Box 580 Fort Collins, CO 80522-0580 Re: Richard's Lake PUD, Filing 1 Re -Subdivision of Lots 8-10 The undersigned reviewed utility record drawings provided by Nolte and Associates and field data obtained by Inter -Mountain Engineering's survey crew regarding existing utility services in and around Richard's Lake PUD, Filing 1, lots 8-10. Based on that information, water and sewer services are provided to each, revised lot 8-10. There is no visible evidence of existing utilities in the utility easements being vacated by the re - subdivision plat. The overlot grading and drainage modifications associated with the re -subdivision were submitted to (with the enclosed letter stating that there is no substantial effect on drainage due to the overlot grading modifications) and approved by City staff on 5-6-03. To facilitate your review and approval of the re -subdivision plat, both sheets C19 (the affected overlot grading plan) and C50 (the developed drainage plan) were revised again (revisions 6 and 10, respectively), to show the re -subdivided lot lines only. Box 580 Fort Collins, CO 80522-0580 Dear Mr. Hamdan: In October 2002 representatives of City staff, the developer of Richard's Lake PUD, Charter Homes and Inter -Mountain Engineering met to discuss proposed revisions to the overlot grading plans for Richarj:s Lake PUD. The revisions are intended to accotmnodate placement of Charter Homes products on Lots 8-27, 236-244, 250-258, and 271-281. City staffgenerally supported the proposed changes but asked that IIvIE re- calculate the contributing drainage areas for affected sub -basins and basins and submit a statement with the proposed revisions certifying that the proposed overlot grading changes would not result in any substantial affect to drainage in the PUD. Copies of the proposed revisions including overlot grading plan sheets C18 and C19 and developed drainage plan sheet C50 (indicating the recalculated contributing areas) are enclosed. As you can see, the contributing area of the basins changed less than 1% from those indicated in the approved Master Drainage Study (July 2000) and letter revision (October 2001). In most cases, the contributing area of affected sub -basins changed less than 10%. However, in sub -basins 208, 304, 309, 409, and 411, where the increase in contributing area was greater than 10%, IME estimated the increased flows on a percentage basis, and verified that the planned street, inlet, and pipe capacities met the requirements of the City's Storm Drainage Design Criteria and Construction Standards. (Because the changes are relatively minor, we did not revise the model input to the UD-SWMM.) On this basis, there is no substantial effect on drainage in the PUD as a result of the proposed overlot grading modifications.
