The name "Everett Court" should be changed to "Everett Street." This cul-de-sac must have the same width at the intersection as Everett Street to the south. 2. Water and Sewer requests a preliminary utility master plan. Utility plans must be approved by Water and Sewer. They are concerned about the sewer layout, where some sewers are located down back lot lines. 3. The temporary cul-de-sac on Dunne Street must be shown on the final site plan. 4. Light and Power still requests 13-foot easements along all streets and right-of-ways with a 15-foot setback. Engineering will coordinate utilities with Light and Power to determine if easements as shown on the plat are adequate. 5. The landscaping plan only provides deciduous trees. A mix of evergreens should also be provided. Hackberry and Honeylocust should be a minimum of 1-3/4 inch caliper and Russian Olive, a minimum of 1-1/2 inch caliper. The Development Engineers have not completed review of the final submittal at this time. Their approval of the final must be obtained so that it can be reviewed at the April 30, 1981 Planning and Zoning Board meeting. The City's stormwater utility is willing to accept maintenance responsibility for the drainage channel and detention pond area north of Skyway Drive based on four conditions. (1) It must be understood that this area will not be maintained in a park -like condition. The ground cover will be drouth-resistant, low maintenance grasses which will be mowed two or three times a year. =Incourse of reviewing and approving utility drawings, the City uire modifications which will make maintenance easier. That is, require side slopes flatter than four to one, etc. (3) The City will not accept maintenance until the developer has installed the necessary landscaping and, in the opinion of the City Arborist, that landscaping is well established. Waite, Civil Engineer II - Storm Drainage Division RE: Huntington Hills Replat on Thursday, April 26, 1984, Marc Engemoen, Mick Mercer and myself visited the site for an inspection of the exisitng drainageway. As you know this drainageway as well as the detention pond will now be maintained by the City once1 the replat is approved. This was not the case with the original filing. Because of tine the Storm Draina-e Division has contacted the developer expressing our concerns about ikaintenance of the drainage facilities. The field trip yesterday was intended to investigate any existing problems with the channel and the detention pond. Unfortunately we were unable to check the pond because of the wet conditions of the road leading to it, however the following comments do address our concerns regarding the drainageway and other items: 1. The channel needs to be completl_v cleaned of all the debris, small rocks and garbage prior to the construction of any improvements. 2. The grate on the east end of the culvert under Colby Street must be removed. Grates will not be: required for this culvert. 3. The side slope of the north side of the channel directly east of Colby Street looks like it is too steep. Side slopes must be no steeper than 4:1. 4. It was noticed that a substantial amount flow was running in the channel. The capacity of the concrete trickel pan must be. investigated. A pan with 6" vertical edges may be necessary to handle the flow. 5. The outfall end of the concrete chute from the cross pan in Colby Street must have adequate erosion protection. 6. Prior to the C:ity's acceptance of the drainageway and detention pond for maintenance, the following procedure will need to be completed: a. The drainageway and pond must be reseeded. A. comment was made to make certain sewer line pipe was circumferential instead of in segments. We had problems getting the pipe to bend on this radius and this Engineer does not look with favor on circumferential laying of a sewer line as being as good engineering practice as the segments. We met with the Fort Collins -Loveland Water District and the South Fort Collins Sanitation District and came to a compromise agreement. We moved the water line to 12 feet off the center line of the road and agreed to maintain 1-foot clearance from the edge of the concrete curb and gutter to the edge of the manhole. 2. We asked for consideration in shortening the 160-foot vertical curve requested in the comments to the 50 foot we showed in our plans. Our reasoning was that the 50-foot verticals were immediately off a tee or at the end of cul-de-sacs. These verticals were checked with highway criteria for a vehicle moving at 30 miles per hour (mph). We believed that in either location it would be hard to achieve more than 10 mph. The following compromise was reached: The length of the vertical curve shall be such that the stopping sight distance will be safe. This came from the City of Fort Collins. We used the criteria contained in footnote (2), page 15, of the Fort Collins "Design Criteria and Standards for Streets." We assume a maximum possible speed of 15 mph, and we calculated the braking distance with the formula: d = v2/30f where f = coefficient of friction between tires and roadway = 0.36 (assumed to be wet) v = velocity in mph The stopping distance is 20.83 feet. The perception and brake reaction time is 2.5 seconds or 51.5 feet. The total for two cars is 144.67 feet. For this stopping distance and a 50-foot vertical curve, the driver can see an object of 4.5 feet in height at 300 feet which has a safety factor of 2.07 from the braking distance of 144.67 feet. I will address the items numerically corresponding to your letter of April 3, 1980. 1. Locations of street stop signs, four street lights as indicated in the SIA, and designated pedestrian crosswalks have been added to the Road & Drainage Plans cover sheet. As we discussed over the telephone on April 11, the cost of these items is incidental compared to the total figure on the SIA: therfore this cost will not be included in the SIA. 2. It is not the intent of the developer to complete Viking Drive at this time; realizing, however, that Viking Drive must be completed as per the final plat within 2 years. A 45' radius temporary cul-de-sac will be provided at the intersection of Everet Street and Viking Drive until Viking Drive is completed in conjunction with the next filing. The dam for the detention pond will be built initially, but the street over it will not be paved yet. 3. The pavement design and group indexes are available in the county files in a Report of a Soils and Foundation Investigation for Roland Griffith, Fort Collins„ Colorado, by Empire Laboratories, Inc. I am enclosing just a portion of this report that addresses these items. 4. A plat of the centerline alignment of the temporary secondary access is attached. 5. A 4' wide gravel road base 3"-4" thick will be used for the pedes- trian trail :system. The cost of this trail system is included in the SIA. 6. There are only two culverts and two crosspans and these are included in the figure for storm -sewer facilities in the SIA. The detention pond is part of the overlotting. One of the services to each lot needs to be abandoned. 2) Water service is not indicated for Lots 106, 139, and the future lot to the north east of Lot 152. 3) Sanitary sewer service is not indicated on Lots 124 and 125. 4) All water line easements are to be a minimum of 20-feet. 5) District standards require a 10-foot horizontal clear distance and a 2-foot vertical clear distance for perpendicular crossing of water or sanitary sewer lines. 6) The sanitary sewer line from Manhole 0-3 to Dunn Drive shall be re -designed to include another manhole to better maintain the street center line location. 7) Clay barriers are to be constructed to the south side of the drainage channel (drainage Tract 'A') for all water and sanitary sewer line crossings. Letter to Bonnie Tripoli May 21, 1984 Page 2 8) The vertical curves of the water line on Sheet W-5 of 6 exceeds 80-percent manufacturer's allowable bending and, therefore, need to be re -designed. 9) The water line design from O'Leary Court to Skyway Drive is not acceptable. Design shall reflect minimum clear distances as required in Item #5. 10) Detail 3, Sheet W6 of 6 shall indicate a Mueller A-423 fire hydrant or approved equal. The gate valve is to be a Mueller resiliant seat or approved equal. 11) Detail 4, Sheet W6 of 6 shall indicate a Mueller H15200 curb stop with a buffalo pattern valve box. 12) Do not locate a gate valve in manhole in Detail 5. 13) The signature block currently used by the Districts is attached for use on these plans. The plat was previously approved and has been filed with the County, but the PUD has expired. This is a request for reapproval of the original expired plan. COMMENTS: 1. There may be some additional calculations and details required in the report. Any rip -rap areas which were previously installed and which are not working correctly, will have to be repaired or reinstalled. 6. The detention ponds will have to be certified for capacity. 7. Additional research will be required concerning street connections in the area. There have been Overall Development Plans completed east and northeast of this site with estimates of street circulation patterns. This whole area needs to be examined to find out which streets are planned to go where, what's to go in now, and what's to be phased in. 8. The street system in this area is a problem for the Fire Authority. They will be very concerned about any additional units being constructed without adequate through streets. 9. Parkland fees are $625.00 per unit and are collected at the time of building permit issuance. 10. For the Overall Development Plan (ODP) take a look at the Fossil Creek ODP for street and trail connections. When you amend the Huntington Hills Master Plan (ODP), include information from the Fossil Creek ODP, including the parks plan, trails, street connections. 11. The neighborhood park element of the Fossil Creek Plan will probably not change from what is master planned. Parkland fees collected in this square mile will be used to build the neighborhood park. The regional park at Fossil Creek is not financed through parkland fees. The developer could choose to build the neighborhood park to City Parks and Recreation standards and be reimbursed or have parkland fees waived. Please contact Leslie Bryson (221-6367) for more information. 12. There is the possibility that there are significant populations of prairie dogs on the property. Natural Resources will conduct a field survey to determine the extent of the population and what the impacts of development will have on the birds of prey habitat. A habitat mitigation plan may be required for the ODP. 13. The area of Filing 2 does not seem to be impacted by prairie dogs, but City Staff will check this out and get back to you. 14. There are some wetland areas on the southern portion of this property. Natural Resources will investigate them and make a recommendation for treatment of the interface area between the wetland, and the developed portion of the lots and tracts. Their main concerns will be with run-off flows, buffers, and landscape treatment. 15. The detention pond will be taken over by the City for maintenance and therefore will have to meet City standards for landscaping. The pond will have to be certified prior to City acceptance. The pond can be deeded to the City. 16. Prior to development of future filings, after Filing 2, the Overall Development Plan will have to be updated. This would likely require a major reworking of the entire Huntington Hills Master Plan. There is no longer a plan for an arterial street through this area, but rather for a system of collector streets connecting this area, Hwy 287 and Lemay Avenue. 17. Update the traffic study to support the amended ODP, prior to submittal of the ODP. An update to the traffic study for Filing 2 will also be required when this phase is submitted. 18. Skyway is an important link for this entire area. The intersection of 287 and Skyway is the main entry to this area, the intersection is signalized and this is where the link needs to occur. Saturn is a secondary access and will not provide the full access needed for development of the overall plan. Saturn is not a desirable access street for traffic generated by the 109 units of the Second Filing. 19. The traffic study for Filing 2 will help determine the extent to which lots could be built before the Skyway connection is complete. It is likely that building permits could be issued for improved lots on Colby prior to the Skyway connection going through, but any other permits for Filing 2 will be contingent on Skyway. No building permits can be pulled for Filing 2 until the PUD has been reapproved by the Planning and Zoning Board. 20. Part of the submittal will have to include plans for Skyway Drive, including right of way dedications and preliminary roadway design. 21. The amended ODP will have to bring up to date and define responsibilities for streets in the area. 22. Please resubmit Utility Plans for the 2nd Filing. They should be revised to reflect all current city standards. 23. A soils report for the pavement design will be required. 24. A Development Agreement will be required for any public improvements, including the improvements to Skyway. 25. Site distance easements may be needed to restrict landscaping and fencing at the corners of lots 174 and 152 at the curve. If you are not replatting the property, any additional easements can be dedicated by separate document. 26. There should be an existing design in the engineering files for Skyway. Improvements to Skyway will be required for any frontage which Filing 2 has on Skyway and perhaps beyond, depending on the impacts and what Engineering decides the off site improvements would be. 27. Street oversizing fees are $584.00 per unit and are collected at the time of building permit issuance. 28. The Solar Orientation Ordinance requires that at least 65% of the lots be oriented within 30 degrees of east -west. Identify the solar oriented lots on the plat and site plan with a shading pattern. If the PUD does not meet the requirements, there are variance procedures and criteria which could be met. The developer must specifically request a variance to the ordinance and explain the criteria used to justify the variance. Mr. Ross Shaw April 15, 1980 Page 2 that the figure on the SIA for storm -sewer facilities was adequate and it was not necessary to include the figure for excavation and overlotting. 7. The four street lights as indicated on the SIA will be placed at the entrance to the development at Saturn Drive and Highway 287. The general location of these lights has been added to the Road & Drainage Plans cover sheet. There will be individual coach lights for each lot in lieu of street lights. Please see the attached letter from W. Dunne dated April 7, 1980,for an explanation of these lights. 8. The additions of the contour labels for the detention pond has been done in this office. 9. The :Labels of the solid line on the street profiles has been done in this office. 10.
