LAND USF, DATA: This is Phase Five of the Natural Resources Research Centcr at the Centi-c
for Advance Technology. The request includes a two-story, 48,588 Square foot of lice huilding
for the U.S. Forest Scrvice. The building is located west of Buildine D, north of the C.S.U. Vet
I Iospital, cast of Centic Avenue and west of the Burlington Northern railroad tracks. The
huilding is part oi' multi-sti'ucturc office campus for the Fcderaal government.
COMMENTS:
The parcel is located on properly owned by Colorado State University and is not zoned.
The review process is considered advisory. Based on an agreement hetwccn the City and
C.S.U., the applicant and Stall- will strive to complete the review process in
approximately six weeks. Al the end of the review, process, there will be an advisory
hearing. "Fhe applicants commit to complying with the provisions of the Land
Devclo mU gent Guidance System. The property will he posted and a mailing to the
aflcctcd lnoperty owners will advertise the hearing.
_'. Buildings A. B. C, Fabrication Shop and D are presently served elechical power off the
existing C.S.U. master meter for the Vet Teaching Hospital. This an-angcment is
acceptahle as long as there is sufficient power available. Temporary power can he
hrought in horn Centrc Avenue. The project is suhjcct to hoth development charges and
huildiM, site chargcS since there is frontage on a puhlic stiect. These charges are based on
square lootage of lot ($0.3.4 cents per square toot) and linear front foot age (S26.?7 per
lineal loot) along Centre Avenue. Charges are due prior to construction and payable by

[12/2/03] Fire hydrant may not be located in sidewalk. Maintain 4 feet of separation
between curb stop/meter pit and gas/electric lines.
We have moved the fire hydrant to the west so that the fire line and
hydrant are in an existing utility easement. We have moved the water
meter south to provide the required clearance.

process. The building envelope was added to the site plan only.
Comments from Current Planning
1. Be sure to correct the title in the lower right corner to refer to Building E, not B.
We have corrected the Building E reference.
2. Please provide a City Approval block.
We have added a City Approval block.
3. The Landscape Plan indicates that an existing cottonwood tree is to be
removed. Please provide a response as to why this tree cannot be preserved.
The City Forestry Department is available to inspect the tree and offer an
evaluation.
We have requested a statement from Tim Buchanan (City Forestry
Department) regarding the removal of the cottonwood tree.

3. All water and sewer matins are installed. The sanitm y sewer will connect to the C.S.U.
sewer main. If needed, any utility casements must he provided prior to construction. The
water conservation standards for landscape and irrigation will apply. Plant Investment
fees (tap fees) and raw water rights/cash-in-lieu will he due prior to the start of
construction on the site. The City would like water and sewer lines to be placed within
dcdicatcd utilit} casements. (This is a repeat comment. The City has consistently
requested throuehout the entire planning process for the N.R.R.C. that easements be
properly dedicated. This request is in accordance with the Intergovernmental Agreement
between C.S.U. and the City of Fort Collins. Failure to properly dedicate the utility
cascmcnts us requested may possihly put C.S.U. in violation of this Agreement. Such
failure maY be forwarded to the City .Attorney's Officc for review.) For further

d. The site is located in the Spring Creek drainage basin where the new development tee is
`n2,175/acre which is subject to the runoff coefficient reduction. The fees arc due before
the construction has started. For an estimate of this Iec, please call Jean Pekech, 221-
6375. The site is in inventory grid #71L. The standard drainage and erosion coil tioI
reports and plains are required and they must be prepared by a professional enginccr
registered in Colorado. A perl<xmance bond will be required for the erosion control
measures and refunded upon completion of the project. There is a drainage study for the
VTI I outlall and Drake Road Storm Sewer that identities the "sub -basin" master drainage
plan that the consultant should read and complied with. Extended detention for water

5. Thcrc is a requirement of the Mastcr Drainage Plan, prepared by Scar -Brown, that a cut-
off* ditch he provided along, the south property line to capture stormwater from the Vet
Hospital and protect Buildings C, D and E (and the parkin, lot) from flooding. This ditch
should be constructed with this phase. All drainage improvements need to be certiticd by
a professional enginccr. registered in the State of Colorado, at the end of construction.
6. SUCCI lleeS must be provided nlon<, Centre Avenue and spaced at intervals ranging from
30 to 40 Get. In addition, six perccnt of the interior of the parking lots must be
landscaped in the form of landscape isiands. Since the client is the U.S. Forest Service
and the site is located across the street from the City Horticulture Center, special attention
to the landscape treatment of the site should he considered. Perhaps a demonstration
garden or special landscape area would he appropriate.
7. Thcrc will need to he strong bike and pedestrian connections to Centre Avenue and to the
other huildings within the campus. Bike parking should be provided near the building
enuances. There should he internal sidewalks that help to minimize potential conflicts
hetween cars and pedestrians within hoth the north and south parking lots. Directional

g. Staff is concerned that the rooftop mechanical screen wall on Building D is not brick as
called for on the plans. The rooftop mechanical select, wall on Building E should be
brick to match the building's exterior and to match Buildings A and B. (Building C was
allowed to have a metal screen wall and it has proven to look out of character and not up
to the quality established by Buildings A and B.)
9. Please provide a memo from the traffic engineer updating the existing Transportation
Impact Study. Be sure to address the level of service analysis for alternative modes.
Also, the study should address the issues related to the Mason Street Corridor.
10. Utility plans will be required at the time of submittal. It is recommended that, if
necessary, the design team meet with the City Engineering Department prior to submittal.

I I. For the office building, the Street OversizinR Fee will he hascd on a per square footage
hasis. The tee is due prior to construction. For an estimate of the fee, please contact
Matt Bakcr, 221-6605. Also, the City collects the Larimer County Road Improvement
Fee.
I'_. There are no repays due on Centre Avenue.
I3. If there arc any street cuts in Centre Avenue, then the patching standards and associated
Iecs will apply. Since it is a new street, the fees will be high.
14. The internal drive aisle should be dedicated as "public access, fire and emergency
easenicnL"
15. An Excavation Permit will be required for the fire hydrant installation. There will be an
inspection fee associated with this permit. Please contact Lance Newlin, 221-6605, for
further information.
16. For further information regarding civil engineering issues, please contact Dave Stringer,
221-6605.
17. A fugitive dust permit from Larimer County will be required. There should be a
provision for collecting recyclable materials. Native plants and grasses are
recommended. The use of bluegrass lawn is discouraged.
Picasc be aware that the Capital Expansion Fee will apply and he due prior to
construction. For an estimate of this fee. please contact Rick Lee, 221-6760.
19. At the end of the review process, mylar copies of the planning and engineering
documents should be submitted for our record keeping. All mylars should be on 24 x 36
sheets.
20. A HazardOns Material Impact Analysis will be required for the labs. Also, there may be
an issue with providing two points of access for emergency equipment. Please contact
Ron Gonzales, POLtdre Fire Authority, 221-6570, for further information.
21. The contact at Public Service Company/Xccl Energy is Mr. Len Hildebrand, 225-7540.

23. The site plan should contain data on the breakdown of space within the building. Staff is
interested in how much space is devoted to offices, laboratories, customer common areas,
and other large areas such as cafctcria or auditorium. This analysis will help us evaluate
the amount of proposed parking.
24. Fccs arc typically adjusted at the beginning of the new year. In order to avoid confusion
as to which year's fees shall apply, the date of the final approval of the Development
Consu-uction Permit will establish the date upon which fees are calculated.

The calculations are incomplete (EFF?).
We have added the completed information.
City of Fort Collins standard erosion control notes have been revised, please remove
the old and replace with the new, which can be obtained from stormwater
development review.
We have obtained the newer notes from Basil and have placed then on
the Drainage and Erosion Control Detail Plan (sheet C7.2).
Please add a note that all disturbed areas are to be seeded and mulched.
We have added this note to the Drainage and Erosion Control Plan
(sheet CTA ).
The silt fencing should extend around the southeast corner and east side of the site.
We have added the extra silt fence at the southeast corner of the site.
A gravel construction entrance should be indicated at the drive on the southwest
corner of the site..
We have added Vehicle Tracking Control mat at the southwest corner of
the site and have added a detail of the Vehicle Tracking Control to the
Drainage and Erosion Control Detail Plan (sheet C7.2).

The existing drainage easement that is on file on this property is in the process of
being vacated, by the City and CSU and hopefully that easement vacation will take
place before this plat is filed, if not please vacate the portion of this plat that runs
through this property, as it is no longer needed.
The Plat (Land Survey Plat) is an exhibit only and will not be a part of
the City's Platting process. The easement is in the process of being
vacated.
Topic: Storm Sewer Profiles

[12/2/03] Please add a note stating that all proposed storm sewers are to be
inspected by the City of Fort Collins.
And all storm sewers are to be maintained by the property owner.
We have added notes; 1) ALL PROPOSED STORM SEWERS LINES AND
FACILITIES ARE TO BE INSPECTION DURING CONSTRUCTION BY THE
CITY OF FORT COLLINS UTILITY DEPARTMENT. 2) ALL PROPOSED
STORM SEWER LINES AND FACILITIES ARE TO BE MAINTAINED BY
THE PROPERTY OWNER, to sheet C5.1.
Manhole # 6 seems to be very deep, please provide a special access detail for that
manhole that would minimize the risk for someone falling.
To best of our understanding, there are no additional requirements for
manholes under 20-foot in depth. We have included a copy of our
information. If the City has more information on this requirement please
send us a copy.

[12/2/03] Sidewalk ramps at the south driveway and Centre Ave. need to be
directional and not radial as shown on current plan set. Also the access ramps at the
north employee parking entrance should be directional as well and continue directly
across the driveway rather than swerving down to the gutter pan (see red lines).
We have change the south driveway sidewalk ramps to be directional and
the north drive sidewalk ramps have also been change to directional
ramps.

[12/2/03] Transportation staff suggests that a direct walkway from the employee
entrance of Building E (NE side of building) be constructed to connect with the
existing sidewalk on Centre Ave. This would provide a more direct pedestrian
connection to the public sidewalk and the existing bus stop on Centre (see red
lines).
Because not wanting the public trying to use a direct connecting sidewalk
to Centre Avenue, we are using the suggestion and are purposing a
connecting sidewalk running through the north employee parking lot to
connect to Centre Avenue.

[12/2/03] According to the site plan there is a handicap -parking stall across from the
bus parking bays. In order to provide an accessible route please include ramps for
the walkway that goes through the landscaped island to the front entrance (see red
lines). This will also facilitate access to the visitor center for bus passengers.
We are showing the walk connections as handicap ramps.

[12/2/03] Provide utility easements for all water mains, fire hydrants and water
services up to and including the curb stop.
We have moved the fire hydrant to the west so that the fire line and
hydrant are in an existing utility easement. We will pursue obtaining an
easement from C.S.U. for the curb stop. We have talked to Roger
Buffington and it is our understanding that obtaining this easement will
not hold up approval of the project.

[12/2/03] 2-inch water services do not use a gate valve but are controlled by a curb
stop located with in 2 feet of the meter pit. Please correct this on the utility plans
and include the standard water service detail on the detail sheet.
Have changed the gate valve to curb/stop and moved it two feet from
meter pit. We have added a curb/stop detail to sheet C8.2.

[12/2/03] Provide cleanouts every 100 feet on the sanitary sewer service. Label
invert into the existing sanitary sewer manhole. Include a note to core drill all
openings into existing manhole.
We have provided two extra cleanouts, label existing manholes and
include a note to core drill the sanitary service into existing manhole.
