The proposed development meets the following City Plan principles and policies: ➢ This development is proposed to serve the future compact urban forms of the area. The proposal is located on a site generally surrounded by future development, along a potential transit corridor. The project is also within walking distance of existing and future residential neighborhoods to the north, east and west and is located within a proposed subdivision. (Principle LU-1 8c Policy LU-1.1) ➢ Public sidewalks surround the site on three sides. Adequate pedestrian connections to public walks are proposed to the north and east sides of the building. (Principle T-5) ➢ The building entrance is visible to passers-by and visitors through the use of architectural features such as a foyer that project from the exterior wall, windows and a glass store front affect and the proximity to the proposed parking lot. Direct pedestrian access from the street is provided to the building. (Policy T-5.2) > The architecture proposed has been designed to be sensitive to the residential character of the Westchase neighborhood while allowing the structure to function as a fire station. The structure will achieve this character with a brick wainscot with neutral colored siding similar to that proposed in the surrounding neighborhood. The structure also incorporates multiple roof heights and large eaves to immolate a residential structure. (Principle CAD-3 &, Policy CAD-3.1 and 3.2) ➢ The site lighting is designed to provide a safe and comfortable level of light on the site, while being sensitive to the adjacent residences. (Policy CAD-4.2) Description of proposed open space, buffering, landscaping, circulation, transition areas, wetlands and natural areas on site and in the general vicinity of the project. Streets border this site on three sides. Timberline Road borders the western side, Westchase Road lies to the north and Carmichael Street borders the eastern side of the project. An access easement also straddles the southern property line. d F NOTE: LIMITS OF STREET CUT ARE EXISTING STOP SIGN q / APPROXIMATE. Fort Collins, Colorado CTUT Job NO. Slotted PVC pips was Installed In 24 borings drilled on March 8 and July 22, 2002. Nineteen (19) of the borings ware locatad on lots owned by Ryland Homes, and five (5) were located on the adjacent property approximately 100 feet north of the property line. The approximate locations of the borings are shown on Figure 1. Groundwater measurements were taken betwoon March 8, 2002 and August 5, 2002, and ware used to estimate the depth to the groundwater surface and the elevation of the groundwater surface as shown on Figures 1 and 2, respectively. $hollow groundwater was encountered during our soils and foundation investigations for residential lots within the northern portion of the West Chase Subdivision. An underdrain system was designed and constructed below the sewer system for the subdivision, and subsequent Investigations Indicate that In general, water levels are dropping across the site. However, our Investigation suggests that groundwater Is flowing from northeast to southwest onto the site. Therefore the lots that form the northern border of the subdivision are not protected from groundwater flowing from the north. Groundwater was observed In the excavation on Lot 5, Block 3, and we believe shallow groundwater may also affect Lots 1 through 4, Lot 8, and Lot 7, Block 3; and Lots 9 -12, Block 2. We determined the flow to be primarily from the north and northwest I believe the water is following it's historical path along a swale or drainage feature that existed along the northern boundary of the subdivision prior to development of the site There are existing Cottonwood trees east and west of the property and the ditch still exists to the east. We were told by a contractor that the ditch previously flowed through the site We have seen evidence of the cottonwood trees that previously occupied the area but were removed as part of the development. We further understand that utility construction on the property to the north has not encountered much water, which further supports the hypothesis that the water is flowing from northwest to southeast in the previous drainage feature. We sized the underdrain for the subject lots assuming a coefficient of permeability of 1 x 10-4 cm/sec for site soils, a minimum slope of 0.5 percent for the pipe, and a minimum pipe diameter of 4 inches. Assuming a half -full pipe, our calculations show the 4 inch diameter pipe could effectively dewater approximately 50 lots ThomasA. Colnr, da xoz,v TrL 3o i.yigioi<, I„x_ ioi 014 "1' This letter is to request for variance to Fort Collins' standard street cross-section for portions of the public sidewalk to be attached rather than detached. Fort Collins' Sanitation District requires 10-feet of separation between water, sanitary sewer and storm sewer lines. In addition water and sanitary sewer lines are to be placed 5-feet from the centerline of the road. To satisfy both criteria for stone sewer, Type R curb inlets are the most feasible solution. By using Type R curb inlets, the storm sewer pipe is primarily behind the curb and gutter. The landscaping plan, however, calls for trees to be placed in the area between the curb and gutter and the detached sidewalk_ It is undesirable to plant trees above storm sewer pipe, and therefore our proposal is to have an attached sidewalk in these storm sewer areas (please see the attached exhibits). (at An attached sidewalk will still provide a minimum f 4.5 eetf om the back of the sidewalk to the public right-of-way, and more than adequate room for othe sties and landscaping. First, if the Leistikow Property is not developed in five years, the street stub does not appear to benefit his future development The reason is that any asphalt that is constructed will more than likely fail from not being used for several years, and the curb returns may potentially have to be reconstructed, depending on the future street design for Carmichael Street. If the Leistikow Property were to redevelop within five years, the street stub may make sense if there is a way to determine the appropriate elevations for the curb returns The City is supportive of the street connection at the time the Leistikow Property redevelops. The major comments that I have accumulated from City staff include: • The interim design of Timberline Road should follow a straight alignment along the section line and include two 8' bike lanes, two 12' travel lanes (one in each direction), and one 12' reversible turn lane, which totals a 52' wide pavement section. Additional width would need to be provided in areas where right turn lanes are necessary. The locations of any right turn lanes will be determined by the Traffic Impact Study (TIS). The design for the ultimate improvements needs to follow what you are proposing on the attached plans. Ultimately the City wants Timberline Road to be as straight as possible. In the future when the City improves this stretch of Timberline to its ultimate cross section the trees that we are currently trying to save will be re-evaluated. If it is determined that the trees still need to be saved, then the City will have the room to meander the road around them. On the other hand, if the City determines that the trees can be removed, they will construct Timberline Road with a straight alignment that will generally follow the section line. • Regarding the design that your office submitted for review, please eliminate the "broken back" curve as marked on the plans. The City would like to see one large curve with an arc length of at least 400 feet (whatever radius provides that arc length). Center the arc at the intersection of the two streets. Please provide flowline and centerline curve information for all of the curves. The information should include the arc length, radius, tangent length and angle. It may be easier to provide a table with all of this information. • For all of the PC's and PT's, please provide stations and elevations. 281 North College Avenue • P.O. Also show the location of the crosswalks. • Please verify that the lane lengths and taper lengths meet the requirements for peak hour turning movements stated in the TIS. The taper lengths will need to be designed for a 50-mph design speed. • At signalized intersections, bike lanes "shift" to the left between the right turn lane and travel lane. Please modify the plans as such. • Cross sections will need to show both interim and ultimate improvements as previously stated in the last round of comments. • Comments stated in the last round of review will still need to be addressed. I hope the above comments help you in your design of Timberline Road and will help expedite the approval of this project. Additional comments may be forthcoming upon the resubmittal of the utility plans. However, I feel we are making progress on establishing an appropriate design of Timberline Road. Colorado 80522-1190 (970) 498-5700 FAX (970) 498-7986 MEMO TO: Matt Lafferty, Latimer County Planning Department FROM: Sylvester Mabry DATE: April 17, 2000 SUBJECT: WestchasePUD — Final (SW'/408-06-68) Development review staff from this office have reviewed the materials submitted for this proposal and the following comments were noted: Transportation • Offsite improvements to the nearest improved arterial in accordance with the IGA will be required along with the recommended short-term improvements to the intersection of Timberline and Trilby Road by the Transportation Impact Study. The improvements required to be constructed with this project include a 36' wide pavement section to the Willow Springs Subdivision to the north. This 36' wide section shall include two 12' travel lanes and two 6' bike lanes. The TIS improvements to be constructed with this project include traffic signal installation, left turn lanes on all legs, and a southbound right turn lane. • Trilby Road is a collector. Please provide a cross-section in the plans for its design, especially at the intersection of Timberline. According to the City of Fort Collins, 83' of right-of-way is necessary to accommodate the road cross-section and the proposed trail. All internal roads should be designed as Local Roads, except the north -south street. This street should be designed as a Connector according to the current City of Fort Collins standards. • Please provide the interim improvements and the ultimate improvements to Timberline Road as two separate designs in the plans. • The Timberline and Trilby Road designs should extend 1000' west and south of their intersection. • Transportation Capital Expansion Fees will be required at the time of building permit issuance in accordance with duly enacted transportation capital expansion fee regulations then in effect. Stormwater • Drainage Fees will be collected by the Building Department at the time of building permit issuance for each lot in accordance with the drainage fees in effect at the time of building permit issuance. Conclusions This office has met with the City of Fort Collins to go over their comments for this project. We support their concerns and would like the applicant's consultant to address their issues regarding transportation and drainage in the next submittal. For follow-up written acknowledgments or comments, we expect that the applicant will address their comments to the Planning Department who will forward them to the Engineering Department. Therefore, the design of this development needs to comply with the FCRA Plan and the standards stated in the Intergovernmental Agreement (IGA). The City is recommending that the County and City work closely on the review of this project. • Timberline Road is classified as a Major Arterial Street on the City's Master Street Plan. ROW dedication along the frontage needs to be in accordance with the City's Major Arterial Street standards. A total of 70.5 feet of ROW is needed from the center of the. Additional ROW may be needed once the alignment of Timberline Road has been established. • Trilby Road is classified as a Collector Street without parking. ROW dedication along the frontage of this property needs to be in accordance with the City's Collector without Parking Street standards. See the Westchase PUD utility plans for the dimensions. • Utility easements will need to be dedicated per the City's Standards for a Major Arterial Street and Collector Without Parking Street. • Because Timberline Road is classified as a Major Arterial Street, the City requires a design of both the interim and ultimate improvements to the road. ST5 — ST8 (Trilby Road): 23. Please show l:he extend of pavement improvements for Timberline Road south of Trilby Road. It might be helpful to shade the interim pavement improvements on sheet ST5. 24. The drainage issue at the Trilby Road/ Carmichael Street intersection still has not been resolved. Also, the minimum flowline grade is 0.4%. 25. Please provide vertical curve information for all flowline profiles. ST9 — ST30 (Local Streets): 26. Please provide flowline vertical curves and vertical curve information as redlined throughout plan set. 27. How are you addressing the cross slopes of the flowlines with respect to the centerline? Along curves, the slopes of the flowlines will be either greater or less than the grades of the center of the road. You cannot simply offset the flowlines from the centerline by "X" feet. Please modify the profiles to reflect this. 28. The labeling of the 27' curb and gutter should be eliminated. Please label curb and gutter as drive over curb and gutter or 6" vertical curb and gutter. 29. Where streets end, you have shown how the street will tie in with the existing ground. Offsite easements will need to be acquired. Please provide the City with copies of easements between adjacent property owners. XSEC3 (Trilby Road): 30. The pavement section as shown for Tribly Road is not acceptable. At a minimum the pavement shall be provided to the centerline of the street. Phasing Plan Comments ♦ (Please see redlines on utility plan sheet PH-1.) 31. The construction of the Trilby Road transition west of Timberline Road shall be constructed as part of Phase I. 32. Temporary turnarounds will need to be constructed where indicated on the phasing plan. These turnarounds need to be designed to City standards and contained within a temporary public access easement. Easements should be written in a way that they are automatically vacated once the appropriate roads are fully constructed per the approved utility plans. The City would like to receive; copies of the recorded documents once they have been filed with the County Clerk. 33. Please show all type III barricades. Grading Comments ♦ (Please see redlines on utility plan sheets GD1 — GD9.) 34. Please provide a design of the bridge structure you are proposing. This structure may need to be load rated and documentation may need to be submitted to the City. I saw a comment that no bridge structure will be needed. What is that status of the potential bridge structure? If there is no bridge :structure, then provide a cross section of the trail showing the storm drainage crossing. 35. The proposed contours on the grading plan show that offsite easements will need to be acquired for offsite grading, construction, slopes, etc. Please provide the City with copies of any offsite easements that are needed. Development Review Comments — Page 2 JE^jCOUNTY REFERAL &&A=1 COMMENT SHEET City of Fort Collins Current Planning; COMMENTS TO: Matt Lafferty FROM: ENGINEERING TYPE OF MEETING: Board of County Commissioners PROJECT: Westchase P.U.D. — Declaration of Covenants, Conditions and Restrictions and Subdivision Development Agreement THRU: City of Fort Collins Planing Department PLANNER: Troy Jones December 11, 2000 The city Engineering Department has a variety of concerns ranging from the Timberline Road improvements to the county's warranty for improvements. It might be beneficial to discuss all the issues in our next meeting, but for now see the marked up Subdivision Development Agreements and the comments made below. 1. The city does not want to see the CMAQ bike lane project referenced in this agreement. It was always anticipated that Westchase would construct Timberline Road prior to the first building permit. Now they are given two years. 2. The city has concerns with being obligated to reimburse the Developer for offsite improvements. This is not apart of city policy. Also, the city has concerns about reimbursing the Developer for constructing street improvements in order for the annexation to occur. The city's position is that reimbursement may only occur if the development pays development impact fees to the city at the time of building permit. Therefore, we believe that language should be added that states no building permits shall be issued to this development until the development is annexed into the city. Also, the city's standards differentiates between adjacent and offsite improvements. It would beneficial to do that with the Timberline Road improvements. 3. The city would like to implement our Development Construction Permit, in order to collect inspection fees and hold the warranty. Is it possible to add language that states, "upon annexation to the city, the city's development construction permit shall be followed and following completion of all public infrastructure improvements, the Developer shall continue to have responsibility for maintenance and repair of said improvements in accordance with Sections 2.2.3, 3.3.1 and 3.3.2 of the city's Land Use Code."? 4. The statement added to the sentence above should (or could) be added in various parts of the development agreement. In our next meeting we should discus , hat sections it might work to add that language. Date: December 19. 2000 Signature: PLEASE SEND COPIES OF MARKED REVISIONS 10 Plat 2 Site 2 Utility 2 Landscape 11 Drainage Report ❑ NO CO ENTS-SUBMIT MYLARS In Paragraph 21(a), the Developer is given building permits when improvements are completed adjacent to the specific lots. The city would like the installation and initial approval of curb, clutter and sidewalk prior to the issuance of a building permit. Also, this paragraph references Paragraph 10 regarding building permits after completion of the improvements for Timberline Road, but in neither paragraph does the language state when those improvements have to be completed. PLEASE REFER TO THE ACTUAL REDLINED PLANS FOR ADDITIONAL COMMENTS AND CONCERNS. Plat Comments • Please: include the date of preparation on the cover sheet of the plat. • Please: describe the uses/function of each Tract being platted. • A 15' utility easement needs to be dedicated along Timberline Road per the City's standards and code requirements. • A 9' utility easement needs to be dedicated along Carmichael Street per the City's standards and code requirements. • If Tract H is not being platted with this development, you will need to somehow distinguish it from the rest of the property being platted. • What happened to the 20' irrigation easement along Timberline Road that was originally shown on the first submittal? • Private: drives are not named in the City. Please remove the "Talbot Drive" name from the plat and dedicate that as a public access easement. Please; modify all utility easements along the proposed roads within this development. Typically, 9' utility easements are required to be dedicated for local and collector streets and 115' utility easements are required to be dedicated along arterial streets per the City's street standards and code. March 12, 2002 Dave Stringer City of Port Collins 281 North College Avenue Port Collins, Colorado 80524 Re: Request for Variance— Westchase P.U.D. Block 11, Lot 1 Proj: 114-22 Dear Dave: The following is a request for variances from Standard Drive Approach in Drawing 7-29 and Minimum Off Street Parking Setback Distance in Drawing 19-03 in the "Larimer County Urban Area Street Standards, March 2001". The site is proposed for Poudre Fire Authority Station #t4 and has special needs because of the nature of the facility and the requirements associated with the emergency equipment. The first variance for the drive approach is to allow for a 40' wide drive approach at the access to Westchase Road. This access will primarily be used for emergency vehicles exiting the station which will result in very low usage of this access. These vehicles will exit this access with flashing lights and sirens which will require all other vehicles and pedestrians to stop and will increase safety at this access. The variance is being requested to allow for adequate visibility and maneuverability for the fire apparatus. The width is also requested to allow the fire apparatus to safely turn and enter Westchase Road and maneuver the intersection with Timberline Road. This additional width will also allow for the ability to load hose and equipment without impacting the street traffic. The second variance for the parking setback is to allow for one parking space to be located within the 40' setback from Carmichael Street on the north side of the building. This variance is requested because of the narrow east -west dimension of the lot which is exacerbated by the encumbrance of a 20' irrigation easement on the west boundary. The variance is also requested in order to provide separation of the public parking from the fire apparatus drives and prevent pedestrians from walking in the fire apparatus drives to get to the building. The variances from the above Standards will not be detrimental to the public health, safety and welfare. Please call me with any questions or additional information that you may need for the approval of this variance. Sincerely, C' Patricia roetch, P North Star Design, Inc. ?00 Automation Drive, Unit I Windsor, Colorado 80550 9 C-686-6939 Phone • 970-686-1188 Fax • Please dedicate a 9' utility easement along Trilby Road per the City's street standards and code requirements. • All offsite ROW dedications and easement dedications will need to be approved prior to the approval of these plans. The City would also like to receive copies of easement agreements between this property and adjacent property owners for grading, construction, etc. • There are a number of areas where sight distance is a problem per the City's street standards. Please refer to the plat and address these concerns. Where the sight distance is a problem, a sight distance easement will need to be provided. Previous Utility Plan Comments • Please show all of the access ramps at the intersections of the streets and at mid -block locations. • Approach grades at the intersections of streets cannot exceed 2.0% for the first 100 feet. Please; modify the profiles as indicated on the utility plans. • Please: provide a design of the bridge structure you are proposing. This structure may need to be load rated and documentation may need to be submitted to the City. • The design of Timberline Road is missing some information. Please provide the following with the next submittal: a. proposed grade and ground lines for 1000 feet beyond the proposed construction limits. This includes the interim and ultimate improvements. b. Cross sections every 50 feet showing, but not limited to the following: existing elevations, proposed elevations, interim improvements, ultimate improvements, medians, cross slopes, catch slopes, etc. C. Enlarged detail of the intersection of Trilby Road and Timberline Road showing dimensions and lane configurations. Each development is responsible for making road improvements to the nearest improved arterial. Therefore, this development is responsible for improving Timberline Road north to the Willow Springs development. Interim improvements consist of widening the road to a 36 foot wide cross section (2-12' travel lanes and 2-6' bike lanes). New Utility Plan Comments • Please include the plat within the utility plan set. • Temporary turnarounds will need to be constructed where indicated on the phasing plan. These turnarounds need to be designed to City standards and contained within a temporary public access easement. Easements should be written in a way that they are automatically vacated once the appropriate roads are fully constructed per the approved utility plans. The City would like to receive copies of the recorded documents once they have been filed with the County Clerk. • Certain curb returns will need to be built with the appropriate phase. Please refer to the phasing plan for the curb returns in question. • The interim offsite improvements along Timberline Road will need to be constructed with Phase 1 of this development per the City Code and Land Use Code. These improvements need to be two 12' travel lanes and two 6' bike lanes and are to be constructed to the nearest improved arterial street. Development Review Comments — Page 2 • Phase 1 also needs to include any necessary improvements to the Timberline Roadlrrilby Road intersection so that the proposed improvements tie into the existing roadway in a safe manner. • You will need to contact the various utility companies and PFA to make sure they agree with the phasing being proposed. • The proposed contours on the grading plan do not tie in with the existing grades offsite. Please modify. Offsite easements will most likely need to be acquired for any offsite grading, construction, slopes, etc. Please provide the City with copies of any offsite easements that are needed. • The pedestrian crossing through the median on Carmichael Street needs to be shown on the street plan and profile sheets. Please provide a construction detail of the crossing with the appropriate elevations, dimensions, cross slopes, etc. • Please provide construction details of the areas where access ramps and inlets meet. These are typically shown at the ends of cul-de-sacs. We need t make sure they will work together in the same area. See the utility plans for the locations in question. • Please show the proposed pedestrian walk s on sheet GD-9 and the grading will work with these walks. • Provide an enlarged detail of the Timberline Road/Trilby Road intersection and show how the proposed improvements and lanes east of Timberline Road tie in with the existing road on the west side of Timberline in the interim conditions. Improvements to the intersection are most likely needed. • Please provide construction details of all of the odd intersections and sidewalk/access ramp configurations. • Please remove the existing and proposed contours from the street plan and profile sheets. • Please provide grades, vertical curve information, grade breaks, stationing, etc. along the flowline profiles. • Please: provide Type III barricades at all locations where sidewalks end. • Please modify the taper length at the north end of Timberline Road where the proposed improvements transition back to the existing road. For redirect tapers with a design speed of 50 m.p.h., the taper needs to be 50:1. • This development is responsible for the design and construction of the interim offsite roadway improvements along Timberline Road. The improvements need to entail a 36' wide section (two 12' travel lanes and two 6' bike lanes) to the nearest improved arterial. Please provide cross sections every 50 feet showing these improvements and include proposed EOA and centerline elevations, catch slopes (4:1 max.), irrigation ditches, ROW, etc. • Provide a signing and striping plan for the offsite interim improvements. • Is Transfort requiring a bus pullout on Trilby in the location shown? If so, please modify the dimensions as shown on sheet ST6. • Please: provide grades for the curb return profiles. • Not being a drainage expert, but it appears that there are on awful lot of inlets and excess pipes. Can the number of inlets be reduced so reduce cost? It just seems like the amount of inlets being proposed is overkill. What do you think? Just a suggestion. • Intersection A on sheet ST7 needs to be re -graded. It is currently trapping water in the intersection. • Please show all of the sight distant easements on the plat and plan and profile sheets where necessary. Refer to the City's street standard son how to figure the sight distant easements. • Please provide Type III barricades at the ends of all dead-end streets. Development Review Comments — Page 3 • Where streets end, you will need to show how the proposed construction will tie in with the existing ground. The maximum slope allowed is 4:1. Offsite easements will need to be acquired. Please provide the City with copies of easements between adjacent property owners. • The minimum grade along the flowline of cross pans is 0.60%. Please modify in the locations indicated on the utility plans. • Please provide cross sections in the areas indicated on sheet ST10. Include the ROW lines, proposed median flowline and flowline elevations, cross slopes, etc. • Will the median proposed for Chandler Street be a landscaped median? If so, please provide a detail of the median with splash blocks. Include dimensions, elevations, etc. Also note on the plat that it will be the responsibility of the HOA to maintain the landscaping and of the median. • Please note on the plans that the private drives will be constructed with concrete to the property lines. • Variances to the City street standards are needed for the meandering sidewalks adjacent to the streets and for the driveway cut off of Westchase Road. Please submit a letter to the City stating what standards you are varying and why you need to vary the street standards. • How are you addressing the slopes of the flowlines with respect to the centerline? Along curves, the slopes of the flowlines will be either greater or less than the grades of the center of the road. You cannot simply offset the flowlines from the centerline by "X' feet. Please; modify the profiles to reflect this. • Please; consider modifying the profiles on sheet ST17 to eliminate the "roller coaster' effect. See sheet ST17 for a recommendation. • The maximum slope of a street approaching another street is 2.0% Please modify the plans accordingly. • Please provide station equations on the profiles for the cul-de-sacs where the stationing changes from centerline to flowline. • Sidewalk connections at the bulbs of the cul-de-sacs should be designed per detail D-4 of the City's street standards. • What does N.I.C. stand for???? • Please modify the details on sheet STDTLI according to the City's details. • Please include the following details in the utility plans. You can find these in the City's street standards: • D-14 thru D-15 for the church site • D-25 • D-4 • D-12.6 • Other details to include are as follows: • Construction detail of ped. refuge areas in medians • Construction details of access ramp/curb return connections that deviate from the City's standards. • Construction detail of the access ramp at the intersection of Timberline Road and Trilby Road. • Please add crosswalk striping where indicated on sheets STRP1, STRP2, and STRP3. Box 513 Goderich, ON, Canada N7A4C4] Dear Louise: As promised, this letter is to follow up on our telephone conversation Wednesday regarding the 24 foot shared access easement located between Lot 1 and Lots 2 and 3, Westchase P.U.D. here in Fort Collins, and your need for Poudre Fire Authority (PFA) to dedicate to the City of Fort Collins an emergency access easement over a portion of PFA's side of the existing easement on Lot 1 as part of your development of Lot 2. Just for background, I would like to explain that Poudre Fire Authority is a separate legal entity from the City of Fort Collins, although through an agreement it provides the City's fire protection services. This office provides legal services to both the City and PFA, however in this matter I am representing only PFA as the owner of Lot 1, not the City of Fort Collins. PFA staff intends to dedicate the emergency access easement that is needed for your development, and we are preparing a Letter of Intent to meet your development review requirements. The letter will specify that the actual dedication will be contingent on approval of the property conveyance by the PFA Board of Directors, and contingent on you and PFA reaching an agreement and entering into a contract regarding the completion of paving of the shared easement and how future costs for maintenance of the easement area will be divided. As I mentioned on the phone, I've asked PFA to provide me with some numbers that we can use for discussion. I will pass on more information to you as I receive it. In the meantime, feel free to call me, or to e-mail me at idecker(&fceov.com. May 24, 2002 Dave Stringer City of Fort Collins 281 North College Avenue Fort Collins, Colorado 80524 Re: Request for Variance— Westchase P.U.D. Block 11, Lot 1 Proj: 1 14-22 Dear Dave: The following is a request for variances from Standard Drive Approach in Drawing 7-29, Minimum distance between driveway and intersection in Table 7-3, Low Volume Driveways in 9.3.2.B and standard Drawing 7-29A and Minimum Off Street Parking Setback Distance in Drawing 19-03 in the "Larimer County Urban Area Street Standards, March 2001". The site is proposed for Poudre Fire Authority Station # 14 and has special needs because of the nature of the facility and the requirements associated with the emergency equipment. "The variance is being requested to allow for adequate visibility and maneuverability for the fire apparatus. The width is also requested to allow the fire apparatus to safely turn and enter Westchase Road and maneuver the intersection with Timberline Road. This additional width will also allow for the ability to load hose and equipment without impacting the street traffic. The second variance is for the minimum distance between a driveway and an intersection to be less than the required 150'. This access will primarily be used for emergency vehicles exiting the station which will result in very low usage of this access. These vehicles will exit this access with (lashing lights and sirens which will require all other vehicles and pedestrians to stop and will increase safely at this access. The third variance is to utilize curb returns at the north (main) entry onto Westchase Road rather than the required standard driveway. This access will primarily be used for emergency vehicles exiting the station which will result in very low usage of this access. These vehicles have minimum turning radii that exceed the capacity of the standard driveway. The curb returns will allow the emergency vehicles to enter the street without having the wheels of the vehicles leave the paved surface. With the required signage for the access on the north, the use of flashing lights and sirens on the emergency vehicles and the low usage of the access, the above three variances from the Standards stated above will not be detrimental to the public health, safety and welfare. 700 Automation Drive, Unit I Windsor, Colorado 80550 97CI-686-6939 Phone • 970-686-1188 Fax The fourth variance for the parking setback is to allow for one parking space to be located within the 40' setback from Carmichael Street on the north side of the building. This parking area will have Tess than 30 trips per day from the public which will minimize conflicts created by the location of this single parking space. This variance from the above Standard for the single parking space will not compromise the public health, safety and welfare. Please call me with any questions or additional information that you may need for the approval of these variances. v ;iFltn T FTcti•. 31306 Patriceh Kroetch, 111EV North Star Design, Inc.pt Interoffice Memorandum Date: June 7, 2002 To: Cam McNair, City Engineer Thru: Dave Stringer, Development Review Manager 14 From: Susan Joy, Development Review Engineer RE: Variance Request for the PFA Fire Station #14 APPROVED BY. Date: ( ! z' 0 — CttY of Fort Collins Engineering Department North Star Design Inc., on behalf of the Developer for the PFA Fire Station #14, has submitted four variance requests to the City of Fort Collins design standards. The project is located on the southeast corner of Timberline Road (a major arterial) and Westchase Road (a local residential). I . In according with Drawing 7-2913, the maximum width for a commercial driveway is 36'. No single opening shall exceed 36'. 'Wider driveways shall be divided w/a median no less than 6' wide. The project has proposed 40' wide drive to allow for adequate visibility and maneuverability for the fire apparatus. The hadditionalidth would allow the fire apparatus to safely turn and enter Westchase Road and maneuver the intersection with Timberline Road. 2. In accordance with Table 7-3, the minimum distance between a driveway and a street intersection is 150' from centerline to centerline. The proposed driveway is approximately 140' from the intersection, centerline to centerline. This is a low volume access and will be primarily used for emergency vehicles exiting the station. The fire trucks will exit this driveway with flashing lights and sirens which then requires all other vehicles and pedestrians to stop. Returning trucks will enter the station via the private drive off Carmichael, further reducing the opportunity for conflict at Timberline and Westchase. 3. In accordance with cletail 7-29A, a low volume drive requires a non -radius curb cut. The variance request is to allow for 20' curb returns at the north (main) entry onto Westchase Road. The emergency vehicles exiting the station have a minirrium turning radii that exceed the capacity of the standard driveway. The curb returns will allow the emergency vehicles to enter the street without having the wheels of the trucks leave the paved surface and "hopping" the curb. 4. In accordance with detail 19-03, the minimum parkine setback from Carmichael (a local street) is 40'. The proposed setback is 29'. This parking area is for visitors only and will have less than 30 trips per day. The low volume to the parking area presents little opportunity for conflict and granting the variance will not adversely effect public health and safety. I recommend approval fiar the above variance requests. Please let me know if you have any questions or concerns and if you need any additional clarification. Sincerely, i ( Susan Joy Enclosures --
