Dear Mr. Stringer:
1 am writing regarding the cross -pan on the north side of Brightwater Drive across from
the intersection of Brightwater Court and Brightwater Drive in Richard's Lake P.U.D.,
Filing 1. As you know, it was constructed with a slope in the flowline of approximately
0.2% slope instead of 0.5% slope as required on the plans and in the City's minimum
standards. However, it was flow tested by the City's inspector and it does drain.
We will not recommend removal and reconstruction of the cross -pan unless you require it
for long term operational or maintenance related reasons.

The East Larimer Countv Water District (District) is willina to
serve the referenced subdivision., however, the followino concerns
must be addressed to District satisfaction.
1) Significant offsite improvements are required to
orovide potable water at the referenced oarcei. The
owner -/developer must orovide the District with the
aooroorialze engineered plans for review and approval.

Dear Mr. Herzig,
The Boxelder Sanitation District (District) is willing to serve the
referenced subdivision, however, the following concerns must be ad-
dressed to District satisfaction.
1)
Significant offsite improvements are required to provide sani-
tary sewer facilities at the referenced parcel.
The owner/de-
veloper must provide the District with the appropriate
engineered
plans for review and approval.
2)
The owner/developer must submit a utility plan

At this time the developer's engineer has submitted a portion of the
required off -site improvements plans for District review. Plans for
additional off -site facilities and for on -site facilities have not
been submitted.

Dear Mr. Herzig:
This letter is on behalf of the Max R. Hoffman Estate and pertains to the
request for a variance on off -site road improvements in regard to the proposed
development of 6 lots and preliminary plat for 28 lots in the Richard's Lake
PHD.
The proposed development is in Parcel A of the Preliminary Master Plan at
the south end of Richard's Lake, approximately 1/2 mile west of County Road 11.
Parcel B, 28 lots to the east of Parcel A, will be submitted for a preliminary
plat.
Several traffic studies have been conducted in the northeast part of Fort
Collins. The first was done by the city in the early 1980's. A second study
was done in the fall of 1986 at the time when the Master Plan was submitted
along with Parcel B thereof. The 1986 study was accomplished by Krager and
Associates of Denver, a copy of the study was delivered to your office. The
conclusion of both studies were similar; namely, that no immediate improvements
are necessary to the roads and streets until 267 dwelling units are added to
the area. The anticipated absorption of housing units was such that traffic
would operate acceptably through 1996.
The applicant is currently forming a Special Improvement District to
extend water and sewer to the site. The intent is to complete water/sewer
construction and the development of Parcel A in the summer of 1988. A
preliminary plat of Parcel B is to be submitted because the utilities necessary
for Parcel A will be accommodated by street and lot layout in that parcel.
In view of the recommendations in the Traffic Impact Study and the
existing conditions, it is respectfully requested that a waiver and variance
from any off -site road improvements be granted to the applicant. Said waiver
and variance will allow the applicant to proceed in an orderly fashion to
develop this desirable property.

RE: Richards Lake P.U.D. Master Plan
Dear Mr. Herzig,
The Boxelder Sanitation District is willing to serve the above
referenced parcel; however more information must be submitted to the
District prior to approval of any phase of the proposed subdivision.
This shall include, but is not limited to, a master utility plan
of the site. The following conditions shall apply in accordance
with District rules and regulations.
Any required line extensions are at the expense of the owner
or developer and subject to District approval.
2. Tap requirements must be fulfilled prior to any activation.
3. The owner or developer must follow the Districts procedure
for plan review, construction and inspection.
4. All easements necessary for line extensions must be provided
by the developer.
