Hello everyone. Northern Engineering is redeveloping the corner of College Avenue and Oak Street in
Downtown Fort Collins as part of our future office relocation (see the attached PDF). We will be
occupying the remodeled main floor of the building as our new office in June 2005. With the
redevelopment, we are planning to add 3 floors to the building and selling 17 residential loft units. These
units will be affordable loft units in the heart of downtown Fort Collins. Base units will have open floor
plans, 10' ceilings, large decks, and Huge Wood Clad Pella Windows fronting College and Oak Streets.
Each unit will have elevator service, locked storage in the basement (for bikes and stuff) and permit
parking in the adjacent Remington and Oak Street parking lot. Upgrades to the finishes will be available
for additional cost.
We will begin marketing the units to the public later this week, but wanted to give you advanced notice
prior to this for those interested. We are taking reservations on units at this time for a refundable $500
deposit. We will be formally singing pre -sale contracts prior to construction which we anticipate to begin in
October. We anticipate delivering finished units around June 2005. Please let me know if you would like
more information on the project and feel free to spread the word on the project to your friends and

At Transportation Coordination this morning, I brought up a concern regarding a(nother) developer looking
to encroach onto public right-of-way downtown. In this case, this is for a mixed use project on the
southeast corner of College and Oak, which would utilize the existing first floor of the building and build
two more stories onto it. They are seeking to have handicap ramps onto public right-of-way for access to
the building
The attached information provided by the architect illustrates the proposed encroachment at the corner of
Oak Street and College Avenue and their justification Basically. the architect states that redesigning the
ramp to be located within the building footprint would be problematic because it would affect the existing
structural system of the first floor which they intend to utilize I spoke with Mike Gebo in the Building Dept.
to see if he had any insight and he seemed to concur with their concerns especially with attempting to
then go vertical with the additional floors over this area
In terms of process, this project went to a Concept Review many months ago and there's been little
information since, other than I was somehow emailed marketing information for the project from Northern
Engineering, who will relocate their office to the first floor and I believe may be investors in the project (if
you'd like to review the sales info, complete with residential pricing, let me know). The project will need to
undergo a similar basic development review process that Pine Street Lofts undertook.
When comparing this to Pine Street Lofts, there is the difference of the attempt to utilize the existing
structure rather than remove and rebuild the entire building. Also, the amount of clear zone maintained
after a potential encroachment is quite greater than Pine Street Lofts, though College and Oak are greater
pedestrian use areas Regardless, I understand that encroachments onto right-of-way is not preferred by
any means from our standpoint.
Your thoughts on how to approach this question of allowing an encroachment is appreciated. Given that
the information at this point is little more than a fax drawing, the architect understands that additional
information may be requested, this is his formal first step of "elevating'' the discussion

Please find attached an 8 1/2x11 sketch showing a requested encroachment with dimensions to the
flow line of both College & Oak Streets. This request has been necessitated by a need to provide a
handicapped accessible entry ramp outside of the existing building footprint as a result of the existing
buildings' structural system. The existing floor slab is a structurally tensioned concrete slab with the
main entry directly over the buildings fire riser room. Altering such a concrete floor in any way would
result in the demolition and reconstruction of a much larger portion of the building and it's structure,
which could in turn eliminate the feasibility of the project. This access ramp is a requirement of the
Americans with Disabilities Act. After reviewing other options, and discussing the issue with City of fort
Collins Engineering, this design has been determined to be the most appropriate.

Existing and proposed grading and drainage
Sherri,
This letter is in regards to the new office building for Northern Engineering Services,
more specifically, this is in regards to existing and proposed grading and drainage of the
site, located at the southeast corner of College Avenue and Oak Street.
As mentioned, the site is located at the southeast corner of College Avenue and Oak
Street, just north of the Aggic Theatre. The site is already fully developed; the existing
building was previously used as an office. Existing sidewalk and trees are to the north
and west of the existing building, a parking lot abuts to the east, and the Aggie Theatre is
the adjacent building to the south.
The proposed redevelopment of this lot for the new Northern Engineering Office
Building incorporates as much of the existing features as possible. The finished floor
elevation of the new building will match the finished floor elevation of the existing
building, thereby allowing surrounding sidewalk and pavement grades to remain at their
respective existing grades. The entrance of the proposed building will be at the northwest
corner, the existing building entrance is located on the west side; a sidewalk ramp is
proposed to maintain ADA-acceptable grades.
Existing drainage patterns should not be affected as the site is already fully built out; no
impervious area will be added with this redevelopment. Three (3) sidewalk chases are
proposed on the north side of the new building to convey roof drainage to existing curb
and gutter and to ensure that any building runoff will not impede pedestrian paths.
In summary, the proposed redevelopment of the site for the new Northern Engineering
Office Building will maintain existing grades and drainage patterns as closely as possible
and will provide pedestrian ramps and roof drains to make certain the reconstruction of
the building will not negatively impact grading and drainage of the existing site.

Re: Utility/Special Use Permit for Northern Engineering Office Building
Dear Mike:
Attached please find plans prepared by Northern Engineering Services, Inc. for construction and
modifications to utility services within the Highway 287 (College Avenue) right of way. The office
building site is located at the southeast corner of Highway 287 and Oak Street, the existing building will
be reconstructed from a two-story office building to a four-story mixed -use building.
Construction will include approximately 70 lineal feet of 6" PVC installed as fire service; the relocation
of a fire hydrant; installation of 4"x2" reducer and 2" copper water service; and reconstruction of
sidewalk. Please refer to the attached plan set.
