberline
Center PDP.
Timberline Star Properties LLC intends to dedicate the off site easements required for
these improvements in time for the final development plan (FDP) submittal.

RE: LOI for offsite r.o.w. dedication to serve Timberline Center
Dear Ms. Joy:
The Timberline Center PDP Preliminary Utility Plans show the extension of a public
street (presently named Sagebrush Drive) from the southern boundary of the Timberline
Center property through the E-District parcel of our Spring Creek Farms North property
to the intersection of Nancy Gray Avenue (to the northwest comer of the City Police
Administration Building parcel). This proposed r.o.w. is approx. 250 feet long and is
considered an offsite improvement for the Timberline Center project.
SC Group Investments, LLC (the owner of the Spring Creek Farms North property where
the requested r.o.w. dedication is located) intends to cooperate with the City of Fort
Collins and the owners of the Timberline Center project in dedicating this r.o.w. prior to
Timberline Center FDP submittal.
