convey storm would suffice, however, presently those flows have not been accounted for adequately
(per Storm Water (itility).

This project has certain obligations to the proposed bicycle/ pedestrian path and the associated bridge
structure. As the result of negotiations with Mountain Ridge Farms, 2°d filing, '/s of the bicycle/
pedestrian path (the other % will be paid for by the City's Parks and Rec. Dept.) and associated bridge
structure will be funded on a per lot basis for each lot approved on the Preliminary Mountain Ridge
Farms, PUD. (All lots within the first filing, which is already under construction, were included in
the over all fee.) The total fee for this subdivision is calculated as shown: 49 lots * $320/lot=
$15,680. Please contact me (Mark McCallum) if a further explanation is needed.
This project, as I am sure you are aware, is responsible to build Seneca Street to complete the
connection to the north & south. I just want to reiterate that Westfield Park PUD, currently is only in
construction phase I, which does not complete Seneca Street to the north boundary of this
development. In the event that this project desires to proceed prior to Westfield Park PUD 2"' Phase,
which will build Seneca Street to northern boundary of this development, this project will be
obligated to construct Seneca Street to the where Seneca Street ends at construction phase I of
Westfield Park PUD. (See Seneca Street comments below.)
In accordance with 24-95 in the Municipal Code, the Developer is responsible to design and construct
Trountjan Parkway adjacent to the development. The construction of-Troutman,Parkway shall

♦ '['his project will need offsite construction grading easements for the construction of Troutman
Parkway and Seneca Street. The Stormwater Utility has stated that offsite construction/ grading
easements are needed for the construction of the box culvert. In addition, this project will be required
to dedicate rights -of -way for the construction of Troutman Parkway.
♦ A signature block for the ditch company should be on all utility plans sheets that show the ditch.
♦ Troutman Parkway should be design as follows (specific comments for the design provided in this
submittal are below in the Utility Plan Comments):
I . This project has vesting to build streets to the city's old street standards; therefore the design
that is shown west of Wabash Street is sufficient. The applicant has even upgraded the width
of the sidewalk from Wabash Street to Seneca Street to a 7-foot attached sidewalk for the safe
route to school issue. However, the design of Troutman Parkway east of Wabash Street does
not have vesting to the old street standards and will have to be built to the new street
standards (Collector with Parking). Therefore, the city would like to have a meeting with the
applicant to discuss the possibility of designing Troutman Parkway from Shields Street to
Seneca Strcet to the new street standards.
2. Stormwater has stated that a preliminary basin design shall be provided for the Troutman
Parkway design. Please contact the Stormwater Utility to talk about the specifics.
3. Please fade out the design of Troutman Parkway that is not to be built with this project.
