The proposed application is to divide a 22.533 acre parcel (Tract D of the Homestead.
Pt into 30 lots ranging in area from 0.506 acres to 0.734 acres. The development
proposal will contain approximately 3.373 acres of area in outlot open space, 2-443 acres
of area in street ROW and 17.013 acres of area in 30 lots.
As proposed. the Hearthside PUD will be served by public sewer and water services as
letter of commitment from applicable utility providers show- Electrical service will be
provided through Xcell Energy or The City of Fort Collins Light and Power. Poudre Fire
Authority will provide fire protection with emergency access easements along the south
border for access until the road to the south is connected to future development. A gate
or barricade will restrict traffic to emergency vehicles only.
The relatively flat parcel will be graded to allow for some contouring between lots that
back up to each other- The Muskrat irrigation ditch will be relocated underground around
the south and east property lines through proposed easements. The site borders and will
use the common streets of Hearthstone Drive and Cornerstone Drive which currently
access off' of County Road 36. New access off of County Road 9 on Hearthside Drive
will be added. Existing trees not posing a safety concern will be maintained in
compliance with the Tree study and report by Dr. Lynch.
The topography of the site is northeasterly towards County Road 9. Along the southern
and eastern boundary is rural residential/agricultural land. To the west of the site is
existing residential homes and to the north is a developing urban residential development -

1 am sorry for the muddy streets you are enduring in association with the construction activity in the
Homestead development. "Homestead Filing 2" is a development project recently annexed into the City
in April. The First filing was developed years ago in the County, and is not yet annexed, so you
apparently live in the part of this development which is still outside the City limits, right next to the new
development activity.
Unfortunately, the "Filing 2" new project is plagued by soil problems where the new streets are being
built, and the recent rainy weather has further compounded the developer's and contractor's problems in
getting the subgrade stabilized so that the streets can be paved. This has slowed the project unexpectedly,
and the weather issues additionally aggravated the situation.
The contractor who is working for the developer told our City inspector on the project that they plan to
begin removing the bad, organic soils next week, and replacing the street subgrade material with an
approved road base material. This should stabilize the subgrade, and the street paving can then follow in
the middle or latter half of June.
Again, 1 am sorry you experienced these problems associated with the Homestead development. Once the
streets are paved, the situation should improve, although you should expect that home-building activity
will continue to impact that area for some time to come. If there is anything the City can do to help,
please do not hesitate to let me know.
