Comcast Cable would need this alley right of way to be made into a Utility Easement. This City right of
way is currently being used to provide Comcast service to the Aztlan Center. With out this we would have
to terminate service or char(ye the Aztlan Center to build new cable plant out to Willow Street and back
across their parking lot.

Re: Willow Project / Alley Vacation
You are correct that the vacation of this alley would impact existing utilities, namely
water and sewer.
Since all existing water and sewer users have abandoned or will abandon all future
need for water and sewer in this alley, I do not believe this will pose a problem. I will
discuss this with Roger Buffington and explain what we are up to so he understands.
The existing Giddings building water and sewer come in directly off Willow and Pine.
The future sewer for the Willow project will come in off Pine as a private line. Water will
most likely come in from Willow, again as a private line.

Alley Vacation/Acquisition of City's One -Half
Dave, who do you recommend I talk to, assuming the alley vacation proceeds as
planned, about acquiring the City's one-half of the vacated alley?
It is necessary or at least very very desirable to do this to make our Willow Street
project work because of the tightness of the site.

Willow Building Project / Alley Vacation
We have a conceptual plan drawn relating to the idea of not just vacating the alley but
also having the City possibly allow us to receive their half of the vacated alley also.
In exchange for this, we would do off -site landscaping between the vacated alley and
the United Way parking lot as well as build a meandering walkway that would proceed
from Pine all the way to the new Aztlan Center.
Our goal in this regard is to give the City something more valuable than what they are
parting with (that is, half the vacated alley). To this end, I have met or will meet with
Engineering, Parks, United Way and Planning.
It was suggested to me that I should meet with you, Cam. I would be very happy for
that meeting to include Dave as well as everybody or anybody who would benefit from
being at that meeting, if you wish.
Please let me know how you would like to proceed and with who with regard to moving
this preliminary dialog forward. Thank you.
We really can't proceed further with our planning and engineering submittals for this
project until the questions of alley vacation, alternative landscaping and off -site public
walkway are answered, at least in a preliminary fashion.

Re: Willow Street / Request for Vacation of alley known as Poudre Place and/or Poudre

Dear Sirs:
As you are aware, there is a dead-end alley in Block 3, City of Fort Collins that runs
parallel to Willow Street and can be accessed only from Pine Street. This alley is
adjacent to City property (on which United Way is located) to the northeast, and the
Giddings Machine Company property, two privately owned lots and the Aztlan
Community Center to the southwest. The alley is named Poudre Place and/or Poudre
Street on various city and county documents.
Lagunitas Willow, Inc. is the legal owner of Lots 2, 4, 6 and 8, Block 3, City of Fort
Collins. The City of Fort Collins is the owner of Lots 1,3, 5, 7, 9, 11, 12, 13, and 15,
Block 3, City of Fort Collins.
The purpose of the proposed alley vacation is to abandon an alley no longer being used
by the two adjacent residences. One of the residences has been torn down. When the
City proceeds with the proposed Aztlan Center plans, then the second house will be
torn down. Furthermore, the alley is not suitable for use by the public because there is
no outlet on the northwest end of the alley.
Lagunitas Willow, Inc. hereby requests that the City of Fort Collins vacate the alley from
the southeast entry on Pine Street to the northwest end near College Avenue, and the
vacated alley be deeded to Lagunitas Willow, Inc.
This vacation would eliminate all future City responsibility for maintenance of this alley
Your consideration of this request for vacation of an unused public alley is appreciated.
