Dear Mr. Shupe:
Staff has reviewed the request for Sfrhstone Village Third Filing final P.U.D.
and plat and offers the following comments:
1. As of January 1, 1988, State law now requires a notice of vested rights be
posted in the newspaper both prior to and after the public hearing. To
provide this service and to pay for advertising costs, the Planning
Department has raised the application fee for final plats and P.U.D.'s an
extra $50. Please remit $50 to the Planning Department for Sunstone
Third Filing.
2. City Code requires that a list of property owners within a minimum
distance of 500 feet (exclusive of right-of-way) be provided to the
Planning Department as part of a P.U.D. submittal. This list of affected
property owners must be current within 30 days. Please provide a list on
an 8 1/2 x 11 sheet of sticky back mailing labels as soon as possible.
3. Staff received a plat, a landscape plan, and architectural elevations but no
P.U.D. site plant A separate site plan must be submitted. This sheet
must contain the information provided in Section G of the Land Develop-
ment Guidance System, beginning on page 46. Specifically, the P.U.D.
should contain the. following information:
Number of lots
Total acres
Dwelling units per acre
Type of residential units

Average lot size
Existing zoning
Percentage and square footage of building coverage
Percentage and square footage of driveway and parking
Percentage and square footage of public street right-of-way
Lot "typical" showing allowable setbacks
Brief legal description
All appropriate signature blocks
Adjacent uses and zoning within 150 feet at same scale
4. Please label the sheets 1 of 3, 2 of 3, etc.
5. The title of the P.U.D. should also appear in the lower right corner.
6. Both the P.U.D. site plan and the plat should contain a vicinity map
showing a distance of at least one mile.
7. Please indicate on the site plan the fencing detail that will be allowed
along Caribou Drive. This should be done with a fencing schematic.
8. At the time final documents are due, please submit the architectural
elevations on 24 x 36.
9. Please add the following note to the landscape plan:
"All landscaping must be installed prior to issuance of a certificate of
occupancy or secured with an irrevocable letter of credit, performance
bond, or escrow account for 125% of the valuation of the landscape
improvements."

The
6 foot wide bicycle/pedestrian path is
an appropriate width.
11.
The
seed mixture for the drainage swale is
appropriate.
12.
The
elimination of the gravel shoulder for
the path is appropriate.
13. The timing of construction of the path must be addressed with this Third
Filing. Since this filing is adjacent to the path, it therefore "triggers" the
construction as per the agreement made at the time the Second Filing was
granted final approval. Staff feels that it would best serve the present
and future residents that the entire path be constructed from Caribou to
the west property line with the Third Filing. This would avoid a par-
tially built path that would go nowhere and would serve the elementary
school.
14. Engineering and storm drainage comments will be sent under separate
cover.

In order to stay on schedule for the May 2-3, 1988 Planning and Zoning Board
hearing, please note the following deadlines:
Plan revisions are due May 5, 1988.
PAIT's, colored renderings and 10 prints are due May 16, 1988.
Final documents are due May 19, 1988.
