Staff has reviewed the tts Subdivision and has the following comments:
1. Apparently, there exists a written agreement between the landowner to
the east and this owner which shows access to the two properties. This
fact needs to be acknowledged on the plat. Staff has concern over
granting an access for this proposed unit onto Prospect Street.
2. Corners on the plat need to be monumented.
3. The Light and Power Department requires a 15-foot easement along Shields
Street.
4. This property owner will have to participate in future improvements to
the intersection and to Shields and Prospect Street.
5. The Fire Department requests a hydrant on the corner of Shields and
Prospect Street.
6. According to City subdivision requirements, lots adjacent to an arterial
street must have a minimum depth of 150-feet.
7. Staff has concerns regarding the location of the proposed structure and
landscaping as it impacts the Landmark PUD. These two items should be
addressed on a site plan.
This item is scheduled to be considered by the Planning and Zoning Board on
September 27, 1982. Requested revisions to the plat are to be submitted to
the Planning office by Friday, September 10, 1982.

Re: Watts Subdivision Detention Requirements
Dear Phil:
Watts Subdivision is an eight acre, one lot subdivision.
Proposed improvements at the site consist of one single
family residence. The developer's plans call for eventual
replatting as a PUD which will incorporate this house.
One house on eight acres is a very small increase in imper-
viousness. Because of this we request that detention
requirements be waived until such time that the site is
developed to a higher density.

Dear Mr. Blackwell,
Regarding your request for a variance in the detention requirements
for Watts Subdivision, an eight acre; one lot subdivision located at
the southeast corner of Prospect Road and Shields Street, I have the
following camients .
As I understand it, the only improvements proposed at this time consist
of one single family residence with no additional improvements scheduled
until the parcel is replatted at a future date.
Since one single family residence should not adversely affect the
historic:-1 runoff from the site, I see no problem with your request.
Your request for a variance in the detention requirements for
Watts Subdivision is hereby approved provided the following conditions
be met.
The final site grading for the single family residence be done in such
a manner so as not to create point discharge and thus cause erosion
problems..
