Dear Bonnie,
Concerning the Min-U-Storage P.U.D. on Mason
Street/Kensington Drive we are requesting
variances to the 200 ft. centerline to centerline
offset requirement for the access point to this
project.
Being a private drive access this project will
only contribute between 10-20 trips per day onto
Kensington Drive. The Superior Datsun access
is also a private drive. Maintaining a 200'
separation between these private drives forces
this project's access to less than 150` from
Mason which is an arterial street. And main-
taining a 200' separation from Mason Street is
impossible due to _he lack of property frontage
on Kensington.
Thus, considering _rips per day and the private
drive nature of this access, we feel the 150'
separation from Mason and the 180' separation
from Superior Datsun is totally adequate. Thank
you for your consideration of this matter.

Dear Phil:
In regards to the drainage outlet for Mini-U Storage on McClelland
Drive, you have mentioned several times that the existing 15 inch storm
sewer is overloaded. I have recently visited the site to inspect
the limits of the pipe network and the basin limits.
What I found leads me to conclude that the 15 inch storm sewer has
adequate reserve capacity to accept the discharge from the storage
facility.
Along the west boundary of Fossil Creek Commercial Plaza I observed
that there is no hydraulic connection between and the subdivision
west of the railroad. The subdivision detention pond discharges
directly into the New Mercer Canal. New Mercer then delivers the
flow directly to Mail Creek.
Only a small area of the Target complex discharges to the 15 inch RCP.
Over two thirds of the Target site is delivered to the lateral 42
feet from the 36 inch interceptor. (See sketch.) The pipe in
this area is an 18 inch RCP. The Target area that does discharge
directly to the 15 inch RCP is designed to detain water up to four
feet above the catch basins.
The catchment area of the 15 inch storm sewer includes the following
three areas: The Mini-U Storage site with a release of 0.9. Basin
C, on the Target Site Development Plan, with an area of two

acres. The lots west of McClelland Drive from sta 0+00 to 10+00
with an area of eight and one-half acres.
Assuming a 10 minute historic time of concentration and a historic
C of 0.20 the 'maximum allowable discharge is 0.5 cfs/acre. Applying
this release to Basin C and the westerly lots the total flow in
the 15 inch RCP would be 6.1 cfs. The critical run of 15 inch storm
sewer has a 1.7 foot drop in 190 feet. This is equal to the hydraulic
loss of 6.1 cfs in a 15 inch pipe. In the existing storm sewer lateral
can deliver the controlled release from Mini-U Storage.
You had two other comments about the drainage plan. The first dealt
with freeboard. We provide 6 inches of freeboard on the site.
To do this requires water surface to spread over 80% of the drive
area. To increase the freeboard would require an increase in the
relative height of the storage units above the drive. In the developers
opinion this seriously hampers the utility of the units. Very
little vehicular traffic will occur even on dry days. So vehicle
spray is not a concern.
You also expressed concern over the effect of ponding in the Target
lot on the Mini-U Storage drainage system. The Target water surface
is called out as 33.5; the storage site at 36.0. The surcharge
will have little effect on the storage site.

Dear Sir:
The asphalt pavement installed by Kehn Construction Company on
Mason and Kensington Streets has been inspected and initially
accepted by the City of Fort Collins pending the normal one-year
contractor's warranty period.
Please be advised that this acceptance does not relieve the developer
of his obligation to clean debris or repair any damage that might
occur as a result of future construction associated with this
development.
