RE: Harmony Road Horizontal Alignment
Dear Dave:
Attached you will find an AutoCAD r14 file containing the City's desired horizontal alignment for
Harmony Road from Lemay Avenue to I-25. The centerline shown in the drawing is described with
bearings and offsets from both the section and quarter corners along the alignment. The drawing is on the
City's coordinate base for Harmony Road, therefore you may have to move and rotate the drawing to fit
your development plans. You will find that all of the intersection geometries are shown for the major
intersections along the alignment. However, they shall be considered accurate only in concept. Existing
structures, topography and monuments were not obtained in developing the alignments of the intersecting
streets such as Lemay Ave., Timberline Road and County Road No. 9. Therefore, it will be your
responsibility to design the proper setbacks for your developments along these roadways as they would
relate to the existing conditions keeping the proper geometries in mind as shown the drawing. Also all
turning movements and radii should be designed for each intersection layout. The following is a list of the
file information as well as layer names that will assist you in manipulating the file.

Dave,
As we discussed at yesterday's meeting, here are my concerns/issues regarding the design of Harmony
Road- I agree with the group that these issues are pressing due to the recent development surge along
the corridor, so hopefully we can get some direction in how to proceed to resolve these issues as soon as
possible.
1) Design of medians
` want to make sure that they are wide enough at the'noses" to serve as practical pedestrian refuge
areas.
concern with how snow removal/storage will be done to make sure that snow is not piled in the bikelanes
according to CDOT they prefer to store snow in the medians rather than to the outside.
concern that with the needed taper and storage lengths for left turn access points, that the median will
only be a very narrow "ribbon" and actually look like College Ave or worse (defeats any hope of having a
boulevard type concept for Harmony - it will just look like any other urban arterial.)
` maintenance issues are complex - policy level implications between the City and CDOT. Now may be
the time to push for a "trade" between the City/CDOT - for CR32 being the state hwy and Harmony
becoming a local roadway.
2) Work that we're trying to start on revising the access control plan - I should have a draft RFP out to you
all by today or Monday.
3) When/if the speed limits change on Harmony - how will this impact the needs for design? Who will
make this call - the City or CDOT?
4) Need to better define where current and future bus stop locations need to be in regards to bus pull outs
and pedestrian access.
5) Major reconstruction is needed along Harmony east of Cambridge to CR7 due to sub -standard
conditions with existing vertical and horizontal design - this could dramatically impact ROW needs in this
area.
6) How will double lefts at several of the intersections along Harmony be accommodated? Need to
incorporate through bikelanes at the intersections and provide for as many ped-related improvements as
possible (not just at these intersections, but others as well)
7) For the very long range - I think it wouldn't hurt to look at potential sites for a pedestrian overpass along
Harmony Road.
As an FYI, the new portion of Harmony Road from CR7 to the interchange will include the full six lane
cross-section, with bikelanes and sidewalks - so this design should be used to set the alignment of
Harmony Road west of CR7.
The City has submitted a project to the North Front Range Council (MPO) to find funding for a design
project for Harmony - but who knows when or if this project will actually be funded so it may not be able to
solve the immediate pressing need for answers but it could help with longer term improvements.
I can imagine that there are many other concerns from a Traffic and Engineering perspective - these are

determined the datum/centerline along Harmony Road, this Development is proceeding
at some risk in the fact that the determination of the datum line may adversely affect
the location of buildings, setbacks, and landscaping. Once the datum line has been
determined, more formal and accurate comments will be made.
J The 3/4 access along Harmony Road has been approved by the State. Therefore, you may
proceed with the design of that access.

Please have the developer remove the "enhanced " crosswalks along Harmony Road at Timberline. The W�
enhanced x-walk can remain along Timberline. /
The construction of the x-walk requires they be built one lane at a time. This type of construction lends
itself to differential settlements/heaving, water infiltration, etc.....
On a high speed facility such as Harmony Road, these types of x-walks are not considered safe. Painted
x-walks are the preferred alternative. This logic was also used with Celestica.

Re: Harmony Village Roadway Improvements
Dear David:
This letter is in response to the meeting City of Fort Collins' staff had with Tess Jones from the
Colorado Department of Transportation (CDOT) Thursday, June 25, 1998. The items that we
discussed were the necessary roadway improvements required of this development along Harmony
Road and Timberline Road. Please be aware that the items listed below are preliminary concerns
based on the conceptual drawings your office submitted for the Harmony Road/Timberline Road
intersection. We will make more formal comments once your office officially submits the utility
plans for review again.
The following is a list of comments and concerns made by City staff:
1. After reviewing the preliminary design of Harmony Road, i.e., the ultimate lane
configurations atthe intersection of Harmony Road and Timberline Road, it appears
that beginning your improvements from the north edge of the existing median will
suffice.
2. The City requires intersection improvements at the intersection of Harmony Road
and Timberline Road. Both developments (Harmony Village and PVH) are
responsible for these improvements. Therefore, it is the recommendation of City
staff that you coordinate your design with The Sear -Brown Group and include the
design in the set of utility plans for each development. We would like to see the
design of the intersection cover the following area:
a. east leg - 1000 feet
b. north leg - to Milestone Drive
C. west leg - 1000 feet

3. Please design the medians in both Harmony Road and Timberline Road so that
they provide pedestrian refuge for those who wish to cross the street. Account for
vehicle turning movements your design.
4. The placement of the proposed bike lanes on Harmony Road will need to comply
with the bike lane work currently underway by the City. Please contact Kathleen
Reavis regarding the alignment and any other details you might need for your
design.
5. At this time, City staff is not in favor of the main entrance to the site. If this street
is going to function as a public street, you must design it like a public street. The

public/private street connection from the Harmony Crossing subdivision needs
redesigning. We may want to coordinate a time to where you can sit in on our
Transportation Coordination meeting to discuss different design options.
5. Please be aware that the State is currently in the process of adopting a new State
Highway Access Code (SHAC). They anticipate they will approve and adopt the
new code at the end of August. Once that happens you will need to meet the
requirements listed in that document. It looks as though Harmony Road is going to
be classified as an NR-B road. For an NR-B > 40 mph, use the following criteria
(these figures are subject to change at the time the State adopts the new (SHAG)):
a. Both right turn and left turn deceleration lane lengths are 500 feet
(including the taper length)
b. Acceleration lane length is 760 feet (including the taper length)
C. Transition taper ratio is 15:1
7. At the time I wrote this letter, I still had not heard from Tess Jones regarding the
west access off Harmony Road. During the Transportation Coordination meeting
she expressed that she still was not comfortable with the location. Her intentions
were to review the Traffic Impact Study and get back to me by Tuesday, June 30.
When I hear her decision, I will contact you.
Again, the above comments are currently the main issues City staff recognizes from the conceptual
drawings at this time. City staff will make more formal and detailed comments once you submit the
utility plans for review. I hope this letter addresses the issues you had and assists in your design.

Dear David:
Thank you for meeting with City staff on Wednesday June 10, 1998 to discuss the Harmony Road
alignment and the proposed lane configuration. As you know there are still a number of issues
that need to be resolved before the City can agree on a final design.
City staff did discuss your preliminary design at our Transportation Coordination Meeting on
Thursday June 11, 1998. City staff would like to offeryou the following comments to helpfacilitate
your effort in the design of Harmony Road:
1. Please provide City staff with the existing lane configurations as well as the ultimate
lane configurations for 1000 feet beyond the construction limits. This will need to
be prepared for both Harmony Road and Timberline Road.
2. The design of Harmony Road will need to be in conformance with the Harmony
Road Bicycle Plan and the design that is currently underway.
3. You will need to be in contact with BHA Designs, who is designing the Poudre
Valley Hospital site, to coordinate both designs so that they will work with each
other.
4. Kathleen Reavis does want the bike lanes along Harmony Road to be along the
edge of the road. At locations where Harmony Road is intersected with either a
collector street or arterial street, the bike lane will shift so as to be between the right
turn lane and the through lane. If you have questions or concerns with this
arrangement, please contact her at 224-6140.
5. The design of Harmony Road will need to be designed with the median in the
ultimate location.
6. You will need to accommodate a transit stop on Harmony Road, east of the private
drive access. Please contact Gaylene Rossiter at 221-6195 for the design
standards for such bus stops.
7. Since Harmony Road is a State Highway, your design must incorporate the State
Access Code requirements for taper lengths, storage lengths, lane lengths, variance
requests, etc.
8. It should be noted that with this project, the A -line will need to be amended. This
is done by the Developer, who deals directly with CDOT.
9. Any utility work within the Harmony Road ROW will need to be approved through
a utility construction permit. The Developer is responsible for acquiring this from
CDOT.

10. State Highway Access Permits will need to be acquired for the two accesses along
Harmony Road, the private drive and Timberline Road, prior to any construction
within the ROW. It is currently being negotiated with the CDOT on whether the City
processes the applications or the State. More information will be provided at a
future date.
The above comments are preliminary at this time. There will be additional comments from both
City and State staff once utility plans are submitted for review.

types of ramps provide a more direct connection with the crosswalks and they direct
