RE: Variance Request, 142 Grandview Ave.
I agree with the builder's request to construct a 4-foot attached sidewalk in this situation. This
would match the recently constructed sidewalk to the south. There are no other sidewalks along
Grandview Ave., and it appears that the only reasonable way that sidewalks could be added to
the east side of Grandview would be to have them attached to the back of the curb. The only
reasonable way to achieve our current design standards with detached walks would be if a major
redevelopment project occurs which involves the entire block. This appears highly unlikely any
time soon- Therefore I will approve the variance to Detail D-2-b of the "Street Standards", and
allow for a 4-foot wide attached sidewalk with ramp at the alley entrance, as shown on the utility
plan.
With regard to the minimum grade requirement (0.4 %), it appears that this would be difficult to
achieve without a major reconstruction of Grandview Avenue. It is not reasonable to require that
for this single home construction project You may want to get Rick Richter to look at this street
and see if there are any plans for rehabilitation in the near future, in which case the proper grades
might be able to be created at that time. In addition, I question the engineei's apparent plan to
build the curb and gutter in a way that forces the street runoff to the south and then down the
alley. It appears that the natural drainage along this section of Grandview should be to the north,
toward LaPorte Avenue, although i admit that my opinion on this is based only on eyeballing the
situation.
Also, Rick should look at the patching for utility cuts, which were done in the past. The new
patching standards will need to be applied to this home at 142 Grandview when they make their
utility connections.

RE: Variance Request for 142 North Grandview Avenue
A single lot development at 142 north Grandview has re requested a variance to the detached
sidewalk requirement of the Design and Construction Criteria, Standards and Specifications for
Streets. Sidewalks, Alleys and Other Public Ways (Design Standards).
This project is a single family house on a lot that was created from the back portion of two lots
that front onto Laporte Ave. It is an infill project on Grandview Street and located directly across
the street from the Cemetery.
The same builder/developer built the house just south of this one (south of the alley) in 1997 and
at that time designed and built the alley and put in vertical curb and an attached walk along that
property. I believe a variance was granted on that lot for the attached sidewalk due to the
location of some existing trees on the site.
The house on this site is already built or in the process of being built at this time. The builder
brought in plans in November 1998 and was immediately wanting a release on his building
permit. Ile had the foundation dug and everything ready to proceed but plans. In trying to work
with him we wrote and si,med a Development Agreement (dated November 25, 1998) that
allowed him to proceed with a building permit. but required him to submit utility plans for the lot
and get them approved prior to the issuance of a certificate of occupancy for the site. Comments
were returned on the plans reviewed in November, no revisions were received until March of this
year.
Attached is the variance request letter and a copy of the current utility plan in for review.
Additional information is needed on the plan as it does not show any of the grading or the water
and sewer service connections. They are also not meting the minimum grade requirements on the
street design. A variance for this has not been submitted at this time. They still have some work
to do on this plan.
