Re: Rigden Farm Filing No. 3 — Drainage at Rockford Drive and Drake Road
Gentlemen:
As you have requested, we have reviewed the relationship between the interim and
ultimate storm sewer at the intersection of Rockford Drive and Drake Road. The initial
intent of this review was to determine if the interim storm sewer pipe could be eliminated
or connected to the ultimate in a way to not require the removal of the interim in the
future. Unfortunately, this situation requires that the interim storm sewer be constructed
as proposed.
Currently, the drainage along the south side of Drake road flows easterly in an existing
borrow ditch through an existing culvert across Rigden Parkway. This area includes
provisions for tailwater form the irrigation of the Johnson Farm on the north side of
Drake Road.
For the interim condition, it is proposed to maintain this condition by pushing the existing
borrow ditch south with the widening of Drake, installing the storm sewer pipe at
Rockford Drive, and continuing the borrow ditch easterly to the aforementioned culvert
under Rigden Parkway. The elevation of the proposed interim storm sewer pipe at
Rockford Drive is approximately 4921 to maintain the existing borrow ditch profile.
The ultimate storm sewer will consist of extending the 54" RCP northwest toward Drake
Road and then west along Drake Road to the street west of Rockford Drive. The invert
elevation of the 54" RCP is at approximately 4914 at that location, 7 feet lower than the
interim pipe across Rockford. In addition, due to the size of the pipe, the manholes are
custom fabricated (expensive) for the pipe and alignment of the ultimate system.
Therefore, temporarily connecting another pipe to this system would possibly
compromise the integrity of the manhole and require rep IacemenUreconstruction for the
ultimate condition.

In addition, the ultimate widening of Drake will require the reconstruction of the
connection of Rockford Drive to Drake Road, thus making it easier to remove the interim
storm sewer pipe. The ultimate condition at Rigden Parkway results in the removal of the
existing culvert at that location, with new inlets installed on just south of Drake Road.
(This configuration is shown on the plans for Drake and Ziegler, currently in the
Development Rcvicw Process as part of Rigden Farm Tiling No. 6).
As a result of this information, we have concluded that the interim storm sewer pipe
being proposed is the appropriate solution for this location and that opportunities to
reconfigure this pipe or the ultimate pipe are not feasible.

RE: Parkside East and West Variance Requests
Dear James,
This letter is to inform you that the City Engineer granted the variance requests you
submitted dated January 31, 2001 regarding setbacks from parking stalls to the flowline
of travel ways.
The City Engineer notes that these variances do not necessarily set precedence or change
the application of our design standards in other situations.
Please inform me of any questions or concerns you might have.
Sincerely,
Marc, P. Vtrata
