On behalf of the owner, we submit: the Moreland P.U.D. for planning approval
consideration at your January Planning and Zoning meeting.
The project located at the Northwest corner of the intersection of College
and Colboard Drive contains an auto dealership use. We have enclosed the
all -development chart and the auto -related and roadside commercial chart
for your reference. The project achieves 70 of the points.
The site was the location of a previous auto dealership use "Dicks Datsun"
which has been removed. In 1983 the site was planned and approved as the
Mason Street P.U.D. and included two office uses. The project area was
boarded by College to the East; Colboard to the South; Mason Street to the
West and Foothills Chrysler to the North. The First Phase of that P.U.G.
has been constructed and consists of an office building on approximately
5OZ of the entire site. The Moreland P.U.D. is an amendment to that orig-
inal P.U.D. changing the character and use of the Easterly portion of the
overall site.
The project achieves basically all of the goals and objectives that the City
has set for this area so I will not go into detail on a breakdown of those
policies and goals unless you wish them.
TRAFFIC: A Traffic Study was completed for the original Mason Street P.U.D.
and is on file with that submission. Ail access points and basic traffic
nirculation proposed on site are similar in nature to the original P.U.D.
The auto dealership use should reduce the overall traffic intensity gener-
ated from that approved for the office building. Included is an update on
trips generation for the Traffic Department review.
All of the improvements proposed with the original P.U.D. have been construct-
ed. They include widening of College Avenue and reworking of the Northwest
corner. To accommodate improved turning radius the curb cut, sidewalk and
landscape along Colboard are as approved on the original P.U.D.

Dear Mr. Brewer,
As we discussed on the phone yesterday, we are preparing a proposed
ordinance to vacate portions of the frontage road right-of-way
along South College Avenue dedicated by the old College Motors PUD
(Foothills Auto Plaza). Since the City no longer wants frontage
roads in this location and the new Moreland Subdivision has
dedicated an access easement to provide vehicular circulation from
Colboard Drive to the Furr's site, the need for keeping the
frontage road no longer exists. However, we need to retain a 14,
strip of the old frontage road for College Avenue right-of-way; a
12' strip for utility easement; and a portion of the northwest
corner for access easement as shown on the attached sketch.
Originally the developer of the Moreland Subdivision proposed an
alignment for an access easement that crossed your property (the 2'
strip) and he needed to secure an easement from you to do so. The
developer has since redesigned his site so the access easement
connects to the frontage road and does not cross your property.
However, because the City no longer wants the frontage road, we are
informing you that we are taking a proposal to our City Council
recommending vacation of portions of the frontage road and
retaining the right-of-way and easements shown on the attached
sketch.
In order to take the proposed vacation to City Council, we want to
know of any problems you have with the proposed vacation and/or the
right-of-way, utility easement, and access easement being retained.
In our opinion, the proposed action will not affect the status of
the South College Avenue frontage for the 2' strip of land you
acquired for the theater sign. However, you will gain property
square footage (approximately 72 sq. ft.) with the vacation of
frontage road right-of-way although the property will be subject to
the easements :retained by the City.
Since the vacation goes to First Reading on October 1st, we would
like a written response from you by September 18th either
supporting or not supporting the proposal so we may include your
position in the agenda item materials that are presented to the
City Council. You or your representative may attend the City

Council hearings as well. If you choose to attend the hearing to
discuss the proposal, we would like to know in advance so we can
put the item on the discussion agenda. First Reading will be on
October 1st, followed by Second Reading on October 15th. The City
Council meetings begin at 6:15 p.m. at the Council Chambers, City
Hall West, 300 Laporte Avenue in Fort Collins.

correspondence dated September 10, 1991 addressed to my client,
Mr. G. Warner Brewer, Jr., at 1954-19th Avenue, Greeley, CO
80631. I have reviewed the contents of your correspondence with
Mr. Brewer. Pursuant to our telephone conference of Wednesday,
September 11, 1991, this letter shall serve to confirm that Mr.
and Mrs. G. Warner Brewer, Jr. as the owners of the 2' strip and
the adjacent sign area where the Mann Theatre sign is located,
have no objection to the proposed ordinance outlined in your
correspondence to vacate portions of the frontage road right of
way along South College Avenue dedicated by the old College

Accordingly, you may advise the members of the Fort Collins City

This is a summary of the storm drainage system for Mason Street P.U.D.
The Mason Street P.U.D. has been approved previously as Dick's Datsun
P.U.D. The entire site drains Westerly to the Mason Street storm sewer.
The Mason Street Extension utility plans prepared by Cornell Consulting
Company and dated October 1979 were used in the design of the Mason Street
P.U.D. drainage plans. Sheet 3 of 6 of Cornell's plans specify the outlet
rate from this P.U.D. and the quantity of detention required. The Mason
Street P.U.D. is the tract designated as D-2 on Cornell's plans. The de-
tention required is 0.528 acre feet or 23,000 cubic feet. This volume is
provided in the detention pond shown on the utility plan. The allowable
outlet rate is 1.5 cubic feet per second, and the outlet pipe to the
Mason Si:reet Storm Drain is an existing 15-inch reinforced concrete pipe
that was built when Mason Street was constructed.
All of the drainage from this P.U.D. is on the surface to the proposed
detention pond in the proposed parking lot. There is no offsite drainage
that affects this P.U.D. Eight thousand four hundred fifty cubic feet
of detention will be provided on Lot 2 at the time a site plan is pre-
sented for,Lot 2.

Dear Phil:
At the request of Bonnie Tripoli, I have calculated the amount of storm
drainage that is being rerouted West on Colboard Drive from College
Avenue at the Mason Street P.U.D. When the deceleration lane was
required, it necessitated moving the curb and, gutter West which will not
allow the runoff to continue South on College Avenue. The only solution
is, to drain the runoff West on Colboard Drive. The area that is affected
is 5750 square feet. The amount of runoff is as follows:
2 year Storm Q = 0.3 c.f.s.
10 year Storm . Q = 0.5 c.f.s.
100 year Storm . Q = 0.9 c.f.s.
The runoff ultimately ends up at the same storm sewer, however this
approach will route the water into the R.C.D. detention system. If

Traffic circulation will function jointly with the existing office: building.
Access from Colboard :and from Mason Street are the primary traffic rouges.
An access casement is recorded allowing joint traffic movement. An access
tie to the North property is maintaired linking to a City owned R.O.W. front-
age road condition.
Final building elevations are currently under study and will be submitted
during the review process.
We are happy to furnish any additional information you may need in your
assessment of this submitted P.U.D.

Dear Susan:
Please find enclosed the lettersandthe revised grading plan
concerning the Mason Street P.U.D. Lot 1 of the Mason Street P.U.D.
was approved in 1983. The Colorado State Office Building was constructed
as Phase I on the West end of Lot 1. The Phase II building portion of
the lot is being resubmitted at this time as the Moreland P.U.D. We
are submitting the revised utility plan under the Mason Street P.U.D.
name.
All of the detention for the entire Lot 1 has been constructed on
Phase I. The storm drainage facilities entering the Mason Street storm
sewer have also been completed. The revisions being submitted include
the new site plan and the grading revisions to accommodate the new site
plan.

This Memorandum provides revised traffic data for the East half of the
site. The original study addresses office uses on both the East and West
half of the site. Currently West half of the site is improved with an
office structure as originally proposed. This proposal removes the office
structure on the East half of the site and is replaced with an auto dealer-
ship.
-- The College Avenue deceleration lane has been installed as outlined in
the original study.
- 1he curb cut on Colboard is set 203 foot from the intersection of College
as originally detailed directly opposite the Midas Muffler Shop or. the
South side of Colboard.
-- The change in use will lower peak AM -PM trip Generation because the auto
dealers peak time and day will be different from that guaranteed by
office uses.
-- Signalized intersections at Boardwalk and Horsetooth will stage traffic
for acceptable access to the site.
-- Primary access will be from Colboard.
-- Arterial traffic to and from the site will be primarily served from College
and secondarily from Mason, Morth bound traffic from the site will pri-

Though the net number of cars is up 12�5 for this portion of the site and
7.3% for the overall site which does not impair the traffic performance of
the site.
The peak hour comparison of the office building replaced with the auto
dealership shows both AM and PM production in peak hour traffic. This is
due to the blending of land uses. The auto dealership traffic though
higher is more evenly dispersed throughout the day.

RE: Request for administrative change - Moreland P.U.D.
Dcar Jim:
Staff has no problem with the construction phasing described in your June 13,
1988 letter. It is our understanding that you intend to utilize the interior of
the site as a parking lot until the building is constructed (no later than Spring
1990). Staff is wAling to grant this temporary change in use with the following
conditions:
1. The storm drainage department approves a final grading plan.
Submit an interim grading plan, if it is different from the final.
2. All landscaping with the exception of foundation plantings are
installed per the landscape plan.
3. All public access ways are kept clear of parked cars at all times.
4. The owner is obligated to go back to the Planning and Zoning
Board to formally request a change of use, if construction of the
building has not been started by Spring of 1990.

Re: Moreland PUD - Foothills Chrysler site plan.
Dear Mr. Cash:
Our meeting on August 12, 1988, helped to define construction and design
issues related to Moreland PUD and the Foothills Chrysler site. Major
issues to be resolved are listed below:
1. Discrepancies between the approved final site plan for Moreland
PUD and the site as constructed need to be resolved. The
options are to reconstruct the site to conform to the approved
plan or to petition the Planning and Zoning Board to approve
the changes.
2. The College Avenue access located at the south end of the
Foothills Chrysler site is unsafe. Solutions under consider-
ation are to close the access or to eliminate parked display
vehicles to improve visibility.
3. It is the City's intention to vacate the existing frontage road
at the Foothills Chrysler site and retain enough right of way
to widen College to include a deceleration lane, sidewalk,
landscape setback and necessary utility easements.
4. The State Highway Access Code will allow one access point
between Creger Drive and Col'ooard Drive. The most appropriate
location for the access needs to be decided soon.
5. The permanent access will require a State Highway Access Per-
mit.
6. The City will be responsible for the cost of constructing the
new access, deceleration lane and sidewalk. The cost of relo-
cating existing trees and light fixtures as well as the cost of
additional landscaping and site work will most likely be the
responsibility of the property owner, although this has not
been firmly established.

All of the above issues directly affect the site plan and operation of
Moreland PUD and. Foothills Chrysler. The City wants to resolve all of the
above issues as soon as possible, but recognizes that you need time to
evaluate all the implications and costs of the proposed changes and to plan
accordingly. At your suggestion, we are willing to establish a six month
time frame (February 1989), to reach a resolution on all the above con-
cerns, with two exceptions. The display car parked in the pedestrian con-
nection to the public sidewalk (at Moreland PUD) is to be removed immedi-
ately and a decision about the location for the permanent access point on
College will need to be made within the next two months, in order for the
City to begin design work on the proposed improvements scheduled for con-
struction next summer.

your consultant to arrive at a site design solution that works well for

Dear Council:
As owner of' the property at 3835 South College Avenue, known as
Foothills Chrys-er Plymouth, we request that the City of Fort Collins vacate
the existing Frontage Road adjacent to South College Avenue. The legal
description of the Frontage Road to be vacated is attached.
We are planning an addition to our building and as a part of that
process, we have replatted the property to be known as Moreland Subdivision
and have prepared a new site and landscape plan for the property. The plans
were approved at: the February 4, 1991 Planning and Zoning Board Meeting.
The Moreland Subdivision dedicates an access easement from Colboard Drive
to Furrs Cafeteria property to provide access in lieu of the Frontage Road.
This request will vacate the entire Frontage Road. The Moreland
Subdivision dedicates what was the Fast 14.00 feet of the Frontage Road
as right-of-way for South College Avenue. There is no Frontage Road
dedicated on property on either side of College Motors P.U.D.
