Guidelines.
• Please show how flow is conveyed when leaving the parking lot; the plan gives the
appearance that ponding will occur at locations in the parking tot.
• It was previously noted on the site plan that Poudre Fire Authority might have an issue with a
drive aisle less than 20 feet because of the canopy not being high enough for a emergency
vehicle to pass under. For this submittal, the canopy has been reduced to allow for an
unobstructed 20' aisle width. In subsequent discussions with Ron Gonzales about this
project, he indicated that the previous site plan was sufficient from this regard; therefore, the
canopy can be brought back to the original length if desired.

revised uses for the Harmony Safeway Center. The square footage given appears to coincide,
and was intended for, lot 5. the proposed Blockbuster Video development. The restaurant
usage in this report should be explained.
Submit a Utility Plan developed by a licensed professional engineer, indicating existing and
proposed utilities and elevations in relationship to the site design and layout.
Submit an update to the overall development Drainage Plan.
Site and Landscape Plan
• It appears that the proposed building will be placed partially over an "Emergency Access &
Utility Easement' with an existing water service within that easement. A request for
vacation of the easement in conflict, or a re -plat of the Harmony Market Center shall be
provided to Engineering.
• As it appears that the existing water service is in conflict with this development proposal,
unless demonstrated otherwise, relocate the water facility to a more suitable location within a
granted utility easement.
• Provide for on -site bicycle parking.

and gutter is shown as being added in front of the shelter — this should not be used as it is not
consistent with the Harmony Corridor Plan unless viewed as needed from Transfort for their
respective guidelines and standards. This detail should be incorporated into the plans and agreed
upon in concept by the appropriate City departments prior to mylar submittal.
2. The General Notes for the utility plan set have been revised (again). These notes have been
electronically mailed to the Engineer.

2. Per discussion with Transfort and Transportation Planning, the bus shelter should be located west of
the proposed location, to provide a more direct and centralized connection to the anchor Safeway
Store as well as interact more closely with the multi -family development(s) to the west. A culvert or
bridge crossing of the swale should be provided. Offsite easements may be required with this
connection. Coordinate the design with Transfort and provide the necessary details for this
construction on the utility plan set.
3. Letter(s) of intent are required for offsite easements needed for the project prior to a hearing.

Utility Plan:
I . The top sheet of the utility plan should have a title in the top center, with the drawing on a different
sheet and the Index of Sheets should be displayed more prominently.
2. The tower structure/picnic table appears to encroach upon a utility easement. The trash enclosure
also appears to encroach on an existing easement. The air and vacuum as well as the telephone and
trash on the concrete pads appear to encroach on an 80' easement for drainage, pedestrian &
landscaping. A portion of various utility easements need to be vacated in order to allow any
structures.
3. Easements may need to be dedicated for the extension of water and sewer service. (It is
recommended that because of potential numerous vacations/dedications of easements that a replat of
the property is done, verses dedication/vacation by separate documents.)

The process for amending the Harmony Road Access Control Plan requires both
City Council action and action on the part of the C.D.O.T. The Plan must be
amended by both parties before any application for an Access Permit can be
made. The process for amending an access control plan can be lengthy. Eric
Bracke of the City's Transportation Division has taken amendments to the South
College Avenue Access Control Plan to the State in the past. Eric may be able
to provide the applicant with more detailed discussion of the steps in the process
and the probable timeframe involved.
DRAINAGE REPORT:
❖ Detailed comments on the drainage report and plans will be provided by the
Stormwater Utility. However, please note that the grading and detention along
Harmony Road may be very significantly impacted by the outcome of the issues
surrounding the Harmony Road access described above. For example, if the
access is allowed by the C.D.O.T., additional right-of-way dedication and
construction of auxiliary turn lane(s) may be required which would alter the
grading and reduce the proposed detention area.
❖ If the driveway on Harmony Road is allowed, the culverts under the proposed
driveway will need to be extended and grading modified so that the 8' wide
public sidewalk on Harmony intersects at the curb return of the driveway instead
of back inside the driveway as currently proposed (see redlined plans).
The new transmission water main along Harmony Road in the 80' easement may
conflict with the proposed detention ponds. There may be problems with
adequate cover for the water line.
SITE PLAN

bump -outs" at Monte Carlo and McMurry including spot elevations,
striping, profiles, and cross sections through the intersection to show there
are no flat spots, etc. Need to see cross sections of the actual street to
see where the crown of the roadway will be - or is the entire roadway
being reconstructed to put the crown in the center ? Will cover over the
utilities be adequate ? Need detail on the vertical and horizontal
separation of all utilities from existing/proposed grade, from each other,
and from the curb line and landscaping. Which direction will the sidewalk
and parkway strip drain ? Are easements needed to do the reconstruction
on the north side and/or for utilities and drainage? There are major
problems with the location of the existing water and sewer mains in
relation to the new proposed curb line. Once the engineer has spent
some time designing the street narrowing and providing a sufficient level
of detail to review the proposed design, it will be necessary to distribute
revised utility, site, and landscape plans again to all utility agencies and
have a utility coordination meeting after they have had time to conduct a
detailed review of the plans. There are likely to be conflicts between
utilities and the landscaping proposed along the parkway. In general, due
to the complexities of the proposed changes to Monte Carlo Drive, the
utility plans are not up to the level of design necessary to conduct a
complete review.
• Additional easement and r.o.w. dedication may be necessary to accommodate
the ultimate design for Monte Carlo both on -site and off -site.
• Be sure the intersection of Monte Carlo and McMurry is designed so that
pedestrian crossings and ramps are at locations where vehicles will not be
blocking the crosswalk areas. Show the signing and striping at the intersection.
• Signing and striping plans are required for streets, driveways, and intersections
adjacent to the site. In particular, for Harmony, Wheaton, McMurry, and at the
intersections and driveway entrances.
