RE: Huntington Hills West — Development Agreement
Dear Marc:
Enclosed is the completed form, "Information for Development Agreements" for our
Huntington Hills West project.
Since this is a simple small project, can you prepare a draft of the City's proposed
Development Agreement for this project for our review prior to the Planning Commission
hearing on January 18, 2001. We understand the agreement would be not finally approved
and signed by the City until after an approval is granted by the Planning Commission. This
procedure would however help to greatly reduce the turn -around time for finalization of the
project so that we can schedule our pre -construction meetings and start the project.
Jeff Couch, engineer for the project, said he plans to have the requested changes to the plans
and, mylars completed and delivered to you for review prior to the end of the first week of
January.
Marc, hope this all works for you. Please let me know if you need anything additional or
have any other thoughts.

General Comments:
1. From Engineering's perspective, the project is ready to proceed towards a hearing. However, there
are other departments that may have concerns. Please address the following comments, resubmittal
as mylars is sufficient, assuming other departments pose no objection.
Utility Plan Comments:
I . Provide further detain of the street drain as shown on the redlined plan set, the street drain should be
placed within the subgrade, protruding the aggregate base a distance of 4 inches. A 6 inch wide
trench should be constructed for placement of the drain and then backfilled with Class 67 material.
2. Show (and label) on the profile of the street drain outfall that a minimum cover of 3.0 feet is
maintained. It appears that the pipe is too shallow on the plan set.
3. Indicate the direction of flow on the eleanout detail as redlined.
4. Any reference towards brands (such as AdvanedgeT') should also note "or equivalent".
5. Provide a detail of the headwall(s) at the outfall of the pipe systems.
6. Note the minor changes on the redlined General Notes.
7. Remove the noted I ist of revisions on the revision block with the mylar submittal.

Comments:
I . The shoulder drain illustrated on the plans does not require a subdrain report, however it is the
decision of Engineering that the use of the private subdrain system constitutes requiring a
hydrological study. The City of Fort Collins has criteria for these subdrain systems. Please provide a
subdrain report (required with this project) addressing this criteria (see the included criteria for
engineered subdrain systems.) A licensed groundwater hydrologist engineer should verify and
provide information that this criteria is being met.
Plat:
1. The Planning approval note needs to be revised, the approval listed is for Land Use Code projects.
Utility Plans:
I . The sidewalk along Skyway Drive should be 5' in width and detached so as the back of walk is along
the 4' of additional right-of-way line to be dedicated. (a repeat comment)
2. The subdrain system shown on Claire Court does not appear to make sense with regards to its design,
a note specifies that the drain is to be tied into the 4" outfall line but there is no explanation as to how
this is done. Please clarify this design.
3. Extend the aggregate base underneath Claire Court to behind the back of curb.
4. The street drain shall be placed under the curb/aggregate base.
5. Replace "Director of Engineering" with "City Engineer" in the utility approval block where
appropriate and acid the Traffic Engineer and Natural Resources to the signature block.
Site Plan
1. The responsibility of installation of the sidewalk adjacent to Tract A is upon the Developer of this
project, not the City of Fort Collins, as Tract A is being platted with this project by the Developer.
Remove notes on the plans indicating otherwise.

Utility Plan Comments:
I . In general, more information/clarification is needed on the design of the underdrain and curb drain
system. As an option, instead of a curb drain design, a design consisting of a pavement cross section
attached might be worth consideration. This design would need a pipe for outfall only where the cul-
de-sac street ties into Skyway Drive.
2. Because of potential issues with the design of tying the underdrain and road drain as well as potential
maintenance questions in the future, it was viewed that the underdrain and road drain systems should
be separated (not tied together) and separate outfall systems provided for each system.
3. Show cleanout detail as well as locations of the cleanouts for the curb drain system. Cleanout should
be provided as marked on redlines.
4. For the curb drain system, it was viewed that the tree plantings in the parkway strip could impact the
drain in its current location. Please move the curb drain into the roadway so it aligns with the face of
curb (as shown on Sheet 7.) The drain pipe type should also be "squished" similar to the illustration
attachment in order to reduce the likelihood of landscaping impacting the pipe.
5. Does the curb drain profile match the profile of Claire Court whereby the high point elevation of the
curb drain matches the high point of the road at the end of the cul-de-sac and drainage thereby leaves
along both sides of the cul-de-sac street?

the Natural Resources Department. It is understood that no improvements are required of this
development along the existing Kent Avenue right-of-way.

Claire Court should intersect with Colby Street or provide a minimum 200' separation from
Colby Street as required in "Design and Construction Criteria, Standards and Specifications
for Streets, Sidewalks, Alleys and Other Public Ways." (1.02.03e) A variance may be granted
if a written request is submitted to the City Engineer demonstrating inability or undue

addition, the Developer is responsible for alll costs for traffic signing and striping related
to directing traffic access to and from the Development.
19. The City of Fort Collins shall not be responsible for any damages or injuries sustained in
this Development as a result of groundwater seepage, whether resulting from
groundwater flooding, structural damage or other damage unless such damage or injuries
are sustained as a result of The City of Fort Collins failure to properly maintain its water,
wastewater, and/or storm drainage facilities in the development.
• Sidewalk access ramp details for street intersections and mid -block crossings should be in
conformance with Standard Details D-12.5 & D-12.6 respectively.
• The valley pan detail should be in accordance with Standard Detail D-17.
• Joint types (for the Concrete Sidewalk Detail) can be found in Figure VI of the Design and
Construction Criteria, Standards, and Specifications For Streets, Sidewalks, Alleys, and
Other Public Ways.
• Revise the detail for the drive -over curb & gutter.
• Add a utility block approval for the City, with approvals from the City Engineer, Water &
Wastewater, Stormwater Utility, Parks & Recreation, and Traffic Engineer.
Required with final submittal:
• Provide street intersection approach detail (D-18).
• Show high point within cul-de-sac bulb (off flow line.) (D-5).
• Provide a detail for the vertical curb and detached sidewalk along Skyway Drive (D-11)
as well as a typical full cross-section for Skyway Drive.
