HomeMy WebLinkAbout113 HICKORY STREET - Filed GC-GENERAL CORRESPONDENCE - 2005-05-05VFLDMAN MORGAN October 29, 1998 TO: Cam McNair FROM: Dan Bernth SUBJ: 113 Hickory Street —Overhead Power Lines Per our recent phone discussion, I have outlined the following reasons for granting the applicant the waiver on burying the overhead power lines that cross the subject property: First time this issue arose was the day of the P & Z hearing. A. No mention was made at the January 5, 1998 conceptual review meeting B. No mention was made on the August 19, 1998 letter. C. No mention was made on the September 16, 1998 letter. 2. Fort Collins Light and Power has already buried their lines. Why didn't US West and TCI do the same? Should the applicant be responsible for prior lack of cooperation between the respective utilities? 3. The cost cannot be estimated prior to the expiration of the contract. This contract becomes noncontingent on November 1, 1998 and is slated to close on November 30, 1998. The applicant cannot close without knowing the costs involved in placing the utilities underground. Placing 100' underground still leaves more than a half -mile of line aboveground. It would make more economic sense to simply place all the line underground when development occurs to the west. In summary, Cam. I certainly understand the desire to locate all utilities underground. But if that requirement precludes redevelopment of a building that is an eyesore and is rapidly deteriorating, then what has been accomplished. Admittedly this building will not exactly adhere to all facets and requirements of City Plan and The Land Use Plan, but it is an adaptive re -use of an existing building and will be a significant improvement to the current building. 7(11' 1Yhal s qn t!4o 1. r•, Su �e 20fl fn,n f4) FOi'1 Phone 470 223 );55 Oat 9 0 22316'4- MEMORANDUM TO: Sheri Wamhoff FROM: Cam McNair DATE: September 21, 1998 RE: Variance Request for 113 Hickory Street I agree with you that this property should be allowed (and encouraged) to redevelop in accordance with the proposed plan. I therefore approve the variance request to allow one parking stall to encroach into the 50-foot parking setback. This approval is based on the assumption that the Planning Department is going to approve the variance request for the building location itself. It is my understanding that the purpose of the ordinances in question is to have buildings locate closer to the streets, and to locate parking for those buildings in the rear or farther from the streets. Since this building was constructed under an earlier standard, it makes sense to me to vary these requirements in this particular redevelopment situation. On another note, I see no mention made on the plans about undergrounding the existing overhead utility lines on the front of the site. Section 3.32(C)(7) requires this to be done as part of the development. I am glad to see the note on the plans about the developer making repairs to the curb, gutter and sidewalk along the property's frontage- Hickory Street itself is in bad shape and is scheduled for rehabilitation by the City within the next several years. cc: Dave Stringer m INKNK AM City of Fort Collins MEMORANDUM TO: Cram McNair FROM: Sheri Wamhotf !_'— DATE: September 18, 1998 RE: Variance request for 113 Hickory Street The development at 113 Hickory Street has requested a Variance to the Parking Setback Chart, 'I able 5 in the Design and Construction Criteria, Standards and Specifications for Streets, Sidewalks, Alleys and Other Public Ways (Design Standards). This site consists of a 6,000 sf building with 4 docking bay doors located facing the street. The building is located approximately 62 feet from the edge of right-of-way with the area between the building and tlic street consisting ofconcrete paving. This project is under review due to a change in use which in accordance with the Land Use Code requires the project to go through the review and hearing process. With the change in use of this building the applicant is providing a sidewalk connection to the building, landscaping in the area in front of the building and proposing two parking spaces within this area. In accordance with our Design Standards the set back for a parking stall from the travel way of the street shall be 50 feet (from I -able 5, for a collector street and a parking area with less than 100 AD f). By assuming that Hickory Street in the future will be a collector without parking (worst case) the distance from the flowlinc of the travel way to the edge of the parking stall is 48 tcct. I lickory Street is shown on the Master Street Plan to he a collector connecting College Ave and Shields Street. Hickory Street currently extends only several hundred feet west of College Avc. I have attached the variance request and a copy of the plan showing the set back requirement. It is my opnion that this variance should be granted. ffyou have any questions, please call me at x7140.
