North College at Willox Lane Ladies and Gentlemen: This letter will form a supplement to the P.U.D. map for Mini Mart P.U.D. at the above address. I have signed the Attorney's Certificate on the P.U.D. Plat, stating that the Kamandys are the owners of the. property. This is in fact correct. In addition, you should be aware that the property is subject to two (2) prior Deeds of Trust, one being in favor of Harold C. Greager and Hazel D. Greager, dated December 14, 1981, and one in favor of Northern Bank and Trust, also dated December 14, 1981. These Deeds of Trust are currently in force and form valid liens against the property at this time. The contract between Mini Mart and the Kamandys requires that the price for the property be paid in full at closing and that the property be conveyed free and clear of any liens and encumbrances. Question: 1. Please provide a drainage report (or letter) that describes the stormwater facilities at the site. The letter should refer to the approved Willox Crossing and Mini Mart reports and describe how they tie-in with this project. The letter should be signed and stamped by a professional engineer. Response: A letter (Dated: November 24, 1999) was previously submitted to Donnie Dustin who was the reviewer at the time. This letter described the proposed drainage improvements. A revised copy accompanies a copy of this original letter. Question: 2. Please explain how the inlet was sized (i.e., how much flow is coming to the inlet)? If applicable, please refer to previous reports. Please submit information on the contributing area to the inlet with calculations that show the flow rates to the inlet. Response: The aforementioned letter explains the size and relative capacity of the proposed 5' Type `R' inlet that is shown along the North flowline of Willox Lane. The enclosed illustration (i.e., Figure 1) delineates the developed tributary area (i.e., Basin 1000). Question: 3 Please provide a profile of the storm sewer on the plan that includes the 100-year HGL. The drainage report should include any calculations. MEMORANDUM i(cont.) Page 2 Response: Per previous conversations with Glen Schlueter and Basil Hamden, Nolte Associates, Inc. added a note in the drainage letter indicating that the proposed 5' Type `R' inlet and 12" RCP pipe on Willox Court are not based on a drainage study but rather on existing conditions. The City of Port Collins Stormwater Utility directed Nolte Associates, Inc. to replace the existing curb inlet and connect it to the 24" RCP storm drainage line associated with the McDonalds project. The outtall designed by R & R Engineers did not provide adequate cover to continue a 24" RCP. Therefore, a 12" RCP extension is being proposed. A profile of the 12" RCP that Nolte Associates, Inc. is proposing has been added to Sheet 2 of 3. The 100-year HGL has not been shown on the profile because insufficient downstream information was available to mathematically predict the 100-year HGL in the proposed 12" RCP. Question: 4. Please show the existing gas line in Willox Lane on the plan. Response: The existing gas line has been added to the plans. Please refer to Sheet 2 of 2. Question: 5. Please distinguish more clearly what exists and what is being built with this project. Response: The existing information is shaded (i.e., 24" RCP that R & R Engineering designed) and the proposed information is shown in black (i.e., 12" RCP that Nolte Associates, Inc.). The plans that were included with the last submittal were photocopies. The shaded linetypes do not clearly show up on the photocopies. Original prints are included with this submittal. The shaded linetypes show up on the original prints. Question: 6. Please provide a manhole or junction box with access at the pipe transition from 12 to 24 inch. Response: In lieu of the eccentric reducer we have proposed an AMCOR Precast 2' x 2' Catch Basin and H2O Precast Cover (No. 0200130 w/24" opening) at the pipe transition from 12" RCP to 24" RCP. 7. If anything larger than 12-inch storm sewer will not fit with the required cover, then please provide an elliptical 1 1 x 18-inch sewer pipe for stretch of 12-inch RCP. MEMORANDUM (coat.) Response: Page 3 Currently, the smallest elliptical pipe available from local manufacturers (i.e., Carder Concrete Products and CSR Hydroconduit) is 14" x 23", which is equivalent to an 18" circular diameter. Therefore, we will continue to use 12" RCP to connect the existing 24" RCP to the 4' Type `R' inlet that is being re -built. Glen Schlueter approved the use of 12" RCP under the aforementioned circumstances. Page 2 In light: of this fact, and of the fact that Mini Mart is signing the Developer's Agreement which accompanies the Plat, I felt my certification to be appropriate. An appropriate amount of money is being withheld from our General Contractor's payment requests in order to accomplish these tasks along with the landscaping funds. This work is to be completed as soon as the weather permits and we anticipate completion during the month of May at the latest. If you have any questions, please do not hesitate to call me. These improvements shall consist of completion of the widening of College Avenue and transition to Willox Lane as shown on the "College Avenue Plan and Profile, sheet 5 of 5" of the Mini Mart P.U.D. plans. This work shall be performed, weather permitting, shortly after Flat iron's batch plants are operating this spring. Craig, I hope this will fulfill your needs as discussed by telephone March 4th. I would also like to express my thanks for your assistance in obtaining our temporary certificate of occupancy for this facility. Dear Terry., After making a routine inspection on the public right-of-way improvements done on the Mini Mart site, I have found several items that need attention. Concrete sidewalk that was installed by the concrete contractor adjacent: to the catch basin has cracked and fallen in. i Several areas of asphalt installed by your asphalt contractor are already showing signs of failure. Please be informed that all of these areas are still under the contractor's guarantee period and should be brought back up to City standards as soon as possible. I would be more than happy to meet with someone from your firm or the sub -contractor's firm and show them the areas that need repair. Box 3259 Casper, Wyoming 82602 Re: Completion of roadway improvements to Willox Lane Dear Mr. Fowels: This letter is concerning the Fort Collins' Mini Mart at the intersection of North College Avenue and Willox Lane. As you may be aware, the property to the immediate south of the Mini Mart establishment was submitted to the City for review. Currently, the proposed development is to be a combination of a McDonald's restaurant and an Amoco gas station. This project has been progressing and moving forward. At this time the City is requiring the Developer to make the necessary street improvements to both North College Avenue and Willox Lane to meet the current street standards. The improvements will be completed along their property frontage including the necessary offsite improvements the City feels imperative to make the street function safely. After reviewing the development agreement for the Mini Mart PUD, it has come to my attention that certain obligations still need acknowledged concerning the improvements along Willox Lane. The portion of the development agreement that I am referencing is as follows: The Developer agrees to complete the improvements to Willox Lane at the time the City Engineer deems it necessary or agrees to participate in a Special Improvement District to complete said improvements. The City agrees to repay the Developerfor oversizing Willox Lane to arterial standards in lieu of local street standards in accordance with the Code of the City of Fort Collins, Article 99-6.F. At this time the City feels that completing the required improvements for the Mini Mart with the improvements required for the proposed McDonald's development are necessary. These improvements include, but notlimited to, curb, gutter, sidewalk, paving, design, streetwidening and storm drainage. Please note that the street classification for Willox Lane is currently designated as a minor arterial street which includes a 12 foot wide travel lane, a 12 wide foot continuous right/left turn lane, an 8 foot wide bike lane, a 10 foot wide landscaped parkway and a 6 foot wide sidewalk. Currently R & R Engineers -Surveyors, Inc. are designing the improvements for Willox Lane. The City is suggesting that you contact this firm at (303) 792-2846 and coordinate the design of Willox Lane. Section 1 .02.03.12 (c) requires minimum grade at the flowline of a crosspan to be 0.60%. The proposed grade indicated on the attached improvement plan is 0.40%. Reasons for this request include the following: l . The drainage at the existing crosspan and adjacent area is poor. 2. Control in the area includes both the south end of the existing curb & gutter on the west side of Willox Court and the existing storm inlet at the south end of the existing curb & gutter on the east side of Willox Court. 3. The proposed construction which will include a new curb return on the east side, new crosspan and the addition of a curb return on the west side will improve the existing condition. The proposed drainage improvements include a 5' Type `R' inlet along the north curbline of Willox Lane and approximately 84 If. of 12" RCP that will connect the existing curb inlet on the east flowline of Willox Court to the existing 24" RCP outfall. At the direction of the City of Fort Collins Stormwater Utility, the existing curb inlet will be replaced with a 5' Type `R' Curb Inlet. A drainage study was not completed to substantiate the size of the replacement inlet and the 12" RCP connection to the existing 24" RCP. Figure L Shows the developed tributary area (i.e., Basin 1000). The actual (calculated) capacity of the inlet is 4.4 cfs. This exceeds the 2-yr. (Q2=1.19 efs) and 100-yr. (Qloo=4.38 cfs) developed flow. In summary, the proposed 5' inlet has sufficient capacity to accept developed runoff from Basin 1000. I reviewed the approved Mini Mart final drainage report and found that none of the information contained within the report was relevant to our current work. In addition, an effort was made to learn something about the capacity of the storm drain system that we were proposing to release into. According to you, the proposed system is plagued by problems that limit the capacity of the system. In brief, you were comfortable with whatever flow that we were proposing to the release into the system. If you have any further questions, please contact me at 419-1340.
