Re: Design Objectives / St. Elizabeth Ann Seton Parish Center
Dear Ted,
On January 29, 2001, we presented the St. Elizabeth Seton expansion project to the
Conceptual Review Team for your review and comments. Since that time, the parish
began a capital campaign to raise money for construction of this new facility and have
raised over half of the necessary funds for construction. Current thinking is to begin
construction in the summer of 2003.
We have worked closely with the parish to fine tune the facility needs and are now
presenting our final plans to you along with the Civil Engineering documents by Ayres
Associates and a current traffic study by Matt Delich.
The plan for expansion includes approximately 32,000 sf of new space ( approx. 12,000 sf
of parish center including parish hall, kitchen, meeting rooms, and storage..... approx.
13,000 sf of classrooms, bathrooms, offices, and circulation..... approx. 7,000 sf of
basement including a youth center and storage areas.) The difference between the
conceptual review presentation and these square footages are mainly the addition of the
basement space for youth and additional basement and main level spaces for storage. A
24' x 36' garage structure is being proposed as tucked into the hillside on the notheast
corner of the existing parking lot. This should faciltate maintenance equipment and
machines in a much tidier fashion.
St. Elizabeth Seton's current facility is a multi -purpose building which, along with the
temporary modular, facilitate all of the parish functions including mass services, parish
gatherings, parish dinners, religious education, administration services, group meetings,
and other similar uses. The new parish center as proposed would accomodate all of these
same uses in a more spacious and less stressful manner. Upon completion of the new
parish center, the existing facility would then be remodeled into the permanent sanctuary
while mass services could be held temporarily in the new parish center.
Traffic generation upon completion of the new parish center should be very much the
same as current traffic conditions at the existing site. The only new functions which may
generate any additional traffic not currently existing are the addition of several new
religious ed classes currently hid off -site (evenings) and the ability to have wedding
receptions following a wedding ( weekends). Any additional traffic incurred by these new
events would occur at "off - peak" traffic times and should not be an impact on existing
key intersections as outlined in the new traffic study.
If you recall, three years ago an amendment to the existing PUD was built which included
a new fully landscaped parking lot tucked into the hill which almost doubled the existing
parking capacity. This was in response to the already overcrowded conditions at that time
and designed and located in anticipation of the new parish center.
Back during the time of adding the additional parking, a design decision was made that
any new construction should occur as an extension along the hill of varying height
connected structures, all of which would be lower than the existing structure. This would
have the least impact on neighbors' views and, as viewed from Lemay, would appear
more as a European "hillside town" as opposed to one massive building. Materials utilized
on the new parish center would be stucco, stone, heavy timbers, and metal roofs, all
complementary with the existing facility and its Romanesque character.
