The internal parking lot and building layout design will likely be altered due to additional right-of-way width required on
Harmony and Timberline Roads. Harmony Road requires an additional through lane per the City's Master Street Plan.
Timberline Road also requires additional lanes and per the TIS, also requires additional right-of-way for the channelized-T
intersection design with Milestone Drive. Interim/uldmate street designs are needed (which will also require CDOT
approval) this will help estaialish right-of-way, utility, at Harmony Corridor setback requirements.

property line is not reflected once horizontal control plans. sing the City's horizontal control plan for the Harmony
Road alignment, it then appears as a result that the building placements fall short of the 80' setback from the future edge
of pavement. Because the channelized-T design along Timberline has not been completed, there may be right-of-way
impacts of the design which in turn may affect the building placement along Timberline.

It should be verified who will be working on the permit for CDOT to underground the overhead line within the
development. Because I believe the line is Xcel's, they likely need to be working with the Developer for that portion of the
utility permit.

The tree protection/mitigation plan shows landscaping to be removed/relocated outside of the property boundaries.
Because this is off -site, the off -site easement required should also include a provision for tree removal/relocation. Another
option is for the off -site property owner to sign off on the tree mitigation plan. (it appears that the offshe and onsite
entities are one In the same, so this shouldn't be an Issue).

The existing cross access easement shown on the plat, which would facilitate connectivity to the east, does not line up with
the driveway connection shown on the plans, which has been moved north. A cross access easement will need to be
maintained at the finalized location for the driveway connection to the east.

the access point off Harmony north then proceeding east along the driveway which is meant to continue east Into the
future developable area. In addition, the site plan should make reference to the driveway continuing east upon
development of the neighboring property.

It was not noted Initially that Timberline Village is an existing name of a recorded plat in the City; the documents cannot
have Timberline Village as the name associated with the City. The name on all the documents should be changed to
Harmony School Shops 4th Filing. This also allows for this project to be filed in the same physical location as the previous
filings of Harmony School Shops.

Both the site plan and the utility plan needs to show a design for the 6' asphalt walk indicated on the site plan to
connect to Snow Mesa Road.

Based upon discussion among City Transportation on 6/5, it was concluded that additional right-of-way along Harmony
Road adjacent to this site is not required. This is a result of the determination that the right-of-way in place today will
"work" in the ultimate 6 lane configuration of Harmony Road. Future edge of pavement to determine the 80' setback
should still be verified.

Based upon discussion among City Transportation on 6/5, the horizontal alignment of the channelized-T design is
satisfactory- The following items related to this design though, downeed to be addressed.

1. Cross sections along the channelized-T at 50' intervals (as well as critical point such as median noses) are needed to
verify drainage patterns and vertical "ride". Also provide spot elevations on any plan view.
2. Indicate curb type along the medians for the channelized-T proposed and provide a detail.
3. Turning movements for large vehicles (WB-50) need to be verified on this design, especially because of commercial
trucks using this to serve the site and it allows them to head east on Harmony Road.
3. The proposed design is considered safe from a Traffic Operations standpoint, provided that the work north of
Timberline (as being designed by North Star Design) is completed concurrently. The channelized-T without these
improvements is a safety issue. It is required that this offsite design is approved concurrently with these plans if not
already approved with the Caribou Apartments project. This may involve needing to place the plans from North Star
into this submittal or getting North Star to separate this plan set out from the Caribou Apartments design to be approved
independently. In addition, this offsite construction will need to be done prior to or concurrent with the channelized-T
construction. As Caribou Apartments is under final compliance review, this may not be a concern, but if that project
does not move forward, the construction would need to fall upon this development; there would be reimbursement
available from Street Oversizing for this.

Based on CDOT requirements (given the existing posted speed limit), when Harmony Road Is widened to 6 lanes, the
required stacking for the dual -left turn lanes might eliminate the 3/4 turning movement into the site, reducing the driveway
out to Harmony Road as a right -in, right -out movement.

Harmony School Shops 4th Filing utility plans. Said approval shall be in conjunction with an associated minor or major
amendment (as applicable). Drainage reports, erosion control deposits, and inspection fees may also be required with
the development of each building."
A similar note will be required on the development agreement for the project.

Filing from getting scheduled for a public hearing. Therefore due to time constraints we will
have to submit this portion next week.

Terracon's Response
Terracon does not anticipate construction methods will vary due to inclement weather. It
is conceivable however, that the site could be difficult to negotiate with construction
equipment if heavy periods of precipitation were to occur. Also, if construction were
performed in the winter months, special attention would be necessary for cold weather
precautions regarding placement of soil fill and backfill, concrete, masonry, etc.

With the response to these comments and this re -submittal, the consultant team considers the Project

As per the Large Retail Establishment section of the LUC, a 6' wide landscape bed is required along

Per discussions with the City of Fort Collins Current Planning Department on June 25, 2003 staff
stated that the proposed trees in tree pits would be sufficient.

read. Original submittal was much easier to read.
The utility layers have been frozen on the lighting plan and the background of the plan has been
lightened to emphasize the pole locations and the foot candle numbers.

channelized-T design is satisfactory. The following items related to this design though, does need to
be addressed.
1. Cross sections along the channelized-T at 50' intervals (as well as critical point such as median
noses) are needed to verify drainage patterns and vertical "ride". Also provide spot elevations on any
plan view.
2. Indicate curb type along the medians for the channelized-T proposed and provide a detail.
3. Turning movements for large vehicles (WB-50) need to be verified on this design, especially
because of commercial trucks using this to serve the site and it allows them to head east on Harmony
Road.
3. The proposed design is considered safe from a Traffic Operations standpoint, provided that the
work north of Timberline (as being designed by North Star Design) is completed concurrently. The
channelized-T without these improvements is a safety issue. It is required that this offsite design is
approved concurrently with these plans if not already approved with the Caribou Apartments project.
This may involve needing to place the plans from North Star into this submittal or getting North Star to
separate this plan set out from the Caribou Apartments design to be approved independently. In
addition, this offsite construction will need to be done prior to or concurrent with the channelized-T
construction. As Caribou Apartments is under final compliance review, this may not be a concern, but
if that project does riot move forward, the construction would need to fall upon this development;
there would be reimbursement available from Street Oversizing for this.

The connection to the east has not changed. It still appears circuitous and meanders through the
parking lot rather thar, functioning as a true cross access.
The channelized T has been added to the site plan. The design of the Channelized "T" was not
completed at the time of the last re -submittal hence it was not included in the plans. An agreement
has been made between the applicant and the Transportation Planning Department allowing the
connection to exist as proposed within this plan set.

italics) of how issues have been addressed follows each comment. These comments were
initially received on July 25, 2003.
The City of Fort Collins comments have been addressed on this set of Final Compliance Plans.
The City of Fort Collins redlines have been included in this submittal.
The P.D.P. is eligible for the August 21, 2003 Planning and Zoning Board meeting. The
item will be on the discussion portion of the agenda.

2. It is imperative that in order to remain on the August 21s' agenda, a Letter of Intent be
provided from ARC to the City of Fort Collins Engineering Department for the
construction of the eight -foot wide asphalt sidewalk.
So noted. Thank you. The applicant and staff agreed that a condition of approval would be
issued with the decision of the Planning and Zoning Board. The condition would allow the walk to
be constructed within the Harmony Road right-of-way if no reasonable solution could be met with
the walk were currently proposed.
3. Harmony Road is planned for future transit service by Transfort. Therefore, in
accordance with City of Fort Collins Transit Design Standards and Guidelines, a bus
shelter needs to be secured with a financial escrow. The escrow amount is $3,500.00.
The applicant will provide a financial escrow for the future construction of a transit stop in the
amount of $3,500,
4. The parapet walls for the Albertson's supermarket must feature a three-dimensional
cornice. As we have discussed, the cornice does not have to be a masonry material.
Camburas and Theodore Architects have provided the Albertsons parapet wall detail at the
request of staff.
5. The existing shrubs in the median in Timberline that will be reconstructed for the
channelized tee must be relocated or replaced.
A note has been added to sheet 2 of 14 directing the contractor to work directly with the City
Forrester on relocation and/or replacement of plant material within the Timberline median.
6. A power point graphic of a channelized tee will be very helpful for the Planning and
Zoning Board work session.

Be sure that the eight -foot walk is specified on the site plan to match the utility plan east
of Building Two.

The Fort Collins Land use code no longer specifies that a separation distance of 10 feet be
maintained between trees and water/sewer lines. Only a 6-foot separation is required. The plans
meet this standard. Shrubs have been kept a minimum of 4 feet away from meters but not from
the water/sewer lines. The applicant's representative is not aware of a code section that specifies
such separation requirements.

Response: Comments dated 7128103 were partially addressed in the August 25, 2003 response but the plat was
in the process of being re formatted and so several issues remained outstanding. The issues should be

I didn't understand what was wrong with the subtitle as written however; it has been revised and
hopefully addresses the concern.

The interior lot corners have been identified with a solid dot. Found corners are identified with an
open circle, and set monuments are identified with a smaller dot and two concentric rings as shown
on the legend. I thing the format revision of breaking into 3 sheets has helped a lot in clarifying lot
lines, lot corners, and monuments.

3. The proposed design is considered safe from a'Traffic Operations standpoint, provided that the work north of
Timberline (as being designed by North Star Design) is completed concurrently. The channelized-T without
these improvements is a safety issue. It is required that this offsite design is approved concurrently with these
plans if not already approved with the Caribou Apartments project. This may involve needing to place the plans
Isom North Star into this submittal or getting North Star to separate this plan set out from the Caribou
Apartments design to be approved independently. In addition, this offsite construction will need to be done
prior to or concurrent with the channelized T construction. As Caribou Apartments is under final compliance
review, this may not he a concern, but if that project does not move forward, the construction would need to fall
upon this development; there would be reimbursement available from Street Oversizing for this.
(7/23/031 After review of the submitted turning movements for a WB-50 and further analysis of turning
movements using the provided CAD drawings, please "shave off' portions of the medians as redlined. This
would appear to make the turning movements easier for these larger vehicles.
19/16/03] Please be aware that Caribou Apartments has not completed final compliance review. As such, the
development agreement will need to obligate the developer of both design and construction of the offsite
improvements north of the channelized-T should Caribou Apartments not have these respective items
completed relative to the desired schedule of Harmony School Shops 4th.

channelized-T intersection.

the spot elevations on either side. Please see redlines on plan view and cross section sheets.

The utility plans show the main area of development as Phase I with the outlying pad sites making up the remainder as
Phase 2. There are a few suggestions regarding showing of phases, which may make future development of the pad sites
easier:
I. Rather than have the remaining pad sites outside of Phase 1 all as Phase 2, show each pad site as a separate phase.
Having these all shown as Phase 2 implies that the development of one pad site requires all the facilities needing to be
installed in Phase 2; separate phases for each pad site resolves this. Also, there is no requirement that phases after Phase 1
need to be developed in sequential order (provided they are phased in such a way that each phase is independent of every
other phase when shown), this allows more independency with future pad development.
2. Instead of showing phasing on each of the grading, utility, and horizontal control sheets, remove the indications of
