LAND USE DATA: A request to develop the northwest corner of Horsetooth Road and
Automation Way with a Dale's Carpet One store. The property is within the City of Fort
Collins and is currently zoned E — Employment District. The following departmental
agencies have offered comments for this proposal.
COMMENTS:
Zoning:
I. The land uses within the project are permitted in the zoning district as a Type II
(Planning and Zoning Board) Review. This use will be considered a retail use,
and as such, may only be permitted within the E zone district within a
neighborhood convenience shopping center, as defined in Article 5 of the Land
Use Code.
2. The number of off-street parking spaces will be subject to the uses proposed
within the project. Retail uses will have a maximum number of off-street parking
spaces, subject to the standards Section 3.2.2(K)(2) of the Land Use Code. All
parking lots will be subject to the design standards in Section 3.2.2(C) of the
Land Use Code. A minimum of 6% of the parking interior area will need to be
landscaped.
3. Site landscaping will be subject to the landscaping and tree protection standards
in Section 3.2.1 of the Land Use Code,
4. Maximum building height for non-residential use is four stories.
5. Build to lines will need to be established for setbacks from Horsetooth and
Automation Way.
6. The site is not included within the neighborhood sign district.
7. A lighting plan will need to be submitted demonstrating compliance with Section
3.2.4 of the Land Use Code.
8. The property is not platted, a subdivision plat will need to be submitted
concurrent with any development application.

Light and Power:
1. Normal development fees will apply to the project.
2. The applicant will need to show the location of utility boxes, meters and service
lines on the utility drawings and site plan. The location of utility boxes will need
to be coordinated with Light and Power.
3. A C-1 service form will need to be completed by the applicant.
Poudre Fire Authority:
1. Fire hydrants must be located within 300 feet of all buildings capable of
delivering water flows of 1,500 gal/min at 20 psi.
2. Address for the buildings will need to visible from the street, with a minimum of
6 inch letters on a contrasting background
3. Buildings will need to be fire sprinklered, based on size and use.
4. A fire lane may need to be dedicated on the south side of the building.
Water/Wastewater:
1. An 8" water line in Automation Way, 8" sanitary sewer in Automation Way.
2. The water conservation standards for landscape and irrigation will apply. Plant
Investment Fees, development review fees and water rights will be due at time of
building permit.
Engineering:
1. Street Oversizing Fee for Fort Collins of 86.25/sq.ft. for retail and $0.83/sq.ft. for
warehouse will apply. The applicant may contact Matt Baker at (970) 224-6108
for an estimate of the fees.
2. Latimer County Street oversizing fees will apply as well.
3. Additional right-of-way for adjacent streets will need to be dedicated if the
existing fright -of -way is less than required pursuant to the Latimer County Urban
Are Street Standards. Horsetooth is a 4-lane arterial requiting 115' of ROW (57
''/z' �/z ROW), Automation Way is a commercial collector requiring 72' ROW
(37' �/z ROW).
4. A repay may be due for work completed to Horsetooth Road.
5. A Traffic Impact Study will need to be submitted for this project. The applicant
will need to contact Eric Bracke at (970) 224-6062 for a scoping meeting.
6. Adjacent street frontages will need to be improved or built to the Latimer County
Urban Area Street Standards, including curb, gutter and sidewalk.
7. Utility plans, development agreement and a development construction permit
will need to be prepared for this project.
8. A 16-foot utility easement will need to be dedicated along Horsetooth Road. Any
additional easements needed to facilitate the project will need to be dedicated as
well.
9. A 175' spacing is required between street intersections.
10. A parking setback of 40 — 50 feet is required within the parking lot along the
access drive. The distance is dependent upon the traffic study.
11. A right -turn lane will need to be built from Horsetooth to Timberline Road.
Additional right-of-way may be needed to accommodate this improvement.
E
Storm Drainage:
1. This site is in the Fox Meadows drainage basin where the new development fee
is $6,468/acre which is subject to the runoff coefficient reduction.
2. The site is on Stormwater inventory map #110. A copy of the map can be
obtained from the Utility Service Center at 700 Wood Street.
3. The standard drainage and erosion control reports and construction plans are
required and they must be prepared by a professional engineer registered in
Colorado.
4. It appears there is a storm sewer along the south property line and within the site
the proposed detention pond may be located on top of the storm sewer.
5. Water quality extended detention is required to treat the runoff.
6. The design engineer will need to refer to the Horsetooth East Business Park
drainage plan for any special requirements such as a release rate. If not
identified, a 2-year historic release rate is required.
Transportation Planning:
1. Alternative modes, including pedestrian, bicycle and transit, need to be included
in the transportation impact study.
2. Bicycle parking will need to be provided in a convenient location adjacent to the
business entrance.
3. Is the kink in the sidewalk necessary? May result in traffic cutting across the
voided sidewalk space.
Natural Resources:
1. Any existing trees that are proposed to be removed will need to be reviewed by
the City Forester (Tim Buchanan — (970) 221-6361). Significant trees that must
be removed will need to mitigated.
2. The City requests that the applicant provide adequate room within the trash
enclosure for recycling and use a single trash hauler to minimize trips.
3. A Fugitive Dust Control Permit will need to be filed with Larimer County.
4. The Natural Resources Department requests that the applicant pursues and uses
native plants and grasses as much as possible within the project.
Parks and Recreation:
1. Parkland Development Fees for each unit will be assessed at the time of building
permit. This fee is based on the are of each dwelling.
Current Planning:
1. The property will be subject to the design and land use standards within the E
zoning district.
2. The project will be subject to the design standards in Section 3.5.1 and 3.5.3 of
the Land Use Code.

line is a 4-inch D.I.P. The water service must remain the same size from the main to

meter pit. Curbstop must be with in 2 feet of the meter pit. Is the existing curb stop
to be relocated? Curbstops and meter pits are not permitted in hard surfaces (i.e.
sidewalks, drives, etc.).

The city anticipates that a right turn lane will be constructed on Horsetooth for vehicles heading south on Timberline
sometime in the future. The design of this right turn lane could easily result in a portion of the turn lane being constructed
on this property, and the city would appreciate any additional dedication of Right -of -Way from this property owner to
accommodate this future turn lane. The city would also appreciate the configuration of the site so as not to conflict with
the construction and ROW acquisition for this turn lane in the future if extra ROW for the turn lane is not going to be
dedicated with this project.
