I have run across a problem that requires our attention.
At the intersection of River Meadows Drive and Whitcomb
Street, there are two catch basins with a 21" RCP outfall
line that drains into the pond on Spring Creek at the
Arthurs Ditch.
The ditch company keeps the level of this pond at 1' below
the top of the dam. This is the normal elevation for the
water. The catch basins were designed too low, and water
from the pond flows from the catch basins onto the street.
The outfall line stays full of water and leaches out,
super -saturating the soil, causing an unstable subgrade.
This area is so wet that it is unsuitable for paving.
If the pond elevation is lowered temporarily for this area
to drain and for pavement to be laid, then when the elevation
of the pond is returned to normal I expect pavement failure
within a year because of the wet conditions.
Residents in the area have told me of flooding that occurs
regularly in this area during rainstorms. Could we meet
and discuss this problem?

The purpose of this letter is to inform you of the intentions of Victoria
Ltd. for Hillpond Single -Family.
As discussed in the meeting between myself, John Payne, Mark Ingemoen and
yourself, the reason for the less than desirable condition of the sub -base
on the piece of street known as River Meadows Drive is due to the inability
of the storm sewer to pass water. This is the result of the rise of the
water surface elevation in the dam adjacent to the property. It was a
design error by the consultants who prepared the plans for the dam in not
considering the effects of raising the water level.
This continuous level of water does not allow for the sub -base material to
dry properly. The means by which we will eliminate this problem is
currently under design by our office. We are looking at continuing a storm
sewer to the east beneath Arthur Ditch emptying into Spring Creek. This
will allow the water surface to be lowered and therefore dry the sub -base
material.
However, due to the inability to construct such a storm sewer due to the
irrigation season John Payne, has requested that we place 4," of concrete
pavcarent in lieu of asphalt pavement. The extent this concrete pavement
would be is from the approximate curb returns on the west end of the
Whitccmh/River Meadows Drive intersection to the north to the approximate
location of the transition from a 28' wide street to the existing width of
Whitcomb Street. We feel that due to the capabilities of concrete pavement
to withstand movement of the sub- base the section will endure longer than
asphalt pavement.

Dear Matt:
In talking with John Payne of Victoria Ltd. he informed me that you are
in question at the sanitary sewer manhole proposed for Hillpond Single
Family which was not installed. The purpose of this manhole was to provide
a connection to the existing sanitary sewer line which would have served a
sanitary sewer line from the Hillpond parcels south of Spring Creek.
The original thinking of this line was to connect the Hillpond parcels to
the existing sewer beneath Spring Creek. At the time, Spring Creek was to
be iiproved to a trickle channel only. Now that Spring Creek is a dam on
the east end, this is no longer feasible. The construction of this line
would be tedious, time consuming and very expensive to have to contend with
the dam.
In talking with John Payne he informed me of the improvement plans to the
east of the Hillpond area. These plans included a public street to go east
and west eventually cutting into the Hillpord parcels south of Spring
Creek. It is our intention at this tint, to abandon the previous idea and
to pursue a sanitary sewer line from the Hillpond parcels going to this
planned development. This would allow us to provide an easier means by
which to traverse Spring Creek.
Therefore, the manhole proposed originally to tie into River Meadow Drive
will no longer be necessary. Should you have any questions regarding this
or any other item related to Hillpord, please do not hesitate to call.

Re: Hillpond on Spring Creek - Overflow Swale
Dear John:
This letter is to document our conversation from the meeting Friday,
February 13, 1987. It was brought to our attention that an overflow Swale
between Lots 19 and 20 of the above referenced development has not been
built and existing conditions will not allow construction of the required
Swale.
The field survey conducted during our site visit concluded the apparent
option is to locate the Swale along the north easement of Lot 21. The
Swale will have to be designed by your engineer and a revision of the
utility plan submitted to the City. The previous Swale was designed to
carry the 100-year overflow of 42.5 cfs (Stormwater Drainage Report for
Hill Pond on Spring Creek 2nd Filing, November, 1980).
Items identified to consider in designing the new overflow are:
1. By changing the location of the overflow Swale, local stormwater will
pond at the inlet an additional 0.63 feet before it enters the proposed
overflow.
2. The southeast property corner of the lot north of Lot 21 is
approximately elevation 4996.9, the water flow depth of the ion -year
Swale should not inundate this property.
3. There is an historic Swale to the Arthur Ditch at this location, but it
will be necessary to check with the ditch company prior to development
of the Swale.

4. Landscaping or other markings are required so that the overflow swale
is clearly defined. A trickle channel is not required if other means
are used to identify the channel.
