As we have discussed previously, Parkside Homes would like to pull F&F permits
during the road construction phase of the project in order to complete all site excavation and concrete
work prior to installation of curb, gutters and paving. The project consists of nine duplex buildings;
all nine building foundations would be built at one time (in linear sequence) and would be completed
prior to curb and gutter. We would install utility lateral connections at the same time, prior to
backfill, thus allowing all backfill and final grading to be completed prior to curb and gutter. We
would be able to remove all heavy equipment from the site prior to curb, gutter and paving, and be
able to pour driveways and sidewalks immediately after installation of curb and gutter and before
paving.
This approach will eliminate the probability of damage to curb, gutter and sidewalks
during the excavation and construction of building foundations. It also eliminates the need to
continually clean and remove dirt from the paved road, as well as the danger of road deterioration
from the approximately 70+ readymix truck loads (at approximately 28 tons per truckload) necessary
to delivery the concrete, as well as pump trucks, etc., which would need to set up in the street. It
will also shorten the period of disruption to the adjoining residences to the south.
1 have color coded the enclosed site plan with our proposed sequence of concrete
work. Green represents phase 1, the building foundations, which would be commenced right after
clearing the site. Completion of the foundations first allows us to final grade right to the finished
product and to avoid hauling in approximately 4500 tons of import fill (and then hauling it back out
again upon excavating basements). The total hauling could be as much as 600 truckloads at 15 tons
each over the completed road.

The blue lines indicate utility services which would be done at time of backfilling of
foundations.
The next concrete work is the curb and gutter indicated in pink. Immediately after we
would pour the flatwork, indicated in orange, and then complete paving. This approach allows us
to put both lifts of paving down prior to winter.
We would, of course, provide the City with the necessary assurances that the road
would be completed as called for. Also, we understand that the permitted work would be limited to
installation of foundations, utility laterals, backfilling and concrete flatwork.
We believe this approach benefits not only Parkside Homes, but also the City of Fort
Collins and the residents adjoining the project. We look forward to your support for this approach.

Dear Mark,
This letter is a request for a variance from the City of Fort Collins. The project is the
Oakridgc Village P.U.D. Eleventh Filing. The variance is in regard to the alignment of
our centerline to the centerline of the parking lot for the insurance company across
Wheaton Drive. Your "Design Criteria and Standards for Streets", section 1.02.03(e)
states "Streets intersecting on opposite sides of a residential or collector street shall be
ci(her directly across from each other or offset by at least 200 feet between centerlines".
Our site is a residential development with duplexes. We need to have our access centered
to help us maximize the development opportunity on this parcel of land. Our centerline
access lies 37.20 feet from the centerline access to the north across Wheaton Drive. Due
to the fact that there is low volume traffic in the insurance site and our site, and the fact
that there is not a conflict with left-hand turns, we would like to request a variance from
the City and allow the current alignment to stand.

RE: Oakridge Village, 111" Filing
The applicant for Oakridge Village, 11" Filing is requesting variances to section 1.02.03(e) and detail D-
15 (See attached copies of the standards) in the "Design and Construction Criteria, Standards and
Specifications for Streets, Sidewalks, Alleys.. and Other Public Ways See the attached copies of the
variance from TST Engineering.
Concerning the variance request for section 1.02.03(e), it is my opinion that the variance request
should be granted based on the following:
1. The site is a constrained residential parcel of land in that it is an irregularly shaped parcel
between a commercial and residential development.
2. The commercial property across Wheaton Drive has a shared access which requires the
existing driveway to straddle the property line, thereby creating a "natural" off -set between
the parcels on either side of the street.
3. The proposed development is a single cul-de-sac generating minimal traffic.
4. The proposed development access and the existing access across Wheaton Drive will not
have conflicting left turning movements.
Concerning the variance request for detail D-15, it is my opinion that this variance should be viewed as
a continuing problem when single-family units share a lot line and essentially a driveway. The
applicant's justification that providing a 3-foot landscape separation between each driveway is irrelevant
based on the intent of detail D-9 (Curb -Cut Standards) Although, the separation will add aesthetic
value to the driveways, it will not provide a 10-foot transition within the right-of-way as required in detail
D-9 It is my feeling that this standard needs to be reviewed to see if it is applies to zero -lot line
developments.
Before my language complicates its own meaning, I would like to recommend approval of the variance
request to section 1.02.03(e). In order to support the variance to detail D-15, I would like to discuss
what should be done with zero -lot line driveways. Specifically, does The City of Fort Collins want zero -
lot line driveways? Finally, a professional engineer in the state of Colorado should sign the variance
request I will ask the applicant to resubmit for that reason, but first I would to direct them in a manner
you see fit.

Dear Mark,
This letter is a request for a variance from the City of Fort Collins. The project is the
Oakridge Village P.U.D. Eleventh Filing. The variance is in regard to the landscape
width between the proposed driveways. Your "Design Criteria and Standards for
Streets", shows a detail for new driveway approach that shows a maximum width of@'S
feet for residential development. Our site is a residential development with duplexes.
The units are side by side and the approach total is 38 feet, or 19' per lot. We proposed a
2 fool separation between the driveways. City comments requested that we increase this
dimension and add landscaping. No definitive distance or type was given in comments.
We can give a total of 3 feet of separation before we encroach on the garage door for
each building. A conversation with Tim Buchanan, the City Forester, said a 3' separation
would be a minimum that would work with some dwarf shrubs and/or perennials. A six
foot separation from the building to the beginning of the landscape area was also agreed
upon. We have incorporated this into our proposed design. We would like to request a
variance from the city and allow the proposed 3 foot separation with landscaping.
