Dear Mr. Gonzalez,
This is to request a variance to the requirement for a fire hydrant to be constructed at the
driveway into the Houska Garage from Riverside Avenue. We had designed a 6 inch line from
the existing 12 inch water line on the Northeasterly side of Riverside Avenue to the proposed fire
hydrant. The original locates did not delineate a Fort Collins Light and Power duct bank that is
running parallel to the existing 12 inch water line. The duct bank also has U.S. West fibre optic
lines in two ducts. The duct bank is approximately 4 feet from the water line. The duct bank is
approximately 3 feet by 3 feet with approximately 2 feet of cover. It is probably impossible to tap
the 12 inch water line with a 6 inch line to the proposed fire hydrant on the Southwesterly side of
Riverside Avenue. The elevation of the bottoms of the water line and the duct bank are too close
to the same to construct the 6 inch line under the duct bank in a safe manner.
There is an existing 4 inch water line along the Southwesterly side of Riverside Avenue
but it is a dead end line which is fed from a 4 inch line. Tapping the 4 inch line for a 6 inch fire
hydrant was found to be unacceptable.
There may be a possibility in the future to construct a water line across Riverside Avenue
when the Storm Water Department constructs a major storm water outfall line across Riverside
Avenue. The water line can possibly be built in the same excavation with the storm line.
Our proposal is to tap the 12 inch water line to the Northeast and construct the fire
hydrant on the opposite side of Riverside Avenue from the Houska Garage. This construction
could be done prior to the certificate of occupancy being issued on the Houska addition. This
seems to be the most acceptable solution to the problem.

RE: Planning Objectives for Houska Outdoor Storage Facility
Basic Development Review
The f IOuska outdoor storage facility is proposed to be located along the southwest side of
Riverside Avenue adjacent to the existing Houska Automotive center. The proposed
gravel storage area will be an accessory use to the Houska Automotive center. The 2.19-
acre site is zoned Limited Commercial (C-L). Access to the site is from am existing
driveway along Riverside Avenue.
A six foot wood privacy fence will surround the storage area with a gate at the entry
along Riverside Avenue. A six foot wide concrete sidewalk will be extended from the
Houska Automotive site across the frontage of the lot, connecting to an existing asphalt
pedestrian walk that extends further east..
The landscape plan proposes generous planting along the street frontage of this lot to
soften the appearance the fence and existing storm sewer drop structure. The shrub and
tree plantinLs also provide seasonal interest, and greatly enhance the pedestrian
strectscape.

PRINCIPLE LU-1: Growth within the city will promote a compact development
pattern within a well-defined boundary.
Policy LU-1.1 Compact Urban Form
The project will be developed within a Commercial Limited zone, serving to infill an area
currently surrounded by existing development. - - - -- - —
PRINCIPLE LU-2: The city will maintain and enhance its character and sense of
place as defined by its neighborhoods, districts, corridors, and edges.

Policy LU-2.2 Urban Design
With the corridor of Riverside Avenue growing in activity, this infill project will fit in
with the character of this area, adding a storage area to the adjacent commercial site, and
therefore fitting into the City Structure Plan.
PRINCIPLE T-1: The physical organization of the city will be supported by a
framework of transportation alternatives that maximize access and mobility
throughout the city, while reducing dependence upon the private automobile.

Houska Automotive will provide connectivity to the pedestrian streetscape along
Riverside Avenue.
Principle T-5: The City will acknowledge pedestrian travel as a viable
transportation mode and elevate it in importance to be in balance with all other
modes. Direct pedestrian connections will be provided and encouraged from place
of residence to transit, schools, activity centers, work and public facilities.
Policy T-5.2 Connections
The project provides sidewalk connections along Riverside to help complete and enhance
the pedestrian circulation along that thoroughfare.
PRINCIPLE GM-8: The City will promote compatible infill development in
targeted areas within the Community Growth Management Area boundary.

Since this is an infill project it would prompt an expedited review.
Principle ENV-3: Drinking water provided by the City's Water Utility will meet or
exceed customer expectations for quality, quantity, and reliability. Water
conservation will be strongly encouraged.

The landscape plan for the project will utilize the following xeriscape principles:
Plant material with low to moderate water requirements
Limited turf areas
Effective use of soil amendments
An efficient irrigation system
Appropriate maintenance
Principle UGE-1: The City's development will be contained by well-defined
boundaries.
Policy UGE-1.1 Community Growth Management Area Boundary
The site is infill within the growth management area.

Dear Susan,
I want to make sure that you know what we were told to do by zoning for the Houska South Subdivision.
We were to prepare the subdivision plat and V.F. Ripley was to prepare a landscape plan for the entrance
only. We were to construct a new concrete sidewalk the entire length at the Houska property. We were
to prepare a grading plan for the floodway, which is along the new sidewalk, and to delineate the
tloodplain line. The other task was to dedicate the P.F.A. Emergency Access Easement. The Access
Easement will not be built until the main part of the site is developed.
The grading can not have a rise in the Floodway. The grading in the Floodway will be the same as the
existing grading. There will be no grading beyond the landscaping until the rest of the site is developed.
