Statement of Planning Objectives:
It was noted that last year on April 18, 2002 WW Renyolds sold lots 34
and Track A to the City of Fort Collins Utilities Department. The City
commented that their previous City Street Master Plan has always identified
Tract "A" as the area for the extension of Sharp Point Extension.
Dave Stringer and Sheri Womhoff was to confirm that Eric Bracke of
Transportation had received the report prepared and submittal by Matt
Delich. At the Same time, they are to confirm that the report findings
are valid and will confirm that the phase II development of this site will
not pose a larger impact of 2% on the Timberline -Prospect Intersection.
Thev will also conclude to us if anv further transportation reporting would
be required. We were informed at a later date that we had not exceeded the 2%.
As per the City of Fort Collins Code, we have confirmed that the design
of portion of Sharp Point that is adjacent to lot 33- will need to be
designed as part of the development of this phase II project.
The design of this portion of roadway will follow in the review of the
PDP and FDP process the main part of the project will go through. The
decision to construct the roadway is decision of Chuck and Javier. It was
noted that the road was not to be constructed at the current time.( Curb. Gutter and
20'-0" of Street ), 125G o of the current costs of this portion would be
required to be provided to the City of Fort Collins in form of Cash.
Dave Stringer discussed a mechanism that when any development on lot 34
was to occur, that prior to the release of a building permit and within ten
vears of the original design. the City of Fort Collins would ask for a
shared portion of Fee towards the design of the road that was completed.
Dave Stringer has noted that the presented plan outlining a secondary
access to be to Midpoint Drive would be an acceptable temporary emergency
only access until the Sharp Point Drive extension is completed. Once Sharp
Point Drive has been completed that temporary access would be required to
be removed. The future curb cut along with the curb and gutter along this
portion will he required to be installed in the construction of this
project.

Ralph,
This situation would be best handled by an Excavation Permit (23-16) issued from my office. The fees
associated with this are $25 for the permit administration and $45 for the inspection fee, for a total of $70.
There would be no Pavement Impact Fee in this case since the street is not paved. The contractor doing
the work for the developer would normally obtain such a permit. The contractor must also be licensed with
Engineering to work in City right-of-way.

Hello,
I am writing to clarify the procedure we will be using to grant permission to the developers of Mid -Point
Storage to build a public storm drainage improvement on land owned by Utilities and managed by Natural
Resources.
In an attempt to streamline the process, Carrie has indicated that the City Code has provisions that allow
the City Engineer to grant access to City Property without requiring a Temporary Construction Easement.
I believe the section of the Code is 23-16?

Carrie, were you referring to 23-16 (Excavations on Public Property), or 23-46 (Obstructions and
Encroachments)? Since the improvement will be a City storm water pipe, I would guess that 23-16
applies?
Glen Schlueter has verified that the planned storm water pipe will be a public improvement that the
developer is required to build. The planned pipe will replace an existing channel that crosses adjacent
land owned by Utilities (Lot 34 and Tract A). The storm water will drain into the property to be
encroached, known as Skunk Pond.
Skunk Pond is owned by Utilities and managed by Natural Resources. Cliff Hoelscher has indicated that
Utilities is OK with the proposal. Patricia Dennis and Mark Sears have submitted the developers request
to the NRAB and rece ved approval subject to fees and restoration.
In the past NRAB approval has been associated with Temporary Construction Easements that are
forwarded to City Council for ultimate approval. Mark Sears has indicated that it should not be a problem
to forego the Council process. He will verify with the NRAB?
The next step would be to have Patricia work with Cam on finalizing the proper permit. I am guessing that
Cam customarily places fees and conditions on the issuance of encroachment permits?
The final step is to have Patricia prepare a Notice document that will be recorded in the Larimer County
Courthouse. The Notice will provide public notification of the storm water "Alignment", and serve as a
reminder to the City that if we sell the property we need to reserve ourselves a storm water easement.
While this memo is lengthy, the proposed process is much more efficient than the previous process of

going to City Council. This procedure is consistent with the City's attempt to reduce the time and effort
required for developers to entitle their projects. Staff and City Councils time is also reduced, resulting in
cost savings to the tax -payer. All of this is achieved without reducing the intent of the permit process.

I am estimating that NRD will be spending approximately 8 hours to inspect and monitoring the Mid -Point
Mini construction disturbance permit area out at Skunk Pond. To be consistent with the City's Building
and Zoning special inspection fees charges (required by the UBC) we will charge $50.00 per hour with a
two hour minimum. Therefore, the fee for this project will be $400.00 pay able to the Natural Resources
Department.

The TIS for the Midpoint self storage is acceptable. The analysis shows that the project will not increase
the delay at the intersection of Prospect/Timberline by more than 2%.
Therefore, they have "squeaked under" the APF ordinance.

Dear Darren Zethren:
At our meeting on April 16, 2003 the Traffic Impact Study (TIS) titled "Midpoint Self Storage, Phase 2 Adequate Public
Facilities Analysis" dated March 26, 2003 by Matt Delich was submitted to the City for review by Eric Bracke to determine
if it acceptably addressed dhe Adequate Public Facilities (APT) issues at the intersection of Timberline Road and Prospect
Road for this project. Per Eric Bracke the TIS is acceptable. It should be noted that although the TIS is acceptable as a
submittal addressing APE concerns it has not been approved. Approval requires review and acceptance by Engineering,
Traffic Operations and Transportation Planning which review will occur upon official submittal of the project.
The Sharp Point Drive extension was also discussed at the April 16, 2003 meeting. In accordance with the City Code the
Developer of lot 32 of the Prospect Industrial Park is responsible for the design and construction of the roadway adjacent to
lot 33 from the elevation of Sharp Point Drive and Midpoint Drive and to the elevation of the Railroad tracks as they exist
today. Due to the fact that the roadway would not extend south past the railroad tracks at this time, the Developer would
only be required to put in the curb, gutter, sidewalk and parkway landscaping along the frontage of the property and in lieu
of installing the pavement portion of the roadway a cash contribution in aid for the Developers local street portion of the
pavement improvements and any other unfinished improvements would be provided to the City. This decision was based
on the layout of the property as shown to the City on April 16, 2003 in which no access was to be taken off of Sharp Point
Drive until the roadway was built. And at such time that Sharp Point Drive was to be built the emergency access which
was to be temporarily taken off of Midpoint Drive will be relocated to Sharp Point Drive. A cash contribution in aid will
need to he put in place with the City prior to the issuance of a building permit to assure that this will happen. If conditions
are different regarding the roadway connection to the south at the time the development agreement is signed for this project
the full roadway construction maybe required in lieu of escrowing funds for the pavement portion.
Sharp Point Drive adjacent to this site is to be a collector with parking. This is a 50 foot roadway section flowline to
Ilowline within a 76 foot right-of-way section. The roadway will need to cross the railroad tracks at approximately a 90
degree angle and can intersect the intersection of Midpoint Drive and Sharp Point Drive as an angle point.

Standards, October 2002". The proposed project will construct the curb, gutter and sidewalk on the west side
of Sharp Point Drive and preliminary plans for the remaining road construction have been provided. There
will be a crosspan on the north end of the street and there is an existing railroad at the south end. The
flowlines have been designed to meet the above standard criteria for this street with a minimum K value of
60. It is requested that the centerline profile be allowed to have a reduced K value from the standard. The
justifications for this variance are as follow:
• At any crosspan (or railroad crossing) the crown of the road needs to be removed. On wider streets
such as this (50' fl-fl) the centerline (crown) is approximately 0.7' higher than the flowlines. The
profiles generally need to have matching slopes throughout the majority of the roadway, but at
intersections, this additional 0.7' needs to be removed. In all cases, this crown removal will result in
a steeper profile in these areas than the corresponding flowlines. With this steeper slope, and larger
algebraic distance, the K value of the centerline will be considerably lower than the flowlines.
• The proposed design provides for the highpoints of all profiles to line up horizontally. If the vertical
curve on the centerline is lengthened to increase the K value, it will push the highpoint away from the
flowline highpoints and adequate cross slopes will not be achieved. If the flowlines curves are
lengthened, it will extend the length of the crown transition considerably. The proposed design
attempts to keep the crown transition lengths to a reasonable distance.
• On this project, there will be a highpoint immediately south of the Midpoint Drive intersection and
then a lowpoint with an inlet south of that. Lengthening the curve on the crown will require that both
the highpoint and lowpoint be moved even further south and more drainage will flow to the north
(into the intersection). The Stormwater Department wants to minimize flows to the intersection.
• The K value in the standards does not correspond to the required 275' stopping sight distance
required for the same street classification. The two vertical curves on the centerline meet the required
sight distance per the "AASHTO policy on Geometric Design of Highways and Streets — 2001 ".
This variance is required simply because the combination of vertical geometry in this area will not allow for
a crown transition that meets the K value for the centerline curve. Because sight distance requirements are
met, it is not anticipated that this variance from the above Standards will compromise the public health,
safety and welfare. Please call me with any questions or additional information that you may need for the

Last week we submitted Phase 2 of Midpoint Storage at Midpoint and Sharp Point Drive. I wanted to let
you all know the reasoning behind portions of the design.
The site is required to design and construct the west 1/2 of Sharp Point Drive. These plans are included.
If an effort to avoid filling on the railroad right of way, we cut off the curb construction about 80' north of the
right of way line. We are showing installing a 24" temporary pipe under the 1/2 road embankment and
preserving the existing pan to the east. There is a future 36" pipe designed for the future when the
roadway connects across the railroad (creating a dam). In looking at the plan now, we probably could
preserve the pan completely for now and not install the 24" pipe. It is not possible to keep the pan grade
on the east, put in the required pipe size for the full road construction, and get the pipe cover required by
engineering for the road.
We are proposing to fill the west 17' of Sharp Point and installing an 8" waterline (that Roger requested) in
the street (giving the waterline proper cover). We will modify the existing phase 1 south water quality pond
and connect to the water system in Midpoint Phase 1 at this location (we will move the existing irrigation
tap at the connection point). This will provide a looped system that connects to the 12" main at the Sharp
Point, Midpoint intersection. This will allow the waterline in the street to be built at this time, and provide
looping so that the new line in the street is not stagnant. The advantage of designing the waterline as we
have is that we are only crossing the 42" sewer one time with the waterline system and we are making a
new connection to the existing 12" line rather than taking everything off of the 6" in Midpoint.

Dear Sheri:
The following is a request for variance from Section 7.7.5 C — Drainage Systems — Crosspans —
Prohibited on Arterial and Collector Streets in the "Larimer County Urban Area Street
Standards", Octobcr 2002. This variance is requested to allow a cross pan to be constructed
across Sharp Point Drive at the intersection of Midpoint Drive.
The existing drainage patterns at the intersection necessitates that a pan be constructed. Even if
storm sewer and inlets were added in the area, a pan would be needed because of existing grades.
The pan will direct the flow in the intersection to the existing pond east of future Sharp Point
Drive. The intersection will be a 3-way stop upon completion of Sharp Point Drive, therefore the
cross pan will not be subject to high-speed traffic. The proposed pan is 10' wide and should
provide for smooth traffic flow under the stop condition.
This drainage solution was discussed in a meeting with you and Basil Harridan and found to be
the best option for the area. This variance from the above Standards will not be detrimental to the
public health, safety and welfare.
