Dear Leonard:
The staff has reviewed the application for preliminary
of the Jon -El PUD and would offer the following staff
as to the proect's success or failure to address the
criteria within the Land Development Guidance System.

1. The plan indicates a 6-inch detention outlet pipe into a
5-1- inch curb. This is not permitted.
2. Eight -foot utility easement should be indicated along Swallow
Road. Please revise.
3. The site plan indicates a 5-foot sidewalk will be built over
an existing natural gas line along Swallow Road. This is very
undesirable for maintenance reasons. The sidewalk should be
shifted to avoid conflict with the gas line.
4. The plan should be revised to provide for a combined curb cut
and/or joint parking through dedicated cross -easements with
the abutting property to the east. The staff's preferred
option is that the easterly curb cut align with Rocky Mountain
Way.
5. What precautions have or will be taken to address potential
hazards of the irrigation canal? Please indicate on site plan.
6. The trees; between the sidewalk and the street may obstruct
site distance viewing from the driveway entrances. Please
provide evidence as to their adequacy.
7. Eight compact car spaces will be allowed. Ten are indicated.
Please revise.

8. Several of the structures do not appear to be within 150-feet
of access roadway for fire service. The plan should include
the following note: "All portions of the exterior walls of
_ the first story of all buildings shall be within 150-feet of
the access roadway for those buildings."
9. The turning radius of the parking areas does not appear to
meet the needs of the Fire Authority. Please submit evidence
to justify its adequacy.
10. Landscape screening should be provided between single-family
homes and subject property.
11. Security lighting in parking lot should be indicated.

12. The staff evaluation is that the site plan as submitted
scores 5:% of the applicable criteria (see Point Chart A
attached).
13. The applicant should provide evidence as to justification for
points under Criterion PP.

14. The staff evaluation is that the proposed density would be
supported by the Land Development Guidance System (see Density
Chart attached).
overall, the project scores 55% of the applicable lettered criteria,
and has failed seven absolute criteria. The proposed density is
consistent with the PUD criteria. If you would like to discuss the
above evaluation with staff, I would recommend that you contact me
as soon as possible. Any revisions to the site plan must be
received by this office no later than June 8, 1981. Also, on
Monday, June :15, 1981, 8-," x 11" reductions of all site plans and
colored renderings of site plans must be submitted. If you should

The purpose of the meetings was to review staff comments on the above mentioned
project. The following item numbers refer to the corresponding numbers of
staff commen'�s:
1. The detention outlet pipe will be designed so that the pipe is of the
proper size to drain into the existing 5-1/2" curb.
2. The existing easements along Swallow Road are 15' and will remain as
existing.
3. The exact. location of the existing natural gas line is not known at
this time. Final engineering drawings will pinpoint this location and
if in conflict with the proposed new sidewalk along Swallow Road, the
sidewalk will be adjusted appropriately.
4. As discussed with Rick Ensdorff, the only future combined driveway that
will be required will be on the west side of the property and will be as
shown on the site plan. Since at this time it is not known what the land
use will be on the property on the east side of the project, the combined
driveway situation will not be required. After discussion, Rick also
concurred that the location of the curb cut for the east property line
was more appropriate as shown on the site plan. That location is adjacent
to the curb cut for the parking lot entrance to Rocky Mountain High School.
This curb cut has a heavier traffic flow than Rocky Mountain Way.
5. Joe Frank agreed that the existing fence would be enough protection be-
tween the existing irrigation canal and the above mentioned project.
Joe did state, though, that if the existing fence was a barbed wire fence
this is not allowed within the City limits. This fence would then need
to be changed to some other type of construction that is allowed within
the City limits.

6. The trees shown to be installed at the tree lawn adjacent to Swallow Road
should not affect any sight lines from the parking lot entries. The exact
type of tree to be planted here will be shown on the final landscape plan.
At that time if the type of tree to be used appears to be obstructing
sight lines, the location will be varied to prevent this.
7. After discussing the number of parking spaces allowed for this development
and calculating 20`' of these for compact spaces, it was determined that
ten compe.ct spaces will be allowed in this development.
8. The buildings on the west side of the development will be adjusted so that
all of the walls will be within the 150' requirement for fire department
access.
9. The parking lots have been designed so that there is a 40' outside radius
and 20' inside radius at all turning points within the parking lot. As
indicated by Don Hisam of the Fire Department, this will allow the fire
trucks to turn within the parking lot.
10. After investigating the adjacent single family development, i.e., Wagon
Wheel Is Filing, Joe Frank concurred that the open space shown on the
above mentioned project, i.e., 50' plus the 25' of irrigation canal
width plus the adjacent detention pond area which is approximately five
acres, will be enough separation between the multi -family units proposed
for the above mentioned project and the single family homes within the
Wagon Wheel development.
11. It was indicated that the security light shown in each parking area will
be on a 20' to 30' high pole. The lens for the light will be designed
to spread the light within the parking area and to also wash the adjacent
sidewalk area. This will provide enough security lighting for the park-
ing lot and the adjacent sidewalks. The minimum foot-candle at the side-
walks will be two foot-candles.
12. & 13. The following things were discussed in relation to the All Develop-
ment Point Chart A:
C. Joe felt we did an adequate job of clustering the buildings given
the constraints of the property. Joe did feel that the clustering
was not enough to give us a "very well" on the point chart.
g. Although private patios and outdoor decks are provided adjacent to
the common open space, Joe felt at the lower level there needs to
be a little better definition between private open space and com-
mon open space.
h. Based on Item 10 above, there is adequate screening provided between
the neighboring residential uses.
j. Joe feels that the earth berming and extra roof overhangs are not
adequate to provide some protection for the prevailing winter winds.
Since we are not able to show exactly the main entrances on the
north side at this time, Joe also feels that we cannot take advan-
tage of this on the point chart.

p. Since the exact architectural design of the buildings has not been
determined at this time, Joe stated that we will not be able to take
advantage of this item for our preliminary submittal.
M. We will be calling out the building footprint within each building
enve ope. This will help determine the approximate location of the
landscape areas and courtyards at the entrances of each building.
W. We will be providing a definition of the pedestrian cross -walk at
the parking lot entry drives. This will help distinguish the dif-
ference between pedestrian and auto traffic.
X. The andscaping that was unfortunately not shown on the west side
of the central building will be shown for the final submittal.
Z. As sated in Item 11 above, the parking lot security lighting will
be designed so that some of the light will fall onto the sidewalk
areas.
ii. We will not be able to take advantage of this item since we have
provided nothing more than the standard parking requirements for
our development.
11. Since we are not able to provide any additional features mainly
for our detention areas, we will not be able to take advantage
of this item for our project.
rmm. At this time there are no plans to provide special means of water
conservation in this development. We will not be able to take ad-
vantage of this item for our project.
pp. It is the owner's intent to provide more than adequate security
at the entrances to the buildings. This will include heavy duty
locksets, deadbolts, locks on windows and exterior doors other
than standard hollow core wood. It is intended that the develop-
ment be lighted adequately to help increase the security for the
development.
As stated in Item D of the written material submittal, this development has
been designed with solar orientation and energy conservation in mind. The
buildings are orientated in the north/south direction to take advantage of
as much passive solar design as possible. It also has been kept in mind that
the addition of active solar elements will be possible in the future. The
building itself will be designed with current energy saving construction
methods, including wall and ceiling insulation, thermal paint and windows,
high efficiency water heaters and furnaces. These items will help reduce
the usage of non-renewable energy.
Joe stated that since this property has not been platted to date we will need
to submit a subdivision plat, also. This current P.U.D. submittal will func-
tion as a preliminary subdivision plat. However, at the final engineering sub-
mission a separate drawing for the subdivision plat will be required.
This is my understanding of the items discussed and decisions reached. If you
have any additions, deletions or modifications to the above please contact the
undersigned.

The staff has reviewed the submittal of Jon -El PUD, Final and have expressed
the following concerns:
PUBLIC SERVICE
1. It is recommended that the proposed sidewalk on the south side of Swallow
Road be re -designed so that it is not over the existing gas line.
BUILDING INSPECTION
2. The topographical data makes the site plan difficult to find the building
envelope dimensions. Please remove the topological information from the
site plan. The topological information as indicated on the landscape
plan should be sufficient.
3. Show distances between building envelopes.
4. Show distances from building envelopes to all property lines.
WATER AND SEWER
EXT. 655
5. The existing manhole on the property appears to be half -in and half -out of
the proposed sidewalk. It should be entirely out of the sidewalk.
6. The owner and applicant should be aware that a re -pay exists on both the
water and sewer in Swallow Drive.
PLANNING
7. The future ,joint driveway to the west should be dedicated as an access
easement.
8. For clarity, remove the utility lines from the site plan.

9. The type of -fence to be installed along the south side of the site plan
should be described.
10. The landscape plan appears to be inferior in the number of plantings in
certain areas when compared to the preliminary submittal. At a minimum the
plan should conform to the approved preliminary.
11. The site plan should note and describe in detail the proposed energy saving
devices for active and passive solar opportunities, storage, and insulation
capabilities.
12. Elevations should be submitted for review. A mylar of the elevations will
be required for recording. A note on the site plan should indicate that
"Elevations are on file with the City Engineer."
13. Please explain the changes on the point charts submitted with the preliminary
to the final point charts.
ENGINEERING
14. The water main and gas line are shown under the sidewalk. Relocate the
walk to the back of the curb.
15. Show standard drive cuts in lieu of radii shown.
16. Note size of survey pins found.
