COMMENTS:
1.
Stacking spaces for each pump will be required. The amount
of stack —up
will be a function of the amount of traffic. Motorcycle, handicapped
and
bicycle parking will be required.
2.
The site plan should indicate all existing and proposed curb cuts
on adjacent
properties.
3.
Joint vehicular access between properties is encouraged.
4•
The curb cuts as shown are too close to the intersection. A
minimum of
200 feet is required. Some temporary solutions may be possible.
5.
It will be very difficult to provide for the access needs of
a mini —mart
at this location.
6.
A minimum of 50 feet of ROW along Willox Drive and 60 feet
on College
Avenue will be required. The streets should be shown to their
full future
width.
7.
A traffic impact analysis will be required.
8.
Additional landscape buffering along property lines will be required.
9.
A minimum of 10 feet clearance from overhead power lines should be
maintained.
10.
The stacking area at entrance will be dependent upon traffic
generation.
Fiftv foot setback may be insufficient.
11. There are drainage problems at the intersection that need to be resolved.
12. State approval will be required of curb cuts. The access plan as shown
will not meet these requirements.
13. There may be additional fire requirements for underground tanks. Check
Uniform Fire Codes for information.
14. Sewer extensions will be required from an existing line in Willow Lane.

13. Clearly designate how use of the gas pumps is to occur. Indicate where
adequate stacking space for gas pumps is provided. What is purpose of
"additional access lane"?
14. Landscaping in front of the building should be provided.
15. Is fencing provided along west property line?
16. Indicate where fuel unloading will occur.
17. Indicate nearest existing fire hydrants.
Revised site and landscape plans addressing the above comments are to be
submitted by Wednesday, April 4, 1984. By Monday, April 16, 1984, 8z"xll"
reductions and colored renderings of the plans are to be submitted. Ten (10)
24"x36" site and landscape plans are to be submitted by Monday, April 16,
1984.

Staff has reviewed the Mini -Mart PUD, Final, and has the following comments:
1. Developer required to participate in an improvement district for Willox
Lane or to improve the street when deemed necessary by the City.
2. Dimension walk in front of store.
3. Sidewalk to be detached one foot from property line where detached.
4. Loading zone to measure 500 square feet.
5. The PMT reduction and colored rendering submitted for the Preliminary
PUD can be used for final presentations.
6. Ten copies of the landscape and site plans are to be submitted on June
18, 1984.

Please provide a drainage report (or letter) that describes the stormwater facilities at
the site. The :letter should refer to the approved Willox Crossing and Mini -Mart
reports and describe how they tie-in with this project. The letter should be signed and
stamped by a professional engineer.

Please revise all the storm sewer lines that are shown per the Willox Crossing improvements
to reflect their latest plans dated 12/13/1999
2. Please tie in the existing 4-foot curb inlet in Willox court into the new storm sewer system
proposed by the Willox Crossing project. Please check for potential conflicts with the
existing sanitary sewer line in Willox Lane. Is there a possibility of increasing cover on the
line proposed by Willox crossing on the north side of Willox ? This existing inlet may need
to be improved or replaced in order to tie it into the system in willox lane and disconnected
from where it currently drains.
Make the existing sanitary sewer line in Willox Lane more visible on the plan view. Check
for all conflicts between any proposed storm drain lines and all existing utilities.
The plan view calls for a proposed 5-foot inlet on Willox while the detail is for a 4 foot curb
inlet. Please reconcile.

We have reviewed the Mini -Mart P.U.D. and have the following comments.

1. The 60-foot right of way west of the State Highway 287 centerline is con-
sistent with the City's recommended total right-of-way width. Our records
indicate that the existing width west of the highway centerline is 40
feet. Therefore, the additional 20 feet should be dedicated by the
developer. If this is done, the "existing sign" would need to be moved
onto private property.
2. The right -turn -only access on S.H. 287 is acceptable in this particular
case for thiree reasons. First, this property has had access to the highway
during its use as a restaurant. Second, this P.U.D. is a continuation
of a commercial -type use. Third, we do not foresee that this P.U.D. will
result in enough of a significant increase in traffic to restrict direct
access to the highway.
Construction of this limited access will require an "Access Permit."
Application for this permit is made to the City of Fort Collins. Due
to the projected traffic at this access, a right -turn deceleration lane
is warrante-d and should be built in conjunction with this access. However,
due to the limited right of way and existing development north of this
property, it may not be possible to construct this lane. If this is the
case, a "Variance" to the State Highway Access Code will need to be
included with the Access Permit.
3. There is highway widening shown along this property which should be designed
to be consistent with the City's proposed typical section for North College
Avenue. Since there are only two existing southbound travel lanes, addi-
tional width should be provided to accommodate the future design. We
encourage coordination with this office prior to the Access Permit review
process to ensure compatibility with our design standards.
4. Development: of this property should take into account the impact on surface
runoff. We, ask that on -site detention be provided to ensure that the
historical runoff rate will not be exceeded. This would prevent any adverse
impact on the highway drainage system.

Staff has reviewed the Mini -Mart PUD, preliminary and has the following com-
ments:
1. Applicant needs to apply for "access permit" from the City on the right-
in/out curb cut proposed on North College Avenue.
2. Sidewalk on College Avenue to be 7 feet; 7 feet on Willox where it is
adjacent to street.
3. The curb cut on College needs to be redesigned to City standards and
dimensioned.
4. Tire stops are to be installed on parking stalls adjacent to building.
5. Dimension the walk adjacent to building.
6. Show all handicapped ramps. Handicapped parking space needs to be only 12
feet.
7. Dimension travel lanes on College Avenue.
8. Drainage report requires signature and seal.
9. Indicate 500 foot loading space.
10. Designate motorcycle parking.
11. Indicate typical width of parking spaces.
12. All signs ust comply with City sign code.
