PERFORMANCE REQUIREMENTS OF THIS PERMIT:
1. The Permittee shall be responsible to require their Project Engineer to incorporate into all design
drawings and specifications the certification of all materials testing by an Engineer. The Permittee
shall have an Engineer prepare revised design drawings and secure City approval for all revisions to
the Utility Plans and related documents. The Permittee shall have an Engineer represent, as required
by the City in the Development Agreement, that the improvements are constructed in conformance
with the approved Utility Plans and the standards and specifications of the City. The Permittee shall
provide "as -constructed" plans prepared by an Engineer prior to the City's acceptance of the
constructed public improvements. (All references above to the terms "Project Engineer" and
"Engineer" shall mean a Professional Engineer licensed in Colorado.)
2. All contractors who perform work on this project must be bonded and licensed in conformance

Responses

Dear Mr Barnes:
CLC Associates, has completed our revisions for the proposed Chase Bank located in
the Front Range Village, Lot 5, based upon the comments received from the City. The
following are the responses to the review comments on the aforementioned plans.
Current Planning, Ted Shepard, 970-221-6343
1. The west side of the building is the rear elevation and is highly visible to eastbound
traffic. As such, it needs more screening. Delete the five-foot sidewalk that serves the
emergency exit as only a stoop is required.
Add more landscaping to this area in addition to the foundation shrubs already shown.
Landscaping in this area needs to be of sufficient quality and quantity to screen the gas
and electric meters and emergency exit. Although not indicated, this area appears to be
the logical location for the outside condensing unit. If so, please indicate its location and
demonstrate how it is screened.
• Additional Landscape has been provided, the walk has been deleted, and
mechanical units will be on the roof of the building (fully screened).
2. The Northern Red Oak is not approved by the City Forester. And, the one that is
located at the north end of the site is too far from Harmony Road to fulfill the Harmony
Oaks urban design requirement.
Please change to one of the approved species: Burr Oak, Chinkapin Oak and English
Oak and move to the south end of the site so it can contribute to the Harmony Corridor.
• The Northern Red Oaks have been changed to English Oaks and one
English Oak has been placed closer to Harmony Road at the south end of
the site.
3. Along the west property line, in front of the drive -through facility, the shrub bed should
be continuous to block headlight glare.
The selected species should of sufficient height and opacity to block headlight glare.

• The shrub bed along the west property line has been made to be
continuous and the shrubs and grasses are of sufficient height to block
headlight glare.
4. The drive -drive through facility and the flat roof portions of the bank building do not
satisfy the requirment for providing a "recognizable top." Please refer to Section
3.5.3(D)(6)(b)l - 3.
• A Cornice has been provided at the building and Drive up.
5. Please indicate the location of the walk-up a.t.m. Section
3.2.2(H)(4) requires that walk-up a.t.m be provided so bicyclists and pedestrians do not
have to navigate the drive -through lanes. Would the walk-up a.t.m. be located on the
right side of the north elevation?
Please indicate what this feature is.
• Additional notation has been provided on the elevations, there is a walk up
ATM in the vestibule, of the building, and there is an after hours deposit
equipment on the north elevation along with a package delivery system.
6. Also, please indicate what is the feature on the right side of the east elevation.
• Brick Vestibule with Glazing to the right
7. On the site plan, please provide a building envelope for the drive -through facility.
• Additional heavier line work has been provided to define the footprint of
the drive Up canopy.
8. Please indicate how roof access, if any, is provided. If external, then show the
location of the roof ladder.
• The Roof Access in internal.
9. A bike rack is required to be installed near the entrance. It must be permanently
anchored to concrete and not interfere with walkways.
• Bike rack is provided SE of the building entrance. County Details 1701-1704
have been called out on the Site Plan, sheet C3.10.
10. Parking is not regulated at a maximum of 3.5 spaces per 1,000 square feet as
indicated on the Cover Sheet. Rather, the center as a whole is regulated at a maximum
of 5.00 spaces per 1,000 square feet.
In order to evaluate compliance, and to keep a running tally for all nine pad sites, please
provide an analysis that demonstrates how Chase bank, with its 4,212 square feet and
30 parking spaces does not put the center over the 5.00/1,000 ratio. We will then make
a reasonable estimation of all remaining vacant pads to make sure that at full build -out,
we maintain the 5.00/1,000 ratio.
In order to demonstrate compliance, please provide data that states that the Gross
Leasable Area for the Center, including Famous Dave's on Lot 7 = 907,308 sq. ft. and
that the parking provided for the Center, including Famous Dave's is 3,437 spaces. This
yields a ratio of 3.78 spaces per 1,000 square feet. Then provide a new ratio that adds
in Chase Bank's 4,212 square feet and its 30 parking spaces. Then compare the two
ratios to make sure that as a result of Chase Bank, the overall center does not exceed

5.00 spaces per 1,000 square feet of gross leasable area. Please revise the parking
table on the Cover Sheet accordingly.
• An additional Parking table has been added to the coversheet. — The
addition of the Chase parking takes the overall to 4.8011000.

- Please separate the minor amendment submittal into different sets.
The site plan, landscape plan, lighting plan, and elevations will all be part of the planning
documents, while the grading plan, utility plan, and construction details will be part of the
"construction plans" for "Front Range Village Lot 5, Chase Bank". The construction
plans should follow the format and information noted in Chapter 3 of the Larimer County
Urban Area Street Standards, which is available online via larimer.org, under
Departments ->Engineering. For this cosntruction plan set, please remove any
references to "minor amendment".
• We have separated the set as requested into planning documents and
engineering documents.
- There appears to be additional easement needed onsite. Deeds of dedication for
easement are processed through Engineering. Please provide a legal description for the
easement(s). A Transportation Development Review Fee of $250 per easement, made
out to the City of Fort Collins is required along with recording fees (determined at a later
date) made out to Larimer County Clerk. I can provide our standard deed of dedication
form for use, which will need to be filled out and signed by the owner as well as an
attorney certifying the owner's ability to grant the easement.
• Easements will be submitted by separate documents.
- Additional comments may be made upon the reconfiguration of the sets, though the
design itself doesn't appear to pose any concerns.
• Noted.
- A Development Construction Permit (DCP) application will need to filled out as the
plans are being finalized in accordance with our DCP process. Upon review of the
amount of public improvements as part of the DCP application, a determination will be
made if the permit for infrastructure construction will be done via a DCP, or a reduced
fee and process, "excavation permit".
• Noted.
Poudre Fire Authority, Carie Dann, 970-219-5337 Ok with conditions:
WATER SUPPLY: The new fire hydrant shown on the site plan appears to meet the
distance for commercial buildings, which is a minimum of 1,500 gpm at 20 psi residual
pressure, spaced not farther than 300 feet to the building, on 600-foot centers thereafter.
Fire hydrants, where required, must be the type approved by the water district having
jurisdiction and the Fire Department. These requirements may be modified if buildings
are equipped with automatic fire sprinkler systems. 97UFC 901.2.2.2

The applicant has used Northern Red Oak on this projects landscape plan. This species
is not adapted to Fort Collins soils. Better choices are Bur Oak, English, Oak or
Shumard Oak.

Please provide an erosion control Plan. Include erosion control details notes and
schedule. Calculate an erosion control security estimate.
• Erosion control report, plan and details are included with this submittal.
The erosion control notes have been added to the Project Notes Sheet,
C0.10.
Please provide a letter from a professional engineer stating that the drainage for this site
is in compliance with the overall Front Range Village drainage plan. Cite the assumed
imperviousness for this basin in the overall plan and demonstrate that proposed site
imperviusness is within the assumed parameters.
• The requested drainage letter is included with this submittal.
Is the line of connection (the 12" private PVC line) between this site and the existing inlet
on the neighboring lot within a drainage easement ? If so show the limits of the
easement and label the easement on the plans.
Water, Roger Buffington, 970-221-6854
1. The existing water service stubbed into the site is a 2-inch. The size of service may
be reduced to a 1-inch between the curb stop and meter pit.
• A reducer has been added between the curb stop and meter pit.
2. The meter pit must be within 2 feet of the existing curb stop.
• The meter pit has been moved and is to be place within 2-feet of existing
curb stop.
3. On the 6-inch water main stubbed into the site, there is only one existing 6-inch valve
located adjacent to the 8-inch main in the drive.
• The valve symbol has been removed.
4. Label the sewer service clean -outs as "traffic rated".
• Clean -outs are called out to be traffic rated.
5. Add the following City standard details to the utility plans:
Water service, Meter pit, Thrust blocks, Fire hydrant and Traffic rated clean -out.
• The above City details have been added to sheet C6.90.
6. Label all water main valves, fittings, etc., etc.
• All appurtenances have been labeled with appropriate construction notes.

CLC Associates, has completed our revisions for the proposed Chase Bank located in
the Front Range Village, Lot 5, based upon the comments received from the City. The
following are the responses to the review comments on the aforementioned plans.
Current Planning, Ted Shepard, 970-221-6343 1. On the cover sheet, under the Gross
Leasable Area table, it is not clear that the data represents the entire shopping center
(as it is approved to date). Instead of "Area Prior to Chase Including Lot 7," please
substitute "Existing Shopping Center Total Including Lot 7:..." Then in the line below
should read "Proposed Shopping Center Total Including Lot 5 (4,212)..."

2. On the cover sheet, under Parking Data Table, please delete the first line as we do
not assess shopping center pads on a per pad basis.

3. Construction time restrictions:
4. The applicant understands that additional permits may be required for this development project
and the applicant shall secure those permits directly from the issuing departments.
5. This permit, along with a complete set of all approved plans and documents for this project
(utility plans, site plan, landscape plan, development agreement, soils report, pavement design, traffic
study, drainage report, plat easements and any other official documents), shall be kept on the
development site available for use by City staff doing inspections.
6. Permit Expiration (in accordance with Section 29-12 of the Transitional Land Use Regulations or
Section 2.6.3(K) of the Land Use Code, whichever is applicable):
a. If construction has not begun within sixty (60) days from the date of issuance of this
permit, this permit shall expire and the applicant will forfeit the permit fee paid for this
permit, whereupon the applicant must re -apply for a new permit.
b. In addition, this permit shall expire one year from the date of issuance. The applicant
may apply for an extension by reapplication at least two weeks prior to the expiration date.
Such application shall contain information sufficient to justify the granting of the extension.
An extension may be granted for up to six months.
7. Building permits and certificates of occupancy will only be issued when all conditions contained
in the Development Agreement and Sections 3.3.2(C) and (D) of the Land Use Code or Sections 29-
678 and 29-679 of the Transitional Land Use Regulations, whichever is applicable, are met. If the
Development Agreement does not specify times for completion of public improvements, or if there is
no Development Agreement, then the improvement requirements specified in Section 24-95 of the
City Code shall apply, which provides that construction of all improvements shall be required prior
to the time of issuance of the first building permit.
8. Acceptance by the City of the public improvements shall be after (1) final inspection has been
conducted by the City; (2) punch list items from the final inspection are completed and accepted by
the City; and (3) required certifications from the licensed professional engineer that improvements
are completed to City standards, specifications and approved Utility Plans; and the "as -constructed"
plans have been received and accepted by the City.
9. The warranty on street improvements is for five (5) years from the date of acceptance by the City
of the completed improvements, in accordance with Sections 29-13 and 29-14 of the Transitional
Land Use Regulations and/or Sections 2.2.3(C)(3)(g), 3.3.1(C)(2), and 3.3.2(C) of the Land Use
Code, as applicable.
10. The City Erosion Control Inspector must be notified at least twenty-four (24) hours prior to any

planned construction on this project. All required perimeter silt fencing and other erosion/sediment
control best management practices (BMP's) that can be installed prior to construction must be in
place and inspected by the City Erosion Control Inspector before any land disturbing activity begins.
11. No work (including grading) shall be started in State Highway right-of-way until a permit is
issued by the Colorado Department of Transportation to allow such work to begin.
