LAND USE DATA: Expansion of non-confroming use consisting of 12,000 square
feet additional building area, located at Elizabeth and Taft'
Hill.
COMMENTS:
1. Work with John St. John of the Light and Power Utility and Webb Jones
of Water and Sewer on resizing of lines.
2. Information on how the proposal affects service access should be
provided with the submittal.
3. Document how the parking is affected. An analysis of existing parking
and numbers of spaces after the expansion should be provided.
4. From a traffic standpoint the concept appears workable, however the
impact of additional vechicles must still be considered. Identify
where displaced employee parking will be accomoAted.
5. Sidewalk curb and gutter must be designed to City standards. Bonnie
Tripoli, Development Coordinator can assist you with engineering
concerns.
6. Storm Drainage must be designed to City standards.
7. A minimum 20 foot building setback from the zoning district line must
be maintained.
8. The closeness of the building to the streetscape will be a concern from
a planning standpoint. The Planning and Zoning Board has repeatedly
stressed the need for adequate, well -landscaped setbacks from arterial
streets.
9. The architectural character of the expansion is also an important
aesthetic concern. You will note that the attached submittal
requirements for non -conforming use review require architectural
elevations with the submittal.
10. The attached information on "Non -Conforming Use Review" covers criteria
for review and submittal requirements. If we can provide any other
information, please don't hesitate to call.

RE: KING SOOPERS #9 NONCONFORMING USE REVIEW (CASE #68-85)
Dear Mr. Powell:
City staff has reviewed the above referenced project and has the following
comments:
1. The proposed expansion leaves an inadequate setback from Elizabeth
Street for the following reasons:
a. The City is requesting ten feet of additional right-of-way for
Elizabeth Street. The existing right-of-way is five feet away from the
proposed expansion.
b. This expansion may cause sight -distance problems for autos exiting
to Elizabeth Street.
c. The proposed building height (22') this close to an arterial street
has generally been considered unacceptable by staff and the Planning
and Zoning Board.

Staff strongly suggests a reduction in the expansion to allow for at least
a 15 to 20 foot increase in building setback from Elizabeth Street. This
enlarged setback would solve most problems with the project and, in
addition, allow the existing vegetation along Elizabeth St. to remain in
place.
2. Please submit a letter indicating all the changes being proposed with
this project. Please indicate the number of parking spaces being
eliminated and show where additional parking is provided.

® `3. The fire lane must be extended along the front of the building and
posted "No Parking - Fire Lane."
(4r' This expansion must be coordinated with Light and Power due to expanded
loads and existing underground electrical lines in the area. It appears
that an existing transformer will be in the way of the expansion and the
J� building would be in an existing easement along Elizabeth Street..

possible. For this planning cycle, the following dates are in effect:
revisions addressing the above comments are due in this office by noon,
October 9, 1985; PMTs, colored renderings and ten folded copies of all
applicable plans are due by noon, October 21, 1985. The October Planning
and Zoning Board hearing is to be held on October 28, 1985; no second
meeting is scheduled as of this time.

Traffic Department
1. Trip generation estimates, including net, are reasonable.
2. There should not be a significant impact to the traffic signal
at West Elizabeth and Taft Hill Road during the peak/non-peak
hours.
3. The access that currently exists along west Elizabeth should
be modified. The modification should include a median, from
Taft Hill intersection and extends westerly past the shopping
center entrance. A pedestrian refuge island should be included
in the median design. The developer shall be responsible for
processing this modification with the owners/businesses on the
north side of Elizabeth, ie. KFC, Little Caesar's and Circle K.
